BACKGROUND This project is the final phase of constructing improvements to the Interurban Ave S corridor between 42nd Ave S and 1 -405. The proposed improvements will include curbs, gutters, sidewalks, illumination, storm drainage, street reconstruction, and other urban roadway improvements. Design began in 2004 and construction funding was not awarded until late 2012. ANALYSIS A call for bids was advertised on February 27 and March 6, 2014 and seven bids were opened on April 22, 2014. The lowest apparent bidder was Walsh Construction Company II, LLC, with a bid of $7,597,833.39. The engineer's estimate was $8,984,553.70. No errors were found on the bid tabulations. We are currently waiting for final approval from WSDOT Local Programs. BUDGET AND BID SUMMARY This project includes the construction of storm water retrofit facilities with $80,000 budgeted from the Storm Water Quality Retrofit Program 412 Fund. JUSTIFICATION: NPDES permit requirements to improve water quality. STATUS: Two candidates have been identified; water quality vaults (WQV) for 48th Ave S and S 122nd St. MAINT. IMPACT: Expected to increase maintenance. COMMENT: Combine with other CIP projects for design and construction, where feasible. Additional water quality is being added to Interurban Ave S in 2014 and 42nd Ave S in 2015. City Engineer City of Tukwila 6200 Southcenter Boulevard Tukwila, WA 98188 RE: Interurban Avenue South - Bid Package Review Dear Robin, As requested, KPG has tabulated the bids and reviewed the bid packages submitted for the City of Tukwila Interurban Avenue South Project. The lowest bidder in the amount of $7,597,833.39 is Walsh Construction Co II, LLC. As part of our review, we called the State of Indiana, Crawfordsville District and spoke with the Deputy Commissioner there. He commended them for more than one successful project, and the state of Indiana uses their services quite often for road work, as well as bridges. He stated they do high quality work. We have also checked the status of Walsh Construction II, LLC on the Washington State Labor and Industries web page to confirm they are currently insured, bonded, and licensed. It is KPG's recommendation that the Interurban Avenue South Project be awarded to Walsh Construction Co II, LLC pending the required approvals from WSDOT. BACKGROUND Construction of roadway improvements on Interurban Ave S between S S143rd St to Fort Dent Way is anticipated to begin in June 2014 and be completed by October 2015. The construction is expected to have significant impacts to vehicular traffic travelling through the construction zone. The existing speed limit on Interurban Ave S is 35 mph. Traffic control for construction will unlikely be able to accommodate vehicle speeds at 35 mph and still meet MUTCD standards. DISCUSSION It is recommended that, in order to increase safety to construction workers, pedestrians, and the travelling public, the speed limit should be reduced from 35 mph to 25 mph through the construction zone for the duration of the Interurban Ave S construction project. FINANCIAL IMPACT Financial impacts related to approving this resolution will be limited to the installation of new signs informing the travelling public of the speed limit change from 35 mph to 25 mph. RECOMMENDATION Council is being asked to approve the Resolution that establishes a 25 mph speed limit on Interurban Ave S for the duration of the construction period and consider this item on the Consent Agenda at the May 5, 2014 Regular Meeting. DISCUSSION The design contract warrants additional funds for the added design expense for the following reasons: • Expanded scope of the drainage system and performing underground utility locates within the project area. • Adding Historical Research Associates to develop an Archeological Monitoring Plan and assist with Tribal Consultation. This plan was required by the Washington State Department of Historical Preservation as a condition of our Project's 05 -05 approval. Without this approval the project cannot move forward. • Redesign of the trail to provide more separation from the cemetery parcel. • Adding bid assistance by David Evans Associates, Inc. during the bidding process. FINANCIAL IMPACT The cost negotiated for this increase with David Evans Associates, Inc. for $24,075.00 is reasonable for the size and scope of this project and is within budget. King County Transportation District Proposal - John Resha, Interim KCTD Director John Resha, Interim Director of the King County Transportation District (KCTD), briefed the Board on the District and its transportation funding proposal. King County and cities have identified that additional funding is needed to maintain current levels of bus service and maintain local arterials. On Feb. 24, the KCTD Board approved a resolution to put a funding measure up for a public vote on April 22. The Transportation District is proposing a $60 annual vehicle fee and a one - tenth -of -a -cent increase in the sales tax; both would sunset after 10 years. Based on current financial forecasts, these sources would generate about $130 million annually. Forty percent of the funds would be distributed on the basis of population to the 39 cities in King County and to the King County road fund for the unincorporated area of the county. Sixty percent of the funds would be distributed to King County. The funds would be used first to fill Metro Transit's funding gap and preserve Metro's current level of service. Once current services are funded, the remaining revenue from the 60 percent share would be equally distributed for Metro and for unincorporated area road purposes. The proposal also includes a low - income rebate program of up to $20 of the $60 vehicle fee, and will support keeping Metro's new low- income fare at $1.25 for two years, rather than starting at $1.50. 21 III. Reports, Communications and Citizen Comments The Board approved the meeting summary for the February 18, 2014 SCATBd meeting. Vice -Chair Peloza passed out a draft City of Auburn resolution regarding oil transportation through Auburn, he also mentioned that the National League of Cities is also considering a similar resolution. Councilmember Snoey mentioned that the Southeast Area Transportation Solutions group was briefed by BNSF representative on BN actions on oil train safety. IV. SCATBd Review and Recommendation of Top 5 TAC Scored Projects for PSRC Regional Grant Competition The SCATBd Technical Advisory Committee (TAC) presented their recommended projects for the PSRC Regional FHWA grant competition process. The TAC asked for a SCATBd recommendation on their project list. The SCATBd TAC met on March 5, 2014 to review and score seven projects submitted by South King County cities for the PSRC's Regional Grant Competition Process. The PSRC holds the Regional Competition every two to three years for the region to compete for $66.26 million in Federal FHWA funds. SCATBd, SeaShore, and ETP, each submit five projects to compete for federal funds. Oil Transportation Safety - David Byers, Washington State Department of Ecology, Spills Program Response Section Manager Mr. Byers briefed the Board on the current Department of Ecology Spills Program in the context of projected increase in crude oil trains traffic moving through the state from the Bakken Oil fields in North Dakota. Five refineries in Washington are in the permitting process to allow for new transfer of Bakken crude oil. Mr. Byers said while the Department of Ecology's spill response program is currently a national model for best practices, its inland preparedness along rail corridors is not up to the same level of readiness, something the Department of Ecology would like to address. Mr. Byers said there was a lack of prevention and preparedness planning authority for rail, Ecology currently has authority to regulate rail at the transfer point, but no clear authority along the rail corridors; there is a lack of information of product oil type and volume moving through the region; and there is a potential decline in revenue to support the Spills Program work because crude oil coming by rail and pipeline is not taxed. On March 26, 2014 the King County Project Evaluation Committee approved the top twelve projects to proceed to the next level in the Regional Project competition process (see attached project spreadsheet). On April 2, 2014 the King County Members of the Puget Sound Regional Council's (PSRC) Transportation Policy Board reviewed and approved the recommendation from the King County Project Evaluation Committee on the top twelve projects to move to the next level in the PSRC Regional FHWA grant program competition. On April 24 and 25 project sponsors of the 12 King County projects, along with 24 other projects, will present their projects to the PSRC's RPEC. The other 24 projects include 6 from Kitsap County, 6 from Pierce County, 6 from Snohomish County, 2 from Sound Transit, 2 from WSDOT, and 2 from the Puget Sound Clean Air Agency. PSRC staff will re -score the 36 projects after the RPEC presentations.
