Mayor Todd opened the Public Hearing at 8:03 pm. There
being no objections to this proposed LID, Public
Hearing was closed at 8:20 pm.

ORDINANCE BE READ. CARRIED. Attorney Parker read
proposed Ordinance ordering the improvement of a part
of the City of Tukwila by constructing storm drainage,
curbs, gutters, sidewalks, utility corridors and street
development and surfacing, all in accordance with
Resolution #346 of the City Council of the City of
Tukwila, Washington, establishing Local Improvement
District No. 22, providing that payment for said
improvement be made by special assessments upon
properties in said district, payable by the mode of
payment, by bonds, and providing for the issuance and
sale of Local Improvement District warrants redeemable
in cash and Local Improvement District Bonds. MOVED BY
TRAYNOR, SECONDED BY HILL, THAT ORDINANCE #781 BE
ADOPTED AS READ. CARRIED.

Parker read Ordinance re- classifying certain property

Tukwila. It was noted by several Councilman, during
discussion, that a previous public hearing was held
on this rezone and they felt that the R -3 zoning was
incorrect. MOVED BY STEVENS, TO TABLE THIS REZONE TO THE
NEXT MEETING. Motion FAILED for lack of second.

Mayor Todd called for a recess at 9:25 pm.
Meeting came back to order at 9:35 pm, with Council
President, Pro -Tem, Hill presiding. Mayor Todd
relinquishing the chair, due to his stated interest in
the following rezone.
Councilman Hill opened the Public Hearing at 9:40 pm.
There being no objections from the audience, the
Public Hearing was closed at 9:42 pm.

Mr. Todd addressed the Council stating that he and his
wife jointly own the property in question of rezone
and noted that it was always their impression that it
was zoned R -4 and had paid taxes on the property as

Mayor Todd opened the Public Hearing at 10:06 pm.
Objections to this rezone were stated by Darlene West
and Pat VanDoren. Mrs. Cathrine Harris also noted her
desenting vote on the Planning Commission. Gary Mix
of Puget Western, spoke in favor of the rezone. He
noted that taxes have been paid on the property,
zoned as R -4, and felt that this would be a proper
place for apartments. Public Hearing was closed at
10:20 pm.

Mayor Todd opened the Public Hearing at 10:25 pm. Mr.
Barney Hagelund, Seattle, City Light, spoke in favor
of the rezone, with the exception of the third
stipulation as set forth in the proposed Ordinance,
that being, that Seattle City Light enter into a
contractual developers agreement to run with the land,
and certifying agreement to these conditions. He felt
this stipulation was not necessary. Councilman Hill
read a letter from Seattle City Light, Gordon Vickery,
further explaining Seattle City Lights proposal. Public
Hearing closed at 10:40 pm.

Parker read Resolution opposing expansion of the Seattle
Port District to include portions of the City of
Tukwila. MOVED BY HILL, SECONDED BY CRAIN, TO ADOPT
RESOLUTION #357 AS READ. CARRIED. Mr. Regel addressed
the Council and noted the impressive presentation as
made before the Public Hearing in Seattle on the above
stated matter. The presentation being made by Mrs.
Gardner and Councilman Hill. He also offered a vote of
thanks to the Tukwila Action Committee for their efforts.
Mr. LeRoy Bowen read his letter dated June 19th, 1973
and then asked Council to reconsider their rezone
denial. Mr. Pellegreni, of Foremost Properties,
requested that the rezone denial be reconsidered also.
MOVED BY CRAIN, SECONDED BY STEVENS, THAT THE PLANNING
COMMISSION REVIEW THE ORDINANCE FOR RESUBMITTAL, ADDING
AN ITEM TO ELIMINATE RETAIL SALES OUTLETS AND ANY
OTHER POSSIBLE CHANGES OR STIPULATIONS. CARRIED.
Mayor Todd requested of Council, the expenditure of
Revenue Sharing Funds for contracting with Metro for
Bus Service within the City of Tukwila. There being
varying comments from Cuuncilmen on citizen need of a`
Metro Bus Service within the City, it was MOVED BY
CRAIN, SECONDED BY STEVENS, THAT THE MAYOR AND CITY
ATTORNEY BE AUTHORIZED TO ENTER INTO A CONTRACT
AGREEMENT WITH METRO FOR BUS SERVICE. Roll call vote
brought 3 AYES: Crain, Stevens, Hill. 3 NOS: Traynor,
Johanson and Gardner. Councilman Traynor noted, at this
time, that he was for bus service but felt the City
should have a way to get "out" of the contract.
Councilman Johanson felt that the contract is too open
toward Metro Council and didn't feel that the people
wanted bus service. Councilman Gardner stated that he
would agree with Councilman Johanson's reasons. Mayor
Todd then stated that National Public Opinion Polls
show that money spent for Public Transportation is
considered to be well spent by the public and therefore
voted for Metro Transit. The motion CARRIED.
Councilman Crain asked that the Mayor work towards
an agreement with METRO, that at the end of 6 months
could be terminated if seen to be non feasible. The
Mayor stating that if possible he would do so.

