2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: Readily accessible access to roof mounted equipment is required.
5: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
6: All electrical work shall be inspected and approved under a separate permit issued by the Washington State Department
of Labor and Industries (206/248- 6630).
7: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.
8: ** *FIRE DEPARTMENT CONDITIONS * **

9: The attached set of building plans have been reviewed by the Fire Prevention Bureau and are acceptable with the
following concerns:
10: ** *SPRINKLER SYSTEMS * ** - IFC Chapter 9 - NFPA 13 and 25
11: All new srpinkler sysetms and all modifications to existing sprinkler systems shall have fire department review and
approval of drawings prior to installation or modification. New sprinkler systems and all modifications to sprinkler
systems involving more than 50 heads shall have the written approval of the W.S.R.B., Factory Mutual, Industrial Risk
Insurers Kemper or any other representative designated and /or recognized by the City of Tukwila, prior to submittal to
the Tukwila Fire Prevention Bureau. No sprinkler work shall commence without approved drawings. (City Ordinance #2050)
12: All sprinkler system plans, calculations and the contractors Materials and Test Certificates submitted to the Tukwila
Fire Prevention Bureau must be stamped with the appropriate level of competency seal. (WAC 212 -80)
13: ** *FIRE ALARM SYSTEMS * ** - City Ordinance #1900 - NFPA 72
14: H.V.A.C. systems supplying air in excess of 2,000 cubic feet per minute to enclosed spaces within buildings shall be
equipped with an automatic shutoff. Automatic shutoff shall be accomplished by interrupting the power source of the
air - moving equipment upon detection of smoke in the main return -air duct served by such equipment. Smoke detectors
shall be labeled by an approved agency for air -duct installation and shall be installed in accordance with the
manufacturer's installation instructions. (IMC 606.1, 606.2.1)

15: Remote alarm annunciation indication is required if the control panel is not visible from the main entrance. (City
Ordinance #2051)
16: Remote indicator lights are required on all above ceiling smoke detectors. (City Ordinance #2051)
17: Duct smoke detectors shall be capable of being reset from a single point near the alarm panel. (City Ordinance #2051)
18: Duct detectors shall send a supervisory signal only upon activation. (City Ordinance #2051)
19: All new fire alarm systems or modifications to existing systems shall have the written approval of The Tukwila Fire
Prevention Bureau. No work shall commence until a fire department permit has been obtained. (City Ordinance #2051) (IFC
104.2)
20: Call the Tukwila Fire Department at 206/575 -4407 for approval of any system shut down. Have job site address, name and
the Tukwila Fire Department Job Number available to confirm shut down approval. (City Ordinance #2051)

The purpose of this letter is to provide the City of Tukwila with written certification that King
County accepts responsibility for the use of Type L hard tempered copper tubing and wrought
copper fittings. The use of type L copper tubing and fittings for heating hot water and chilled
water piping will conform to King County Specifications 15140 2.02 -C, 3.03, 3.04 and 3.06.

THE HEATING HOT WATER PIPING SYSTEM IS ARRANGED IN A PRIMARY /SECONDARY LOOP CONFIGURATION.
THE HEATING HOT WATER SYSTEM SHALL BE CONTROLLED BY THE EXISTING CMCS (COMPUTER MONITOR
AND CONTRA. SYSTEM). i ,L

