Mayor Pro -Tem Sterling led the Pledge of Allegiance
and called the meeting of the Tukwila City Council to
order.

MOVED BY HILL, SECONDED BY JOHANSON, TO EXCUSE COUNCIL-
MAN STEVENS, CARRIED.
MOVED BY HILL, SECONDED BY CRAIN, TO APPROVE THE
MINUTES OF MARCH 5, 1973, AS PUBLISHED. CARRIED.
MOVED BY JOHANSON, SECONDED BY HILL, THAT WARRANTS BE

Mayor Pro -Tem Sterling announced that the new date set
for the Public Hearing will be April 16, 1973, at
8:00 pm. He then read the notice of publication.
MOVED BY HILL, SECONDED BY JOHANSON, THAT THE PROPOSED
ORDINANCE BE READ BY TITLE ONLY WITH AN EXPLANATION
FROM THE ATTORNEY. CARRIED. The Attorney gave a
brief explanation of the necessity for the change. V`
He then read the title of an Ordinance repealing
Ord. #763 and amending sections 2.52.040 and 2.52.050
of the Tukwila Municipal Code and sections 2 3 of
Ordinance #448, as amended by Ordinance #634. MOVED
BY CRAIN, SECONDED BY JOHANSON, TO ADOPT THE ORDINANCE
AS READ. Question was raised by Councilman Crain on
the wording re: vacation pay at the time of job
termination. After much discussion on this matter, it
was MOVED BY CRAIN, SECONDED BY TRAYNOR, TO TABLE THE
PROPOSED ORDINANCE UNTIL NEXT MEETING AND TO CORRECT
THE WORDING. CARRIED.
MOVED BY HILL, SECONDED BY CRAIN, THAT PROPOSED
ORDINANCE BE READ. CARRIED. Attorney Parker read
Ordinance establishing the speed limit on secondary
State Highway 181 and repealing Ordinances #627 734.
Public Works Director, Steve Hall gave a brief map
presentation and explained the reasons for the change
stated that Renton has already made this change.
MOVED BY HILL, SECONDED BY CRAIN, THAT ORDINANCE #764
BE ADOPTED AS READ. Councilman Johanson said that
he does not agree with a 50 mile speed limit in
section 2 of the Ord. Police Chief, John Sheets stated
that he feels that 50 mph today is alright but he feels
that it will have to be lowered in the future because
of increased traffic flow. Attorney Parker stated
that he would like the Council to pass this Ord. as
the speed is actually 50 mph already due to the fact
that proper procedure was not followed on the Ord.

TO AMEND THE ORDINANCE BY CHANGING SEC. 2 TO 40MPH E
LEAVING SEC. 1 AT 50 MPH. CARRIED.

Ordinance amending Ordinance #669, reducing the
assessments and assessment roll of L.I.D. 17 as ordered
by Judgment of the King County Superior Court in Cause
#73713. MOVED BY CRAIN, SECONDED BY HILL, TO ACCEPT
ORDINANCE #765 AS READ. Councilman Gardner stated that
he felt the wording of the Ord. is personal as the
previous Mayor's name is mentioned. Discussion followed
regarding taking the name out of the Ord. and further
questions re: Court transcript of the Hearing. MOVED
BY TRAYNOR, SECONDED BY GARDNER, TO AMEND THE ORDINANCE
BY REMOVING THE NAME OF THE PRIOR MAYOR. CARRIED.

Parker read Resolution segregating special assessments

RESOLUTION #336 IN ITS ENTIRETY. CARRIED.
Chief of Police, John Sheets stated that only one bid
had been received, that being from Aero -Marc Company
of Seattle, in the sum of $2,625.10 for System 1 E
$1,466.30 for System 2. He further stated that the
bid from Aero -Marc is less than the Grant that was
awarded by the State. Councilman Crain questioned the
differences in the two Systems. Chief Sheets stated
that System 1 met specifications whereas System
2 did not. MOVED BY HILL, SECONDED BY JOHANSON, TO
ACCEPT THE BID OF AERO -MARC FOR THE VIDEO TAPE
EQUIPMENT IN THE SUM OF $2,625.10. CARRIED.
Fire Chief, Hubert Crawley stated that the conversion
work will put the Aid Car in a completed condition
and will then be ready for use. Mayor Pro -Tem Sterling
then read the call for Bids notice. MOVED BY JOHANSON,
SECONDED BY CRAIN, THAT THE BIDS FOR CONVERSION WORK
ON THE MAXI VAN TO AID CAR BE SET FOR APRIL 2, 1973,
AT 2:OOPM. CARRIED.
Public Works Director, Steve Hall stated that they
have begun to pour pier footing and setting beams on
Schedule A of Strander Bridge Schedule B is being
held until Bridge is complete. He reported that they
are painting the inside of the City Shop will bring
in power soon. On L.I.D. 18, he reported that he has
talked with the County in regard to the possible
upgrading of storm drainage on 53rd St. L.I.D. 19,
he also stated that he has sent information out of
3 firms who are concerned in this proposed L.I.D.
Discussion followed on the houses to be abated and
Council requested a complete list of these houses by
Monday, March 26th.
Police Chief, John Sheets stated that on the 16th of
March, two new men were added to the Police Department,
with 4 more to be hired. Councilman Traynor asked if

