2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the

3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: Readily accessible access to roof mounted equipment is required.
5: Insulating materials, where exposed as installed in buildings of any type of construction, shall have a flame spread
index of not more than 25 and a smoke development index of not more than 450. Where facings are installed in concealed
spaces in buildings of Type III, IV, or V construction, the flame spread and smoke - developed limitations do not apply
to facings, that are installed behind and in substantial contact with the unexposed surface of the ceiling, wall or
floor finish.
6: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
7: Manufacturers installation instructions shall be available on the job site at the time of inspection.
8: Ventilation is required for all new rooms and spaces of new or existing buildings and shall be in conformance with the
International Building Code and the Washington State Ventilation and Indoor Air Quality Code.
9: Water heaters shall be anchored or strapped to resist horizontal displacement due to earthquake motion. Strapping shall
be at points within the upper one -third and lower one -third of the water heater's vertical dimension. A minimum
distance of 4- inches shall be maintained above the controls with the strapping.
10: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the Department of
Public Health - Seattle and King County (206/296- 4932).
11: All electrical work shall be inspected and approved under a separate permit issued by the Washington State Department
of Labor and Industries (206/248- 6630).
12: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

Hello Ken,
I have reviewed the permit review comment on the Insurance Auto Auction project (Tukwila permit
#M04 -196) and have the following response to clarify the issue regarding the addition of new cooling
systems to the north side of the building:
The existing building mechanical system is comprised of an air cooled chiller on the roof and an
electric boiler on the second floor. A two pipe manual switchover hydronic system is used to convey
the cold and hot water to two air handlers, one per floor of the building. Each unit serves the majority
of the dedicated floor, but there are also fan coil units located on the north perimeter of the building to
handle the perimeter glazing loads for heating and cooling. Additionally there are fan coils located in
the entries and stairwells. These perimeter units are the ones currently in question. The existing
perimeter heating and cooling units were originally selected to provide 1000 CFM of conditioned in the
cooling mode, which is equivalent to approximately 2.5 tons of air conditioning per unit. The existing
system serving the majority of the floor area and these perimeter units do not cross zone, due to the
20' separation from the perimeter units and the next interior diffuser.

The new system concept will be to replace these units with packaged terminal heat pumps that
operate independent of the hydronic chilled and hot water heating loop. The new units will be
provided with 7 -day programmable thermostats and have a minimum of the code required efficiency.
Heat pumps will be utilized to provide energy savings in the heating mode over the existing electric
boiler hot water system, since the majority of the comfort loads in these areas will be on the heating
side, due to the north exposure and tall glazing system. Also, the cooling load of the units has been
decreased to 1.5 tons per unit from the original 2.5 tons.
The replacement of the old two pipe cooling and heating fan coils with new packaged terminal heat
pumps on the north perimeter will meet all energy and mechanical code requirements as currently
designed. Furthermore, there is no cross zoning or simultaneous cooling and heating zone conflicts
since the separation distance from the interior diffusers to the new perimeter units was maintained in
the design.

subject permit application. Only one item of concern has been noted.
Please address the following comment with revised plans, specifications
and /or other applicable documentation.
The installation of the nine proposed packaged terminal heat pump
units may conflict with the requirements of the Washington State
Energy Code. Specifically, it must be demonstrated how the
additional HVAC equipment will not increase the energy consumption
and efficiency of the existing building. For example, how would the
operation of the individual unit's thermostats be interconnected to
prevent simultaneous heating and cooling per WSEC Section 1435.