MORNING WARM UPI
AT 530 A14 (ADJUSTABLE) THE CMCS CLOCK ENABLES THE PRIMARY CIRCULATION PUMP (PP -1). UPON
Pik OF PUMP OPERATION, THE BOILER IS ENABLED. BOILER OPERATION SHALL BE TIMED WITH THE
START OF AHU -1 AND AHU -2. THE 3 -WAY MIXING VALVE (CV -1) IS POSITIOED TO ONLY ALLOW FLOW
THROUGH THE PRIMARY LOOP. WATER IS PRE-HEATED TO THE MANUALLY SET 180 SET POINT IN THE
PRIMARY LOOP. ONCE THE PRIMARY LOOP REACHES SET POINT, THE SECONDARY LEAD PUMP (HWP-1 OR
HWP -1A) COMES ON (AND PROOFS) AND CV -1 MODULATES TO WARM UP THE SECONDARY LOOP. PP -1 •
SHALL RUN CONTINUOUS, CIRCULATING WATER AROUND THE BOILER.
NORMAL OPERATION. 1 .
THE BOILER IS ENABLED WHEN THE OUTSIDE TEMPERATURE IS 63 DEG. F OR LESS. THE PRIMARY PUMP
(PP -1) IS ACTIVATED, AFTER PROOF OF OPERATION, THE BOILER COMES ON. HOT WATER IS DIVERTED
INTO THE PRIMARY LOOP VIA THE 3 -WAY MIXING VALVE (CV -1), AND THE SECONDARY PUMP. THE
BOILER SHALL MAINTAIN ITS OUTLET TEMPERATURE SETTING. INITIAL SETTING SHALL BE 180 DEG. F.
TO PROTECT AGAINST SHOCKING THE BOILER MAINTAIN A MINIMUM 140 DEG. F RETURN WATER
TEMPERATURE TO THE BOILER. .
SECONDABLY_Ille
THE SECONDARY LOOP TEMPERATURE SHALL BE RESET BY THE CMCS SYSTEM BASED ON THE OUTSIDE
AIR TEMPERATURE.
WHEN THE OUTSIDE AIR TEMPERATURE IS 35 DEG. F., THE LOOP TEMPERATURE SHALL BE MAINTAINED AT
160 DEG. F.. TEMPERATURES THAT LIE IN BETWEEN THESE VALUES SHALL BE LINEARLY PROPORTIONAL. •

THE PRIMARY AND SECONDARY PUMPS SHALL BE ON A LEAD /LAG PROGRAM WITH EACH PUMP RINNNINNG AT

GRAPHICS. OVERRIDE CAPABILITIES SHALL BE PROVIDED TO ENABLE ANY PUMP AT THE BUILDING

OF THE LOOPS SHALL FOLLOW THE NORMAL OPERATION LINEAR SLOPE TEMPERATURE MODULATION.
NORMAL OPERATION
1 THE CHILLER SYSTEM ( PRIMARY, SECONDARY PUMPS, AND CHILLER) SHALL BE ENABLED IF THE OUTSIDE
: TEMPERATURE IS 67 DEG. F OR MORE, OR IF ANY SPACE TEMPERATURE EXCEEDS ITS COOLING SETPOINT
1 (78 DEG. F) AND CANNOT BE SATISFIED BY THE AHU ECONOMIZER DAMPERS USE OF OUTSIDE AIR.
THE CHILLER SETPOINT SHALL BE MODULATED BY THE CMCS SYSTEM TO THE CHILLER TO PROVIDE
OPTIMAL SYSTEM CONTROL. FOR INITIAL SETUP, PROVIDE LINEAR TEMPERATURE MODULATION OF THE
PRIMARY LOOP AS 43 DEG. F CHILLED WATER AT 85 DEG. F. OUTSIDE TEMPERATURE, AND 55 DEG. F.
CHILLED WATER AT 67 DEG. F OUTSIDE TEMPERATURE.
NIGHT STBACKI
NIGHT SETBACK SHALL DISABLE THE CHILLER, BOILER, THE PRIMARY, AND SECONDARY PUMPS AT 530
PM. THIS VALUE TO BE RESETTABLE. THE SYSTEMS SHALL BE OVERRIDDEN VIA THE RESET SYSTEM IF
50Z OF THE SPACE TEMPERATURES FALL BELOW 55 DEG. F. OR ABOVE 80 DEG. F.
DURING THE OVERRIDE MODE, EITHER COOLING OR HEATING SYSTEMS SHALL COME ON AS REQUIRED TO
MAINTAIN 50X OF THE SPACE TEMPERATURES THAT FALL BELOW 55 DEG. F. OR RISE ABOVE 80 DEG F.
THE SYSTEM IN NEED SHALL BE ENABLED TO MAINTAIN 50X OF THE THERMOSTATS AT SETPOINT FOR 30
MINUTES. IN EITHER CASE (COOLING OR HEATING). THUS THE CHILLED OR THE HOT WATER SYSTEM
SHALL FOLLOW THE NORMAL OPERATION WATER TEMPERATURE SETPOINTS. THE AIR HANDLERS SHALL BE
ENABLED TO PROVIDE THE PROPER AIR DISTRIBUTION. ONCE THE 30 MINUTES IS UP, THE SYSTEM SHALL
GO BACK TO THE NIGHT SETBACK MODE..
