The purpose of this Council Work Session was to brief Councilmembers following the
completion of Phase 1 of the Facilities Needs Assessment and Feasibility Study. The purpose
of this study is to plan for the long-term sustainability of City facilities, optimize organizational
efficiencies, and improve public safety. Phase 1, now complete, established an assessment of
the current facility needs and projected needs through 2035. The project work plan includes
briefings to Council after completion of each of the four phases.
Consultants from Berk and Rice Fergus Miller gave a presentation that included:

Questions and next steps
Councilmembers asked clarifying questions regarding the material, with particular attention to
population and job growth projections. Projected numbers were based upon Puget Sound
Regional Council planning targets and data from City staff on likely growth based upon historic
trends. The presenters stressed the importance of ensuring Council support for options
advancing or not, and that the scope of this particular study does not advance to the design
phase.
