Mayor Todd led the Pledge of Allegiance and called
the meeting of the Tukwila City Council to order.
Note: Attorney Parker not in attendance.

SECONDED BY TRAYNOR, TO EXCUSE COUNCILMEN CRAIN,
STEVENS AND STERLING. CARRIED.

APPROVAL OF THE MINUTES TO THE NEXT REGULAR COUNCIL
MEETING. CARRIED.

Mayor Todd opened the Public Hearing at 8:10 p.m/
Steve Hall, Public Works Director, made a presentation
on the 1973 six year street plans and noted that it
had not changed too drastically from the 1972 plan.
A few of the streets were changed to a different
priority order. There being no comments for or against
the proposed plan, Mayor Todd closed the Public
Hearing at 8:22 p.m.
MOVED BY TRAYNOR, SECONDED BY HILL, THAT PROPOSED
ORDINANCE BE READ BY TITLE ONLY. CARRIED. Councilman
Hill read Ordinance adopting a revised and extended
comprehensive street program in accordance with R.C.W.
35.77 and adopting no changes regarding the six year
comprehensive urban arterial street plan. MOVED BY
HILL, SECONDED BY JOHANSON, THAT ORDINANCE #793 BE
ADOPTED AS READ. CARRIED.
MOVED BY HILL, SECONDED BY TRAYNOR, THAT PROPOSED
RESOLUTION BE READ BY TITLE ONLY. CARRIED. Councilman
Traynor read Resolution ratifying Metro Transit
Contract and noted that within agreement that the escape
clause, as requested, had been added. MOVED BY TRAYNOR,
SECONDED BY HILL, THAT RESOLUTION #362 BE ADOPTED AS
READ.* COUNCILMAN JOHANSON MOVED THAT RESOLUTION BE
TABLED UNTIL SUCH TIME AS THE CITY ATTORNEY COULD
ISSUE HIS OPINION RE: THE ACCOUNTING AND REPORTING
OF FUNDS BY METRO TO THE CITY OF TUKWILA.WAS CLARIFIED.

MOVED BY TRAYNOR, SECONDED BY HILL, THAT PROPOSED
ORDINANCE BE READ BY TITLE ONLY. CARRIED. Councilman
Johanson read Ordinance amending Ordinance #757 by
amending section 1 thereof regarding hard surfaced
fire lanes and access for Fire Department apparatus
around certain occupancies. MOVED BY JOHANSON, SECONDED
BY TRAYNOR, THAT PROPOSED ORDINANCE BE ADOPTED AS READ.
Councilman Hill stated he felt the Ordinance was needed
and that it would not close the door to arbitration of
this matter, at a later time. Mr. Charles Baker
addressed Council and stated that he felt the Ordinance,
if passed, would impose an impossible situation on all
concerned. He further stated that he felt that personnel
for the Fire Department was the main issue at this point
and urged Council not to pass the Ordinance at this
time, that perhaps business would underwrite the cost
of a consultants study to enlighten the issue. Mr.
Byron Sneva stated that he felt the City and the Fire
Committee should meet again on this matter. MOVED BY
TRAYNOR, SECONDED BY GARDNER, THAT THE PROPOSED
ORDINANCE BE TABLED AND REFERRED TO THE FIRE COMMITTEE
FOR FURTHER STUDY AND RECOMMENDATION. CARRIED.

ORDINANCE BE READ BY TITLE ONLY. CARRIED. Councilman
Traynor read Ordinance transferring funds from Federal
Revenue Sharing Trust Fund to Parks E1 Recreation Fund,
to construct two standard size Tennis Courts in the
Tukwila Municipal Park in sum of $8,700.00. MOVED BY
TRAYNOR, SECONDED BY HILL, THAT ORDINANCE #794 BE
ADOPTED IN ITS ENTIRETY. CARRIED.
MOVED BY JOHANSON, SECONDED BY HILL, THAT PROPOSED
ORDINANCE BE READ IN ITS ENTIRETY. CARRIED. Councilman
Johanson read Ordinance transferring funds from the
Contingency Fund to the Current Fund in sum of
$3,166.43, to satisfy the liability of the City of
Tukwila to the Washington State Public Employees
Retirement System, covering the years 1972 through
December 1973 with the remaining balance of said
obligation to be determined at the time of fixing the
the 1974 Budget. MOVED BY HILL, SECONDED BY TRAYNOR,
THAT ORDINANCE #795 BE ADOPTED AS READ. CARRIED.

Councilman Hill read Resolution transferring funds
within the Street Department accounts to provide
wages for a summer employment worker in sum of

ORDINANCE BE READ BY TITLE ONLY. CARRIED. Councilman
Traynor read Ordinance establishing within the Budget
a Fund designated as the City Hall Construction Fund
and providing the appropriate expenditure accounts.

