CALL TO ORDER Mayor Pro -Tem Sterling called the Public Meeting to order at 7:05 P.M. ROLL CALL OF COUNCIL MEMBERS The Planning Commission's Recommen- dation of a Preliminary Plat of Southcenter South by the McCann Development Corp. CRAIN, TRAYNOR, STERLING, GARDNER. THE ABSENT COUNCIL MEMBERS WERE NEITHER EXCUSED NOR UNEXCUSED. Council Mayor Pro -Tem Sterling called for questions on the Preliminary Plat. Discussion Councilman Gardner stated even though the Plat had been approved by the Planning Commission, does it conform with the Shorelines Management Act? Public Works Director Steve Hall stated the Shorelines Management Act only controls development within 200 feet of the riverbank. The Inviron- mental Statement is completed. Attorney Parker stated no application has been filed with King County Flood Control yet but this will be done soon there is no reason why it should not be accepted. There is nothing now to prevent the Council from proceeding as he had already checked with the Attorney General. Mr. Blean of McCann Development Corp. stated the engin- eer with King County Flood Control indicated the plan was within their re- quirements. The Council's action tonight will set the commitment to pro- ceed. Councilman Gardner asked if the Plat conforms to Comprehensive Storm Drainage Plan. Mr. Blean answered yes, there are two options avail- able. One is the E -5 drainage facility, but if it is not available, we would have a reservoir pond and pump into Green River in case of overflow of course, we would prefer not to go this route. The second plan is to develop P -5 drainage and make a permanent installation of gravity drainage of the storm water. Steve Hall stated George Wanamaker of King County Flood Control is in favor of gravity drainage into the P -5 Channel, and from there into facilities over the West Valley Highway at this time. Either way, they will approve. Councilman Crain stated he is a steelheader and wondered if access would be available on the dike side. Mr. Blean answered yes and most dike closures are arranged by the maintenance people. Steve Hall stated Catherine Harris had stated that the Planning Couuuission projected incorporating a sanitary sewer connection and are currently beginning negotiations with Kent and Metro. Mayor Pro -Tem Sterling asked if there was a chance this will be done. Steve Hall stated he had not contact ed the man at Metro yet, but Mr. Uhler in Kent is ready to meet any time. Councilman Gardner asked if the Environmental Impact Statement is complete- ly final. Steve Hall stated the City had given its final approval before the Planning Commission had received the Preliminary Plat. Councilman Gardner asked if the State needed to approve it also. Steve Hall answered no, that the Statement had gone through all the appropriate agencies with no challenges or response the Statement is a final document now. Coun- cilman Gardner asked how many agencies were involved. Steve Hall named a few and Mr. Blean stated there were about twenty in all according to a standard list. MOVED BY CRAIN, SECONDED BY GARDNER, THAT THE PRELIMINARY PLAT OF SOUTHCENTER SOUTH BE APPROVED BY THE CITY COUNCIL. CARRIED. ADJOURNMENT 7:12 P.M.
