Mayor Todd led the Pledge of Allegiance and called the
meeting of the Tukwila City Council to order.
GARDNER, HILL, JOHANSON, STERLING, STEVENS, TRAYNOR
AND CRAIN.
MOVED BY HILL, SECONDED BY STERLING, TO APPROVE THE
MINUTES OF APRIL 16, 1973, AS PUBLISHED. CARRIED.
MOVED BY STERLING, SECONDED BY CRAIN, TO APPROVE THE

Mayor Todd read a letter he received from Richard
Blewett, Training Coordinator for the Public Employment
Programs. The letter stated that Mr. Blewett was
enclosing graduation certificates for those people who
have successfully completed a PEP- sponsored training
course (during 1972 1973). The Mayor then presented
the certificates to Donna Maxwell and Gary Crutchfield
and included his congratulations.
Two Public Hearing were held. A Court Reporter was in
attendance and a complete transcript will be available
in the Clerk's Office. The first Hearing was on a
Petition to change the Land Use Classification
Northwest Corner of 65th Ave. Southcenter Boulevard;
the old Foremost Dairy Site. (MOVED BY STERLING,
SECONDED BY CRAIN, TO ACCEPT THE PLANNING COMMISSIONS
RECOMMENDATION AND PASS THE REZONE. Mayor Todd polled
council and the votes were as follows; 3 AYES: Stevens,
Sterling, Jog4g44n 4 NOS: Ciaifl, Traynor, Hill, Gardner.

The second hearing was in regard to Val Vue Sewer
Districts proposal of a sanitary sewage disposal
agreement with the City of Tukwila (McMicken Heights).

MOVED BY STEVENS, SECONDED BY HILL, TO AMEND THE AGENDA
AND HAVE THE READING OF THE PROPOSED RESOLUTION AT
THIS TIME. CARRIED. Attorney Parker read Resolution
authorizing the City of Tukwila, acting through the
Mayor, to contract with Val Vue Sewer District for the
development of a sewage collection and disposal system
in the McMicken Heights Area. MOVED BY CRAIN, SECONDED
BY TRAYNOR, TO PASS RESOLUTION #343 AS READ. CARRIED.
MOVED BY STERLING, SECONDED BY STEVENS, TO READ THE
PROPOSED RESOLUTION. CARRIED. Attorney Parker read a
Resolution of the City Council of the City of Tukwila,
Washington, declaring its intention to improve a part
of the City by constructing and installing a system
of 8 and 12 inch sewer lines, and to create a local
improvement district to assess the cost and expense of
carrying out such improvement against the property

Parker read the Title of a Resolution of the City
Council of the City of Tukwila, Washington, declaring
its intention to improve a part of the City by
constructing and installing a system of 21 -inch sewer
lines together with required connections, manholes,
side sewer stubs and appurtenances, and to create a
local improvement district to assess the cost and
expense of carrying out such improvement against the
property specially benefitted thereby; and notifying
all persons who desire to object to the project to
appear and present their objections at a meeting of
the City Council to be held on June 4, 1973. MOVED BY
HILL, SECONDED BY STERLING, THAT RESOLUTION #345 BE
ADOPTED AS READ AND IN ITS ENTIRETY. CARRIED.

sanitary sewers complete with necessary mains, manholes,
side sewers and appurtenances and street development
and surfacing, and to create a local improvement

such improvement against the property especially
benefitted thereby; and notifying all persons who
desire to object to the project to appear and present
their objections at a meeting of the City Council to be
held on July 2, 1973. MOVED BY HILL, SECONDED BY
STEVENS, THAT RESOLUTION 346 BE ADOPTED AS READ AND
IN ITS ENTIRETY. CARRIED.
MOVED BY STEVENS, SECONDED BY CRAIN, THAT PROPOSED
RESOLUTION BE READ. CARRIED. Attorney Parker read
Resolution authorizing the City to enter into a contract
with the State of Washington Office of the State
Auditor, division of Municipal Corporations, to retain
an auditor for the Audit of H.U.D. Funds expended in
L.I.D. #18. MOVED BY HILL, SECONDED BY STEVENS, THAT
RESOLUTION 347 BE ADOPTED AS READ. CARRIED.
MOVED BY CRAIN, SECONDED BY STERLING, THAT PROPOSED
ORDINANCE BE READ. CARRIED. Attorney Parker read
Ordinance transferring funds from the Contingency Fund
to the Current Water and Sewer Funds for the purchase
of Automatic Accounting Machine and Supplies. MOVED
BY STERLING, SECONDED BY STEVENS, THAT ORDINANCE #770
BE ADOPTED AS READ. CARRIED.
MOVED BY HILL, SECONDED BY STEVENS, THAT THE PROPOSED
ORDINANCE BE READ. CARRIED. Attorney Parker read
Ordinance transferring cash from the Current Fund to
the Emergency Employment Fund. MOVED BY STEVENS,
SECONDED BY CRAIN, THAT ORDINANCE 771 BE ACCEPTED AS
READ. Councilman Hill questioned the need for this
transfer and also the reason that no account numbers
were listed on the Ordinance. City Clerk, Shirlee
Kinney stated that this is a "cash" transfer reflecting
in the Treasurer's records and that no account numbers
are required. The motion then CARRIED.
MOVED BY STEVENS, SECONDED BY STERLING, TO READ THE\
PROPOSED ORDINANCE BY TITLE ONLY AND AN EXPLAINATION BY
THE ATTORNEY. CARRIED. Attorney Parker read the Title
of an Ordinance amending Ordinance 748 section 7(b)