Councilman Johanson requested that Metro submit, to
Tukwila, a report of how they use the funds. Mrs.
Cathrine Harris quoted from Revenue Sharing final
guidelines regarding the expenditure of funds and
noted that the City of Tukwila would be responsible
for any inappropriate expenditures by Metro. The Mayor
assuring her that Metro would be accounting for the
funds.
MOVED BY TRAYNOR, SECONDED BY STEVENS, THAT THIS ITEM
BE POSTPONED UNTIL BUDGET TIME. CARRIED.
Councilman Johanson asked Attorney Parker if the Cities
general insurance policies must be bid annually. Parker
stated that an Attorney General's opinion affecting
school districts states that it is considered a
professional service and can be bid formally or
informally. Council requested a work meeting be set
up to discuss this matter.
MOVED BY TRAYNOR, SECONDED BY HILL, THAT THIS ITEM
BE POSTPONED UNTIL BUDGET TIME. CARRIED.
Councilman Hill read a letter from David R. Desmul,
Patrolman, stating that he had received an associate
degree in law enforcement from Highline Community
College and thanked the Chief, John Sheets, for the
opportunity and encouragement in continuing his
education.
MOVED BY STEVENS, SECONDED BY HILL, THAT THE AGENDA BE
AMENDED. CARRIED. Councilman Stevens read a letter,
from Steve Hall, Public Works Director, requesting
four temporary summer personnel, 1 each for the Public
Works, Sewer, Water and Park Departments. The letter
outlined recommended wages for each position and
budgetary transfers required to accomplish the hiring
of personnel. MOVED BY STEVENS, SECONDED BY TRAYNOR,
THAT STEVE HALL BE ALLOWED TO CARRY OUT THE SUGGESTIONS
OF HIS LETTER. CARRIED.
MOVED BY STEVENS, SECONDED BY HILL, TO AMEND THE AGENDA.
CARRIED. Mayor Todd read a letter from Mrs. Lois T.
Newton, accepting the invitation to attend, on July
the 9th, the dedication of the Bridge named for her.
She further stated she considered it a great honor
to be so remembered.
Councilman Gardner noted a meeting to be held regarding
LID #20, on Tuesday, July the 10th. Informational
meeting.
Councilman Johanson noted that Mrs. Cathrine Harris
had attended the Association of Washington Cities
Convention held in Spokane and had paid her own way,
therefore recommending that she be reimbursed her
expenses. Discussion followed as to her authorization
to attend, representing the Planning Commission.
Mr. Mettler, Chairman of the Planning Commission,
asked legal opinion of Attorney Parker regarding
conflict of interest, stating that the Planning
Commission was challenged at their last regularily
held meeting. Attorney Parker stated that if a person
feels there may be conflict of interest in any matter,
the person should exclude himself entirely from the
proceedings.
Maxine Anderson gave the building report for Mr. John
Richards. She stated that 87 permits have been issued,
to date, with total valuation of $4,422,257.00 and