they are given oral exams how they are graded.
Chief Sheets stated that they are given oral exams
and the Chairman of The Tukwila Civil Serivce Comm.
should be asked about grading. Public Works Director,
Steve Hall stated that Tukwila Police Department has
been given much credit by the Puyallup Police.
Jon Stack of Harstad Assoc. reported that L.I.D. 18A
is being completed and that an additional 30 days o
has been given to do the paving. He then explained a
storm drainage problem which effects the paving on
the roadbed stated that these problems are seperate
from the contract the contractor could not be held
responsible. Councilman Hill asked the cost of correct
drainage. Steve Hall stated that it would be approxima-
tely $5,000. Mayor Pro -Tem Sterling stated that he
will give a hand in this by going to the County to
correct this problem.
Fire Chief, Hubert Crawley stated that all the new
personnel are in the training program, 11 more people
are in the EMT training program and that there are
two new volunteers. He also stated that they have a
Sleeper Program whereby the volunteer Firemen sleep
in the station while on duty, he feels that this is
improving interest in the Department.
City Attorney, Wayne Parker stated that he has received
a letter from the Attorney General's Office regarding
a suit on L.I.D. 17 from Bellevue Bulldozing, he
further stated that the State has turned this matter
over to Tukwila. He also noted that the suit brought
about by the driver of a U -Haul truck, has been
dismissed.
Mr. Elmer Methune of Methune 8 Associates, stated that
he had heard about the new Fire Station and requested
that they be considered as a possible Architect for
the proposed Fire Station. There was much discussion
regarding amending the Agenda to include this Resolu-
tion with some amendments. Attorney Parker stated that
these amendments could be made and they could then
pass the Resolution. Councilman Traynor requested
that Methune 8 Associates make a presentation to
Council at the next work meeting, March 26th at 7:30pm.
Fire Chief, Hubert Crawley recommended that this
Resolution be passed now rather than waiting as it
will only postpone construction of the Station. MOVED
BY CRAIN, SECONDED BY TRAYNOR, TO AMEND THE AGENDA
TO INCLUDE RES. ON FIRE STATION ARCHITECT AND ALSO THE
ITEMS AS REQUESTED BY ATTORNEY. CARRIED.
MOVED BY HILL, SECONDED BY TRAYNOR, THAT THE PROPOSED
RESOLUTION BE READ. CARRIED. Attorney Parker read
Resolution authorizing employment of an Architect
to design a Fire Station. MOVED BY CRAIN, SECONDED BY
JOHANSON, TO PASS RESOLUTION #337 AS AMENDED. CARRIED.
City Attorney, Wayne Parker explained his reasons for
these additional items and requested passage of same.
He stated that Council will have to designate a
period of delinquency 8 also that March 1st is now
the deadline date on delinquent charges and that
passage of these items would also set another date.
MOVED BY CRAIN, SECONDED BY HILL, TO READ PROPOSED
RESOLUTION. CARRIED. Attorney Parker read Resolution
authorizing certification to the King County Treasurer
of water connection charges 8 water supply charges
delinquent for a period of six months, adding penalties
thereto, and providing for the accrual of interest
thereon. MOVED BY CRAIN, SECONDED BY TRAYNOR, TO
ACCEPT RESOLUTION #338 AS READ. CARRIED.
MOVED BY TRAYNOR, SECONDED BY HILL, TO READ PROPOSED
RESOLUTION. CARRIED. Attorney Parker read Resolution
authorizing certification to the King County Treasurer
of sewer connection charges and sewer disposal service
charges delinquent for a period of six months, adding

Ordinance fixing July 1st of each year as the date
before which action to foreclose delinquent Local
Improvement assessments must be commenced. MOVED BY
HILL, SECONDED BY CRAIN, THAT ORDINANCE #766 BE
ADOPTED AS READ. CARRIED.
Councilman Traynor stated that he had reviewed the
Ordinances in relation to the Comprehensive Plan, I
zoning zoning maps. He stated that he found Ordinance
#251 to be strictly a zoning Ord., that Ordinance
#347 is just a Land Use Plan that proposes a Plan
yet doesn't impose. He also stated that he could not
find an Ordinance adopting the Comprehensive Plan
which includes the Civic Center etc. Attorney Parker
addressed Council re: Planning zoning and read an
interpretation of same, he further stated that by
designating use you are in a sense zoning. Councilman
Traynor stated further that he could not find an
Ordinance removing ERO Zoning from the Origional map
and could not find an Ordinance placing PF Zoning
on the new map. He then recommended to Council that
a letter be sent to the Planning Commission requesting
that all Public lands be changed to PF Zoning to
update the zoning map. MOVED BY CRAIN, SECONDED BY
HILL, THAT MR. STERLING PREPARE A LETTER TO THE
PLANNING COMMISSION ASKING FOR SUCH REZONE AND
REVIEW OF MAPS. CARRIED.

ADJOURN. CARRIED.