Johanson read Ordinance transferring funds from the

Traynor read Resolution authorizing the Mayor to fill
the position of Personnel Officer, utilizing funds
allocated by the Public Employment Program in sum of
$10,200.00. City Clerk, Shirlee Kinney explained

Publication of Legals Mayor Todd read a letter from City Attorney, Wayne
Parker regarding the publication of legals in the
Record Chronicle, noting the Record Chronicle's
statement that they would require cash in advance for
the City's advertising. Mr. Parker's letter further
suggested that the legal notices be sent for publica-
tion to the Highline Times, if the Highline Times
would accept publication on a credit basis until this
matter is settled by the Court. Mayor Todd then read
a letter from the Highline Times stating that they
would accept City of Tukwila's legals on their books
until such time as Court action against the City of
Tukwila is resolved. Councilman Traynor suggested
that the City's advertisements be put on bulletin
boards and that only the publication of matters that
required legal publication by newspaper, be sent to
the publisher. Councilman Johanson stated that the
City �minire11 is responsible for the bills payable the
Record Chronicle and would like to see them paid.
MOVED BY TRAYNOR, SECONDED BY HILL, THAT THE CITY
PURCHASE OR BUILD, FOUR BULLETIN BOARDS AND ADVERTISE
ALL LEGAL DOCUMENTS WITH THE HIGHLINE TIMES. Catherine
Harris and Ron Mettler from the Tukwila Planning
Commission stated that they felt that documents by the
Planning Commission would not be fully covered by

ment status. The position of Personnel Officer to be
retained under that program from September 15, 1973
to termination on June 30th, 1974. This person to
completely phase in all personnel programs, affirmative
action, safety program, labor negotiations and staff
training into the City Government operation. MOVED
BY HILL, SECONDED BY TRAYNOR, TO ADOPT PROPOSED
RESOLUTION AS READ. Discussion insued as to a continu-
ance of such a position once the position was establish-
ed. Councilman Traynor questioned the need for a full
time person in that position. MOVED BY HILL TO TABLE
THE MATTER AND DISCUSS AT A WORK MEETING. Motion
FAILED due to lack of second. Voting on the original
motion, the motion FAILED.
MOVED BY TRAYNOR, SECONDED BY HILL, THAT PROPOSED
ORDINANCE BE READ BY TITLE ONLY. CARRIED. Councilman
Traynor read Ordinance recinding Ordinance #728 which
established time, date and place of Agenda meetings
of the City Council. MOVED BY TRAYNOR, SECONDED BY
HILL, TO ADOPT ORDINANCE #798 AS READ. CARRIED.
MOVED BY TRAYNOR, SECONDED BY HILL, THAT PROPOSED
ORDINANCE BE READ IN ITS ENTIRETY. CARRIED. Council-
man Traynor read an Ordinance amending Ordinance #509
as previously amended by Ordinance #705 section 1,
Council Meetings, thereby changing the date of regular
Council Meetings from the 1st Ej 3rd Mondays of each
month to every Monday but the 5th Monday of each
month at 8:00 p.m. MOVED BY TRAYNOR, SECONDED BY
HILL, TO TABLE PROPOSED ORDINANCE TO THE COUNCIL
MEETING OF SEPTEMBER THE 4TH. Motion CARRIED with
Councilman Gardner voting "no
Mayor Todd called a recess at 9:30 p.m. The Meeting was
called back to order at 9:40 p.m. with all Councilmen
present as previously listed.
Ken Cottingham, Stevens, Thompson Runyan, made
presentation and requested acceptance of a proposed
project prospectus of T.O.P.I.C.S. with T.O.P.I.C.S.
funding regarding Southcenter Boulevard. MOVED BY
HILL, SECONDED BY JOHANSON, THAT THEY ACCEPT THE
PROPOSED PROJECT PROSPECTUS FOR SOUTHCENTER BOULEVARD
AS PRESENTED. CARRIED.

County Wide Central Mayor Todd noted that a meeting will be held August the
Fire Service Dispatch 8th at 8:00 p.m. in the headquarter station of Fire
Center District #40 at 14810 Petrovinsky Road in Renton, to
discuss the County Wide Central Fire Service Dispatch
Center and asked for a Council representative to
attend the meeting and represent the City of Tukwila.
Councilman Johanson stated that he would attend and
represent the City Council.