THIS ORDINANCE. CARRIED.
clarifying payments to the Bond Fund Reserve Account.
He then gave a brief explaination of the Ordinance and
a discussion on wording then followed. MOVED BY CRAIN,
SECONDED BY HILL, THAT ORDINANCE 772 BE ADOPTED AS
READ AND IN ITS ENTIRETY. CARRIED.
MOVED BY TRAYNOR, SECONDED BY STERLING, TO TABLE THIS
ORDINANCE UNTIL COUNCIL HAS HAD A CHANCE TO STUDY IT.
CARRIED.
This proposed Ordinance was deleated from the Agenda
due to Council Action earlier (Public Hearing) whereby
they denied the Rezone.
City Attorney, Wayne Parker commented on the claim,';
received on May 2, 1973. He stated that the Officer is
blameless and then explained the case to Council. He
also recommended the claim be denied. MOVED BY TRAYNOR,
SECONDED BY JOHANSON, TO DENY THE CLAIM. CARRIED.
Councilman Sterling read the Mayor's letter on the//
proposed use of Federal Revenue Sharing funds received
in 1972 and the first half of 1973. A copy of this
letter is posted on the bulletin Board at City Hall.
Mayor Todd stated that the proposed negotiation with
Metro Transit would cost less than $15,000 for 6 months.
Councilman Crain stated that he would like to discuss
this matter at the next Work Meeting. Councilman
Johanson said that he would like to see the list from
the Federal Government on the proper use of Revenue
Sharing monies. The City Clerk noted that this list is
forthcoming.
Councilman Hill read a letter he received from Public
Works Director, Steve Hall with reference to under
grounding in the Residential area. He stated that the,
first section programmed is 56th Avenue South from
South 144th to South 147th and South 147th from 56th
Avenue South to 58th Avenue South. The new roadway section
would include two twelve foot paved lanes, curbs
and gutters, closed storm drainage and a sidewalk on
one side. If right -of -way and topography would allow
sufficient width, additional parking lanes and side-
walk would be added. Mayor Todd then asked if the
undergrounding would start this year. Mr. Hall replied
that they will start this year and try to complete by
next year. Councilman Hill stated he felt that Mr. Hall's
idea, with regard to the sending out of flyers to involv-
ed individuals, is a good one. General discussion on the
same issue followed.
Mayor Todd read a letter he received from Councilman
Grant of the City of Renton. The letter was in reference
to the straightening out of the boundaries between
Renton and Tukwila, and suggested that a meeting be
set up to discuss the matter. Planning Coordinator,
Del Moss stated that he had met with the Planning
Director of Renton and discussed the matter with him.
He further stated that legal procedures will follow
and may require a vote of the people.
City Clerk, Shirlee Kinney read the legal notice of
Publication. She then read the bids as submitted by
the Highline Times and Record Chronicle. The bids were

