Randy Edwards, Fire Prevention/Investigations; Mike Cusick, Water Department — City of Tukwila Scope and Purpose: The following is a review of the proposed facility, operations lay -out, and hazardous materials issues relating to a proposed distribution and storage facility for compliance with City of Tukwila fire codes. This assessment is limited to the minimum criteria set forth in the International Fire Code (IFC), 2003 edition, which has been adopted by the State of Washington and City of Tukwila and will go into effect July 1, 2004. At the direction of the Client's Division Manager, this review will not include consideration of other Highly Protected Risk criteria relevant to property insurance coverage or risk management. The subject facility is located within the municipal limits of the City of Tukwila, Washington. The Tukwila Commerce Park is oriented along the Duwamish River, which borders the north side of the property. Storm water drainage from this industrial park discharges directly to the river. The neighborhood is considered to consist of light to moderate industrial operations and commercial properties featuring a variety of distribution, manufacturing, and storage facilities arranged in protected concrete tilt -up and masonry one equals two story buildings with plywood on wood beam or light weight unprotected metal and steel truss roofs. The industrial park is accessible from Interurban Avenue and 42 Avenue South, located at the north and west sides of the complex. Paved parking, truck loading areas, and a looped private roadway sized and accessible to heavy truck/trailer traffic is provided to serve individual buildings throughout the complex. The.industrial park consists of four major building groupings (Buildings A -D). The subject space is located within Building D. This structure is accessible on three sides to vehicular traffic. The south wall of the building immediately abuts the property line, which is fenced. The Tukwila Business Park is located in a known active seismic zone and is within the 100 year flood zone of the Duwamish River. The maximum sustained wind speeds for this area measured at 30 ft above ground level is 90 mph. The maximum snow loading for the region is 20 psf. The maximum rainfall intensity for a one hour period is 1 in. per hour. Construction The subject building features reinforced concrete tilt -up exterior wall panels with intervening unprotected openings for garage bay doors and glass and aluminum framed window and personnel entry doors amounting to less than 20% of the total available surface area. The floor is a 3 ft raised grade slab intended to accommodate truck/trailer unloading activities at strategically located unloading bays. The roof consists of exposed laminated wood beams and a plywood deck with a built -up asphalt roof membrane. Fiberglass batt insulation with a vinyl backing is attached to the underside of the roof deck. The overall construction is considered to be IBC Type V -B. There are two 2 ft x 4 ft domed unprotected polycarbonate plastic skylights oriented in the south and north roof sections of the subject space. Interior tenant separations are constructed of reinforced concrete tilt -up panels with exposed and unprotected floor plate and side weldments. Exposed 2 in. diameter bracing pockets with steel sleeves in the wall panels have not been sealed or covered with a rated fire resistive material. In several instances, including along the southeast wall panel of the Client's proposed space, concrete masonry units of unknown fire resistance have been used to provide infill to within one course of the roof deck. The remaining interval from this masonry assembly to the bottom of the roof is of unknown material and fire resistance. UL listed 3 hour rated roll -up fire doors are provided at the east (1) and west (2) tenant walls to the Client's proposed space. However, the fusible elements have been coated as the result of recent interior painting operations and are not functional. Heating is provided by four gas fired, ceiling mounted unit air heaters. Electrical wiring is located in solid metal conduit and is controlled from a breaker panel located in a utility room located at the north end of the presently vacant east tenant space. The utility room is cut -off from that space by a one hour rated wall and ceiling separation and is accessible only from the outside. At the present time, there are no interior partitions within the Client's proposed space, which has a total area of approximately 6,000 sq ft. The available ceiling height is 21 ft of clearance to the floor from the lowest laminated wood beam. The overall height to the bottom of the roof deck is approximately 24 ft. Two truck dock doors are available from the north wall. Two Oft x 8ft windows are provided in the east half of the north wall. The client intends to have a combination of Owner provided and tenant improvements that would provide: • Outside front entry steps and ramp on the northwest side of the space. • A 634 sq ft office at the northeast corner • A 500 sq ft mixing room adjoin the south wall of the office and east tenant wall of the subject space. Appendix A provides a general arrangement of the subject tenant space, from a realty brochure of GVA Kidder Mathews on behalf of Real Estate Investment Managers, property manager for Tukwila Commerce Park Occupancy This facility will be used for the storage and distribution of Class I -B based flammable paints and lacquers in metal containers ranging from one to five gallons. Materials Safety Data Sheets are provided in Appendix B for the products and materials to be maintained on site. The overall arrangement for this operation is provided schematically in the attached sketch (Appendix C) prepared by the Client. The general arrangement is as follows: • Office