Traynor withdrew his previous motion, Councilman Hill
withdrew his second to that motion. It was then MOVED
BY TRAYNOR, SECONDED BY HILL, THAT IN THE INTERUM
PERIOD, THE HIGHLINE TIMES WAS TO HANDLE THE CITY'S
ADVERTISING. Roll Call Vote brought 2 AYES: Traynor,
Hill. 2 NOS: Johanson, Gardner. Mayor Todd broke
the tie vote by voting in favor of the motion. CARRIED.
Del Moss, Planning Coordinator read a letter addressed
to the president of the City Council from the Planning
Commission. The Planning Commission recommending to
the City Council to vacate the 30 foot right -of- way
along the parcels south property line, that being a
portion of South 168th Street which is owned by Puget
Sound Power Light. MOVED BY TRAYNOR, SECONDED BY
HILL, TO ADVERTISE FOR A PUBLIC HEARING TO VACATE A
PORTION OF SOUTH 168TH STREET. CARRIED. Councilman
Johanson stated that he agreed with the motion but
objected to the Highline Times as being the publisher
of the legal.
Councilman Traynor read a letter from Benjamin F.
McAdoo Company, Architect, stating that under the
circumstances he strongly would recommend that a more
adequate budget be developed if a decision is to be
made to proceed with the construction of the Police
Station on the Southcenter Boulevard site. Councilman
Traynor suggested that a work meeting be set to
discuss the matter.
W.I.N. Program Councilman Hill, reporting for the Personnel Committee,
stated that under the WIN Program a position of Clerk/
Typist, Building Inspector and Draftsman would be
approved. MOVED BY HILL, SECONDED BY JOHANSON, THAT
THE POSITION OF BUILDING INSPECTOR, CLERK /TYPIST AND
Ord. #799 DRAFTSMAN BE OBTAINED UNDER THE WIN PROGRAM. Steve
W.I.N. Employment Hall, Public Works Director stated that the need for

draftsman position if a choice had to be made. MOVED

Ordinance #752, by appropriating excess revenues
within the Current Fund to create a new Current Fund
Department to provide salaries and benefits for WIN
employees in sum of #11,145.00. These funds to be
used to retain a Clerk /Typist, Building Inspector and
Draftsman. MOTION FAILED. MOVED BY TRAYNOR, THAT THE
ORDINANCE BE AMENDED TO STATE THAT THE BUILDING
INSPECTOR AND CLERK /TYPIST BE RETAINED UNDER THE W.I.N.
PROGRAM. Motion FAILED for lack of second. MOVED BY
JOHANSON, SECONDED BY HILL, THAT THE ORDINANCE BE
AMENDED AND THE MOTION BE AMENDED TO INCLUDE THE CLERK/
TYPIST, BUILDING INSPECTOR AND A LABORER. Roll Call
Vote brought 2 AYES: Hill, Johanson. 2 NOS: Gardner,
Traynor. Mayor Todd voting in favor of the motion to
adopt Ordinance #799 as amended. CARRIED.

The Tukwila Planning Commission was directed by Council
action on the 2nd day of July, 1973, to reconsider
its recommendation to rezone the old Foremost Dairy
site to C -1 subject to several restrictions, it was
understood that condition #1 was considered too
restrictive, by the Council and if recommendation
was to remain favorable suggested that condition #1
be revised to include retail sales outlets and the
Planning Commissions recommendation to revise #1 as
submitted on letter dated July 27th, 1973. Mr. LeRoy
Bowen speaking for his client, the Huntingtons,
stated he would accept the proposal as presented.
Upon Mr. Bowen's request, it was MOVED BY TRAYNOR,
SECONDED BY JOHANSON, THAT THE MATTER BE TABLED UNTIL
ALL COUNCIL MEMBERS ARE PRESENT. CARRIED.
MOVED BY TRAYNOR, SECONDED BY HILL, TO CALL FOR BIDS ON
CONSTRUCTING TWO TOURNAMENT SIZE TENNIS COURTS AT
TUKWILA MUNICIPAL PARK. BIDS TO BE OPENED AT 10:00 a.m.
ON THE 22ND DAY OF AUGUST, 1973. CARRIED.

Councilman Hill reported that the Police report is
available and on file at the City Clerk's Office.
Councilman Johanson stated that the services of the
Fire Department are going up (81%) with 34 aid calls
recorded for July. He further noted that a work meeting
would be set Monday, August the 13th in the Council
Chambers at 7:30 p.m. to discuss the Fire Lanes and
Access proposed by Ordinance.
Gene Isler, Field Superintendent stated that bus stop
signs for the Tukwila Shuttle would be installed during
the week by ME4443.Crr
Steve Hall, Public Works Director requested that Mr.
Frank Encinas, a previous employee of the City, be
hired back to work in the sewer department at a salary
rate of $630.00 a month with funding, in August, to be
charged to the sewer department extra labor with the
remaining salary allocation already within the sewer
department budget. MOVED BY TRAYNOR, SECONDED BY
JOHANSON, TO CONCUR WITH MR. HALL'S REQUEST. CARRIED.
Del Moss, Planning Coordinator noted that Thursday
August the 9th the Planning Commission would be meeting
to consider the proposed site of City Hall.