Attorney Parker recommended the acceptance of the
lowest and best bid. Councilman Traynor questioned the
Attorney in regard to the R.C.W.. Mayor Todd called a
recess at 9:45. The meeting was called back to order
at 10:00 pm with all Councilmen present. Attorney
Parker then read from the R.C.W. with reference to
the qualifications of a legal publisher and the laws
governing same. He then stated that the Highline Times
meets the requirements of the law and is the lowest F
best bid. MOVED BY CRAIN, SECONDED BY TRAYNOR, TO AWARD
THE BID TO THE HIGHLINE TIMES. There was discussion as
to what the best bid actually is, as there was much
feeling amoung Council audience,that the Record
Chronicle published news concerning Tukwila, whereas the
Highline Times reports mostly on the Burien Area. A
reporter from the Highline Times stated that the City
should file a complaint to the Paper for not covering
the local news better and try to get a reporter at the
Council meetings. Mr. Regal noted that the bid can be
rejected and he feels that for the benefit of the
people of this City, the Record Chronicle should get
the bid. Gus Tierney, Manager of the Record Chronicle,
stated that his paper was the only one represented at
the bid opening and noted that their best reporter
covers all the Council Meetings. He also stated that
the State Examiner notedthat it was not required to
bid on legals. MOVED BY STEVENS, SECONDED BY STERLING,
TO TABLE THIS MATTER UNTIL THE NEXT MEETING AND TO
DISCUSS THIS AT THE NEXT WORK MEETING. CARRIED.
Mayor Todd stated that there would be no discussion on
this matter as the City will not have to raise the rates
Public Works Director, Steve Hall stated that when the
funding is available, for the Tennis Courts, they will
call for bids. Councilman Crain asked if a screen
could be placed around the Tennis Courts, for the
benefit of the people in the area. Councilman Johanson
stated that the people had been verbally told that the
area would be screened. Councilman Crain stated that
the screening should be included in the plans.
Councilman Traynor asked that this matter be referred
to the Park Board. Steve Hall noted that he will meet
with the Park Board on Tuesday, May 8th, 1973.
Public Works Director, Steve Hall explained the need
for a small 50 hp tractor, and the cost of same. He
stated that the tractor would offer greater capabilities
and is within the budget. MOVED BY STEVENS, SECONDED
BY HILL, TO CALL FOR BIDS ON A FRONT END LOADER E MOWER
COMBINATION. CARRIED. Bid opening will be held in the
Council Chambers on the 23rd of May 1973, at 3:00 pm.
Steve Hall explained the call for bids. MOVED BY HILL,
SECONDED BY CRAIN, TO CALL FOR BIDS ON SURPLUS
EQUIPMENT. CARRIED. Bid Opening will be held in the
Council Chambers on the 13th of June, 1973, at 2:00 pm.
Employee: Permanent Mayor Todd read a note from the City Clerk, stating
Status that John P. Ragan has attained permanent status,
subject to the official notice from the Civil Service
Commission.
DEPARTMENT AND COMMITTEE REPORTS.
Police Chief of Police, John Sheets gave a video tape
presentation on the new machine to be in use soon, at
the Police Department.
Steve Hall reported that the deck is formed on the
Bridge and will be completed soon, also that the
roadway is in the finishing faze. He noted that the
City Shop is essentially complete and they hope to
occupy it in 1 -2 weeks. L.I.D. #18 the sewers are in

noted that the F.C.C. has the radios in and the base
station in.

Office Engineer, John Richards stated that 19 building
permits were issued in April, with a total valuation of
$1,860,110.00 and $2,840.50 collected in fees.
Ron Mettler stated that on May 10th, the Planning
Commission will meet to discuss the Comprehensive Plan
and noted that 12 property reviews will be presented
to the Planning Commission at that time.
Mayor Todd noted that Chief Sheets will be attending
school in Bremerton on May 15 -18, 1973.
Councilman Sterling stated that there will be a meeting
of the Finance Committee, on May 15, 1973 at 7:30 pm;
Re: signing of the bank cards. He also noted that he
would like to have a representative from Burroughs
present at the next work meeting.
Attorney Parker informed Council that two law suits have
been filed against Shaffer Construction and that
Argonaut Insurance has asked that no bills be paid to\
Shaffer.
Councilman Johanson announced a Fire Committee meeting
for Wed. May 9th.
Councilman Sterling noted that Mrs. Ives dog was almost
picked up by the King County Animal Control, when the
dog was on Mrs. Ives property. He also stated that a
letter was sent to King County Animal Control in
regard to the fact that no leash law exists in either
King County or Tukwila.
Councilman Traynor requested that he be supplied
with the Planning Commission's agenda prior to their
meetings.
There was discussion between the audience, Council and
Mayor Re: the articles of recent publication,
referring to the City Treasurer.
Mr. Arlie Radford stated that he feels the sewer permit
fees should be cut down from $90 to $20 or $25. Steve
Hall stated that at the time the Ordinance was written,
it was the intent, that at the time of connection
there would be a $20 inspection fee and $75 connection
fee. This was pro rated for businesses.
Mrs. Burnhart stated that a pack of dogs attacked her
rabbits and she would like the City to get a leash law.
Mayor Todd stated that he would like the Police
Department to enforce the law regarding horses on
sidewalks.
Mrs. Cathryne Harris thanked the Police and Fire
Departments for the assistance they gave her daughter.