with incidental retail sales (no flammable liquid or product storage) o 634sgft o IBC Occupancy Group B • Mixing Room with paint colorant mixing (unheated open one gallon to 5 gallon flammable liquid handling) with colorant (Class III A and B combustible liquid) in one quart or smaller metal or plastic containers on open shelves. Two one gallon and two five gallon container shakers (Closed lid) and one gyromixer. One countertop 3 ft x 3 ft dry filter paint spray booth for incidental color test matching. Since the maximum quantity of Class I -B flammable liquid within this room does not exceed 120 gal and 30 gal in open systems (120 gal maximum combined), per Table 2703.1.1(1), Maximum Allowable Quantity Per Control Area of Hazardous hysical Hazard, (hastd upon a full room may be considered a Group B occupancy and a permissible hazardous materials control area. o 500 sq ft o IBC Occupancy Group B • Double and single row pallet shelf racks, maximum 4 ft wide per rack (less than 9 ft wide in double row configuration) to 16 ft high. Class 1 -B flammable liquids in metal containers (5 gal. or less) in cartooned and uncartoned arrangement on wood pallets. O O N 0 H' z Protection: The water supply consists of a public 12 in. diameter main located at Interurban Avenue gridded to other 10in, and 24 in. lines fed from gravity sources. A single private water line connection to the interurban main is located at the North West end of the property. The private water main is a dead -end 12 in. line with hydrants strategically arranged on 300 ft spacing with at least two fire hydrants within 300 ft of each building. The water supply reported by the City of Tukwila, using a theoretical flow model is 150 psi static pressure, 7,950 gpm flowing, with 20 psi residual pressure. The 1980 water test for this installation was 146 psi static, 1600 gpm flowing, and a residual pressure of 114 psi.Contemporary physical testing cannot be performed, due to the potential for chlorinated water reaching the Duwamish River and posing an environmental threat to native salmon runs. According to the Tukwila Fire Department, the sprinkler system for this building was hydraulically designed to provide a minimum density of 0.39 gpm/sq ft over the hydraulically most remote 5,600 sq ft using 165 degree F heads with a 500 gpm hose stream allowance. The base of riser demand (BoR) is 2288 gpm at 46.7 psi, not including 500 gpm hose stream allowance. The nominal spacing is 8 ft x 9 ft. A Class II standpipe is provided along the west wall of the subject space and is equipped with 100 ft of 1 'A in. diameter pin rack hose. Both the hose station and sprinklers are fed from an 8 in. diameter wet pipe riser, equipped with a 4 in. fire department pumper connection. Recommendations The following items are based upon physical observations, interviews, and review of applicable Codes and Standards for fire protection: Owner Provided Facilities - 1. The east tenant wall of the subject space was observed to have radial cracking about the center column and adjoining panel on both sides. Since it is possible that the wall sections could have sustained movement as a result of the Nisqually earthquake event, a qualified structural engineer should be engaged to determine the stability of this fire separation and provide supporting information in a formal report. A copy of this report should be made available to the Client for review prior to final acceptance of the leasing agreement. 2. Exposed steel components can damage even substantial fire walls during a blaze if they are unprotected. For this reason, the steel weldments holding wall panels together, the exposed steel floor base plates, and exposed 2 in. diameter bracing pockets with steel sleeves in the wall panels should be covered by an approved fire resistant assembly or compound with at least a three hour fire resistance for the tenant separations. 3. The southeast wall panel of the Client's proposed space is constructed of concrete masonry units of unknown fire resistance have been used to provide infill to within one course of the roof deck. The remaining interval from this masonry assembly to the bottom of the roof is of unknown material and fire resistance. The Owner should determine and provide documentation that this wall section has been installed using approved materials and methods to form an assembly with the same fire resistance as the surrounding tenant wall separation. 4. Recent painting activities by the Owner has covered the fusible elements of the roll -up fire doors in the proposed Client tenant space. A qualified contractor with experience with this type of fire door should be requested to both replace the damaged elements and inspect and test the door assemblies throughout the building in accordance with NFPA 80. 5. The tenant in the space opposite the east wall of the proposed Client space is presently storing materials within less than 18 in. of the closed fire doors. Since fue doors are flame separations and are not designed to prevent the transfer of heat to the adjoining side of the wall from the point of fire origin, storage must be maintained at least 6 ft way from such openings or the doors removed and a wall assembly with equivalent fire resistance as the remainder of the tenant separation constructed, per NFPA 80. As a precautionary measure for all tenants within the building, this requirement should be bought to the attention of all building occupants and should be part of the routine monthly safety inspections for each area. 6. Sprinkler heads at the ceiling level have been coated with over -spray as a result of recent painting activity on behalf of the Owner. A qualified sprinkler contractor should be requested to inspect and replace damaged sprinklers with like kind and quality, in accordance with NFPA 13. Hazardous