PRESENTATIONS II. BUSINESS AGENDA Consensus existed to consider item 2d as the first item of business. A. Grant Award: Washington State Department of Commerce Staff is seeking Council approval to accept a grant award of $42,060 from the Washington State Department of Commerce to fund an evaluation of the feasibility of implementing a state program promoting urban redevelopment and watershed protection in Tukwila. This grant program allows the State to pass through federal EPA funding to local governments for watershed protection, and Tukwila was awarded $42,060 to evaluate how the Landscape Conservation and Local Infrastructure Program (LCLIP) can be implemented in the Urban Center and Tukwila International Boulevard Corridor. LCLIP allows cities to access a portion of county property tax in exchange for adopting policies that incentivize protection of resource lands while directing development toward urban growth areas. This grant funding will support work DCD is already doing with regard to TUC and TIB planning, and does not commit the City to action. While there is no City match, there is a value of $7,430 designated as in-kind staff time over the one year duration of the grant. Council will be briefed on the results of the UNANIMOUS APPROVAL. Grant Application:_Community Development Block Grant Funds -2014 Minor Home Repair Staff is seeking Council approval to submit an application to King County requesting $130,000 in Community Development Block Grant funds for the 2015 Minor Home Repair Program. administrator for minor home repair in the cities of Tukwila, SeaTac, Des Moines and Covington. The current program budget is $125,000, with $28,000 designated for Tukwila households. In 2012 contractors served 17 unduplicated Tukwila households with 83 hours of UNANIMOUS APPROVAL. Grant Application: 4Culture for Tukwila Heritage and Cultural Center Staff is seeking Council approval to submit an application to 4Culture requesting $26,280 towards the $30,280 total cost of exterior restoration and painting of the Tukwila Heritage and Cultural Center. If the grant is awarded, work is expected to take place between June 1 and August 31, 2015. The City would provide $2,000 of in-kind labor and $2,000 as a match. UNANIMOUS APPROVAL $25,000 is budgeted for maintenance and repairs to this facility. TO SUBMIT GRANT APPLICATION. Community Affairs & Parks Committee Minutes April 29, 2014 Page 2 D. King County Parks Property Tax Levy Agreement Staff is seeking Council approval for the Mayor to enter into a Parks Property Tax Levy Agreement with King County. The agreement allows the City to receive its portion of proceeds from the six-year levy, approved by voters on August 6, 2013. The agreement details terms and conditions for managing the funds and establishes annual reporting UNANIMOUS APPROVAL. FORWARD TO MAY 5, 2014 REGULAR CONSENT AGENDA. III. MISCELLANEOUS Staff noted that the CAP Committee Code Enforcement tour is in the process of being scheduled. The tour is expected to take 1.5 hours and will include site visits as well as an update on the new 2014 initiatives. Following up on direction given at the March 24 Committee of the Whole, staff asked the committee for input into what kind of briefing with regard to SeaTac code enforcement they would like to receive. Committee members mentioned interest in a comparison between the two cities, particularly with regard to shared corridors such as Military Road South and TIB. Jack Pace noted that SeaTac is in the process of hiring a second code enforcement officer. He also also a SeaTac employee and supervises their code enforcement staff.
