ROLL CALL: Calling the roll of Council was Jane Cantu, City Clerk. Present were Council President Joan Hernandez and Councilmembers Joe Duffle; Pam Carter; Jim Haggerton; Dave Fenton; and Richard Simpson. OFFICIALS: John McFarland, City Administrator; Rhonda Berry, Assistant City Administrator; David St. Pierre, Assistant City Attorney; Jane Cantu, City Clerk; Bob Baker Deputy City Clerk; Lucy Lauterbach, Legislative Analyst; Jim Morrow, Public Works Director; Alan Doerschel, Finance Director; Steve Lancaster, Community Development Director; Viki Jessop, Administrative Services Director; Moira Bradshaw, Senior Planner; Paul Surek, Parks Recreation Superintendent; Rick Still, Assistant Director, Parks Recreation; Evelyn Boykan, Human Services Coordinator; Tracy Thomas and Jessie Richardson, Parks Recreation; and Gail Labanara, Public Works Analyst. SPECIAL PRESENTATIONS: Housing Enhancement Program Calling this housing improvement proposal "something we can do to visually improve our neighborhoods," Mayor Mullet introduced Moira Bradshaw, Senior Planner, to discuss specifics. At their September 25 Community Affairs and Parks meeting, the Committee spoke in favor of the proposal and asked that it be included in the 2002 proposed budget schedules. Emphasizing the need to maintain the City's infrastructure (housing), Ms. Bradshaw presented goals of the project, limits in funding, and the need to support homeowners and neighbors who are making the enhancements. She also suggested a survey of those who have taken advantage of federal funds used in recent years. One intent of the program is to assist low and moderate income homeowners in making a visible difference in residential neighborhoods. Eligibility criteria must still be defined for this pilot program which would leverage dollars from King County along with City dollars to visually enhance our neighborhoods. King County has been notified of the City's intent; and is support of the pilot program. In the past, the City; business community; and individual neighborhoods have contributed to neighborhood enrichment. The investments have strengthened neighborhoods, reduced crime and provided a sound basis for concerted strategies to improve the City's housing. The need is ongoing to keep Tukwila's aging housing stock in good repair and to assist low and moderate income families afford the costs of housing. Local housing conditions could be improved through focused investment of Tukwila general funds in conjunction with federal Community Development Block Grant funds ($88,000.00 for 2002). Council asked questions of Ms. Bradshaw and is in favor of such a test program. Ms. Bradshaw and other DCD staff will continue work on this project and appear before Council at a future date. CITIZEN COMMENT /CORRESPONDENCE: Louise Strander. Sr.. Tukwila. inquired on the status of the Historical Society's request for grant monies in 2002. Councilmember Linder noted the Community Affairs and Parks Committee received the request at a recent meeting. The amount requested is $5,000.00, yet the Society was unsure how the funds were to be used. Therefore, additional information was requested by the Committee to make an informed decision. Ms. Strander noted the Society Chair was coming in from out of town later this evening and will be able to present such information in the near future. Scott Henry, Tukwila resident and father, brought in several teen -aged girls who are in favor of a skateboard park. Councilmember Fenton and Mr. Fletcher explained a temporary skate park is going in next to the Tukwila Community Center. It is slated to open in March, 2002. City of Tukwila Page 2 of 4 City Council Regular Meeting Minutes November 19, 2001 Katherine Harris, part -time Tukwila (part -time Deer Park) resident, spoke out of concern for speeding motorists in the area of 141 Street and 56 Avenue South. Additionally, she noted clogged drains /culverts in the same area are impeding water removal from the streets. Mr. Morrow was present and spoke with Ms. Harris. Later in the evening, Mr. Morrow reported the drain had actually been cleared recently and that no standing water was present. CONSENT AGENDA: a. Approval of Minutes November 5, 2001 Regular Meeting b. Approval of Vouchers #232296- 232520, in amount of $1,344,773.09 c. Authorize Mayor to sign Addendum #1 to Contract #00 -029, with Gray Osborne, Inc., in the amount of $52,900.00, for the Allentown Water Sewer Improvement Project Phase II Hernandez moved; Fenton seconded; approval of the consent agenda, as presented. The motion carried 7 -0. OLD BUSINESS: a. A resolution approving the Non Represented Employees Wage