Materials Controls — Chapter 34 — IFC, 2003 7. The general storage arrangement predominant to this operation is considered to be IBC Occupancy Group H -3. As a result, spill control and containment should be provided, especially based upon the potential environmental storm water drainage exposure to the nearby river. This should consist of at least: a. Non - combustible, water -tight sealed floors in the immediate storage area along with perimeter walls and boundary curbs to at least 6 in. high or the maximum height of the anticipated spill and sprinkler water discharge, whichever is greatest. b. A containment area with at least a 6 in. high perimeter boundary and curbing constructed of non - combustible water -tight material. c. A containment volume of at least the largest single vessel (5 gal), plus automatic sprinkler discharge for at least 20 minutes. (0.55 gpm/sq ft x 2000 sq ft x 20 minutes + 5 gal [largest single container] = 22,000 gal or 2948 sq ft) i0 1,14 iv 8. Automatic sprinkler protection for the storage area should be revised, in accordance with Table 3404.3.6.3(5) Automatic Sprinkler Protection Requirements for Rack Storage of Liquids in Containers of 5 Gallon Capacity or Less With or Without Cartons on Conventional Wood Pallets, as follows: a. The maximum storage height will be maintained to 14 ft or less. The ceiling sprinkler system will be re- calculated and modified to provide a minimum density of 0.55 gpm/sq ft over the hydraulically most remote 2,000 sq ft with a maximum 100 sq ft per head spacing using approved extra large orifice heads with high temperature quick response ratings and minimum 7.5 ft wide aisles.. Friction lid cans or other containers with plastic nozzles or caps will not be used. A minimum 500 gpm hose stream allowance should be included with the calculations for this system. However, in -rack sprinklers will not be required. • 9. Based upon Table 3404.3.6.3 (3), Storage Arrangements for Rack Storage in Liquid Storage Rooms and Warehouses, the maximum storage permitted is 14 ft in height (3 ft below the deflector of sprinkler heads at the ceiling to the floor) and 15,000 gallons. 10. Based upon Table 3404.3.6.3(2), Storage Arrangements for Palletized or Solid Pile Storage in Liquid Rooms or Warehouses, the maximum palletized or solid pile storage height is 6.5 containers with a maximum quantity per pile of 5,000 gal. 15,000 gal total for the warehouse (includes both palletized or solid pile and rack storage combined). 11. Automatic sprinkler protection for the Mixing Room should be designed for a minimum density of 0.60 gpm/sq ft over the entire Mixing Room area, plus a minimum 500 gpm hose stream allowance. A separate manual control valve should be provided to isolate this system for repairs without impairing protection to the remainder of the facility. One sprinkler head should be provided within the paint spray booth. A separate isolation valve should be provided for convenience and servicing to prevent impairment to the remaining protection. Sprinkler waterflow within the room and inside the spray booth should be monitored and should independently shut sown paint spray operations and provide a local alarm. 12. Rack storage should be located at least 10 ft from the end of the Mixing Room. 13. All rack storage should be seismically rated and anchored. 14. The gyro -mixer shown in the schematic sketch should be arranged within the Mixing Room along with all other spray and mixing equipment. 15. The Mixing Room should have a minimum two hour rated fire resistant walls and ceiling assembly. Doors should be at least 1 1/2 hour rated (provide at least two personnel exits) and should be self - closing. 16. Per IBC requirements, the Mixing room should be located along an exterior wall and be provided with an access door directly to the outside. 17. The proposed paint spray booth should UL listed or FM Approved for the purpose with Class A filters. Ventilation should be in accordance with the manufacturer's listing criteria and the International Mechanical Code. The ventilation fan should be equipped with a local air flow alarm and should be interlocked with the paint spray apparatus =s to prevent operation of spraying until the fan is confirmed to be on and required airflow achieved, stop the sprayer immediately upon fan failure, and provide a purge time period at the end of spraying operations to adequately vent all flammable vapors. Appropriate static bonding and grounding should also be provided and reviewed. 18. Electrical and heating provided within the Mixing room should be Class I, division 1 hazardous area classified and reviewed by a qualified fire protection engineer. Static bonding and grounding should be provided for all flammable liquids transfer operation within the room. 19. The required fire separation between the Mixing room and the Office should be at least 2 hours. The minimum separation from the Storage area and the Office should be at least one hour fire resistance. Conclusion: The operations of Insulmastic should be compliant with applicable fire codes and standards with the incorporation of the above items. However, changes in storage arrangement, commodity type, and packaging have a direct impact upon the required means of protection. Therefore, it is recommended that both passive and active protection be arrangement for the maximum anticipated conditions whenever feasible. Early discussions with a qualified fire protection engineer and the local authority having jurisdiction are the best way to achieve and maintain cost - effective fire protection that is well- integrated into the daily operations of the facility. We look forward to assisting the client with implementation of these criteria, as well as interface with and presentation to the local fire and building authorities.