Schedule for 2002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING RESOLUTION NO. 1429, UPDATING AND CLARIFYING THE NON REPRESNETED EMPLOYEES' COMPENSATION PLAN AND ADOPTING THE NON REPRESENTED SALARY SCHEDULE AND BENEFITS SUMMARY EFFECTIVE JANUARY 1, 2002. Duffie moved; Linder seconded; reading of the proposed resolution by title only. The motion carried 7 -0. City Attorney David St. Pierre read the title of the proposed resolution. Duffie moved; Carter seconded; approval of the proposed resolution as presented. The motion carried 7 -0. APPROVED RESOLUTION #1480 EFFECTIVE DATE: JANUARY 1, 2002 b. Commute Trip Reduction (CTR) Program 1. Authorize Mayor Mullet to sign the CTR Interlocal Agreement with WSDOT 2. Authorize Mayor Mullet to sign the CTR Implementation Agreement with King County Metro (July 2001 June 2002) Linder moved; Carter seconded; to authorize Mayor Mullet to sign the CTR Interlocal Agreement with WSDOT. The motion carried 7 -0. Linder moved; Carter seconded; to authorize Mayor Mullet to sign the CTR Act Implementation Agreement with King County Metro, The motion carried 7 -0. c. An ordinance amending Ordinance No. 1970, updating the City's Street and Alley Vacation Procedures AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING ORDINANCE NO. 1970, AS CODIFIED AT TMC CHAPTER 11.60, UPDATING THE CITY'S STREET VACATION PROCEDURES TO REFLECT RCW CHANGES REGARDING COMPENSATION; PROVIDING FOR SEVERABILITY; AND ESTABISHING AN EFFECTIVE DATE Fenton moved; Duffie seconded; reading the proposed ordinance by title only. The motion carried 7 -0. Assistant City Attorney David St. Pierre read the title of the proposed ordinance. Duffie moved; Carter seconded; adoption of the proposed ordinance as read. Motion declaring surplus the property located at 4501 South 134th Place South, and directing City Administration to initiate actions to dispose the property, pursuant to TMC 2.64 (Clerical Note: Property formerly known as the McLees property) Carter moved; Fenton seconded; a motion declaring the property located at 4501 South 134'' Place South surplus, and directing City Administration to initiate necessary actions to dispose of the property, pursuant to TMC 2.64. The motion carried 7 -0. Carter moved; Duffie seconded; motion to take "REPORTS" out of order and consider Old Item e, post reports. The motion carried 7 -0. REPORTS: a. Mayor Mayor Mullet attended two meetings last week 1 -405 and WRIA 9. b. City Council Councilmember Duffie had no report. Councilmember Carter attended a Suburban Cities Association meeting on November 14 and will attend a SCATBd meeting on November 20. Council President Hernandez attended the Hand -Up Auction on Saturday, November 17. Councilmember Haggerton attended the Suburban Cities Association meeting on November 14 and tonight's Finance and Safety Committee meeting. Councilmember Linder attended the Community Affairs and Parks Committee meeting on November 14. Councilmember Fenton attended the Suburban Cities Association meeting on November 14. Councilmember Simpson attended the Duwamish Improvement Club and Suburban Cities Association meetings on November 14. He invited all to attend the Joint Dessert Potluck sponsored by the Foster Community Club, Duwamish Improvement Club and Foster Point Neighborhood Association on November 28, 7:00 p.m. c. City Administrator John McFarland, City Administrator, reported Julia Patterson would be sworn into office on Wednesday, November 21. d. Legislative Analyst Lucy Lauterbach, Legislative Analyst, had no report. e. C ity Attorney David St. Pierre provided Council with litigation updates on the Puget Sound Energy and the Hemmerling matter. OLD BUSINESS: e. Continued review of the proposed 2002 Budget and CIP 8:10 p.m. For personal reasons, Councilmember Fenton was excused before consideration of item e. Portions reviewed by Council included Human Services, Planning Commission, Arts Commission, Parks Recreation, Parks Commission, Recreation Services, Parks Maintenance, DCD Administration, Planning Code Enforcement, Permit Coordination, Building Development, Foster Golf, Equipment Rental, the 301 and 303 funds. Although no formal motion was made, nor allowed, Council consensus existed to fund the Tukwila Community Schools Collaboration effort for 2002. Beyond that, no one knows for sure, due to the passage of 1 -747. Additionally, it was noted, the consensus made, in no way represents an on -going agreement to fund the effort. MISCELLANEOUS: Noting that United Way Pledge forms have been distributed, Mayor Mullet noted contributions to the Tukwila Children's Foundation may be made at the Tukwila Costco.
