Councilman Sterling nominated Councilman Traynor for the position
of Council President, stating Mr. Traynor is an active member,
has had perfect attendance and had demonstrated leadership abili-
ties. Councilwoman Davis seconded the nomination. MOVED BY
STERLING, SECONDED BY STEVENS, TO CLOSE THE NOMINATIONS. CARRIED.
Mayor Todd asked for all those in favor of Councilman Traynor
for Council President for 1974 signify by saying "aye Unani-
mous voice vote.
MOVED BY TRAYNOR, SECONDED BY DAVIS, TO TABLE.* Councilwoman
Harris requested that the motion be amended to "Postpone" this
matter until the next regular meeting on January 14. Councilman
Traynor asked the difference between "Table" and "Postpone
Councilwoman Harris explained. Roll call vote was taken on the
amendment to the motion: FIVE AYES GARDNER, STERLING, DAVIS,
HARRIS, SAUL; TWO NOS STEVENS, TRAYNOR. CARRIED. Roll call
vote then taken on the original motion: UNANIMOUS AYES. *CARRIED.

TION. CARRIED. Attorney Parker read the proposed resolution hon-

TION. CARRIED. Attorney Parker read the proposed resolution hon
oring George D. Hill for his public service to the City of Tuk-
wila as Councilman. MOVED BY TRAYNOR, SECONDED BY STEVENS, TO
ADOPT RESOLUTION #407 AS READ. CARRIED.
MOVED BY TRAYNOR, SECONDED BY STERLING, TO READ PROPOSED RESOLU-
TION. CARRIED. Attorney Parker read proposed resolution honor-
ing Joseph R. Johanson for his public service to the City of Tuk-
wila as Councilman. MOVED BY STEVENS, SECONDED BY HARRIS, TO
ADOPT RESOLUTION #408 AS READ. CARRIED.
Attorney Parker stated the information is not yet ready and that
they will be presented as ordinances rather than resolutions.
Steve Hall, Public Works Director, requested to table or postpone
the matter. MOVED BY TRAYNOR, SECONDED BY STEVENS, TO TABLE.*
Councilwoman Harris stated that the motion should be to "Postpond
rather than "Table Councilman Traynor, referring to Roberts
Rules of Order, stated a motion to Table cannot be amended and
the motion stands as presented. *CARRIED, WITH COUNCILWOMAN
HARRIS VOTING NO.
MOVED BY STEVENS, SECONDED BY TRAYNOR, TO READ PROPOSED RESOLU-
TION. CARRIED. Attorney Parker read proposed resolution accept-
ing a grant from the State of Washington Department of Social and
Health Services in the sum of $9,040.00 for water supply facili-
ties for South 180th Street Source Metering and Demand Monitoring.
MOVED BY GARDNER, SECONDED BY STEVENS, TO ADOPT RESOLUTION #409
AS READ.* Councilwoman Harris asked for clarification of this
resolution. Mayor Todd explained in detail. Councilwoman Harris
asked if the City had applied for this grant and stated she would
like to review the grant. Councilman Sterling explained the need
to provide a means of water storage for the City. Councilwoman
Harris stated when the City actually receives the monies, is it
not correct then to pass an ordinance as receipt and set up the
proper fund at once. City Clerk Shirlee Kinney explained there
is not a specific account for the monies at this time and at the
time we actually receive the check, then we will provide by ordi-
nance the account to accept the grant. Councilman Sterling
stated this resolution is merely a vehicle by which we state our
intent to accept the grant. Councilman Gardner stated the City's
use of the City of Seattle storage gets us out from under the
penalty charge which can run as high as $100,000 for not provid-
ing our own means of storage space. *CARRIED.
MOVED BY TRAYNOR, SECONDED BY STEVENS, TO READ PROPOSED RESOLU-
TION. CARRIED. Attorney Parker read the proposed resolution
approving Supplemental Watershed Work Plan Agreement #3 between
the City of Tukwila, King County Conservation District, Green
River Flood Control Zone District, the County of King, State of
Washington, and the Soil Conservation Service, United States De-
partment of Agriculture. Mayor Todd requested an explanation.
City Clerk Shirlee Kinney read the cover letter from the copy of
Supplements received from Mr. G. E. Wanamaker, P.E., Assistant
Division Engineer, Division of Hydraulics, King County Department
of Public Works. Councilman Sterling asked if the Council needed
to take action on this tonight. Mayor Todd stated these Supple
mentals will need to be approved to become a part of the Valley
Environmental Impact Statement as compiled by the Dept. of Hyd-
raulics. He stated he could not see where the City would be res-
ponsible for any relocation of structures. Councilman Sterling
suggested the Council wait for one week on this matter and hold
a work meeting in the meantime. Councilman Traynor stated the
Council should wait until the Committees are set and then assign
the matter to the appropriate Committee. MOVED BY TRAYNOR,
SECONDED BY HARRIS, TO REFER THIS MATTER TO COMMITTEE. CARRIED.
Mayor Todd explained the purpose of this ordinance. MOVED BY
STERLING, SECONDED BY TRAYNOR, TO READ PROPOSED ORDINANCE.
CARRIED. Councilwoman Harris stated she felt she did not have
enough background to vote on this matter. She stated she would
like to look at Exhibit A and read Ord. #788. Councilman Traynor
read a letter from Mr. Gordon Vickery, Superintendent of Lighting

ADOPT ORD. #835 AS READ.* Councilwoman Harris asked what proper-
ty is involved. Steve Hall referred to the map. *CARRIED, THE
MOTION TO ADOPT ORD. #835 WITH COUNCILWOMAN HARRIS VOTING NO.
MOVED BY STEVENS, SECONDED BY TRAYNOR, TO READ PROPOSED ORDINANCE,
CARRIED. Attorney Parker read proposed ordinance repealing Ord.
#631 and Ord. #676 which amended the 1970 Edition of the Fire
Prevention Code. MOVED BY TRAYNOR, SECONDED BY STEVENS, TO
ADOPT ORD. #836 AS READ.* Councilman Traynor asked if this re-
moved the appeal clause. Fire Chief Crawley replied this clause
is automatically included in the new Code. He also stated that
Section 16.16.050 should be corrected to Section 16.16.150.
Chief Crawley stated this action is long overdue and that now we
are in line with other communities with our up -to -date Code.
MOVED BY HARRIS, SECONDED BY TRAYNOR, TO AMEND THE ORDINANCE TO
READ SECTION 16.16.150 RATHER THAN SECTION 16.16.050. CARRIED.

Councilman Gardner read the letter addressed to him from Steve
Hall, Public Works Director, regarding the current status of and
necessity for connection charges. This being an informational
item for the Council, no action was taken.
Councilman Gardner read the letter addressed to him from Steve
Hall. Steve Hall then explained he would like the Council to
approve and accept the appraisals connected with the easements in
LID #19. Councilman Traynor asked what information would come
across the table as a result of the approval. Mayor Todd stated
there would be no further material. Councilwoman Harris asked if
the documents referred to in the letter were available. City
Clerk Shirlee Kinney stated they were and that Attorney Parker
had reviewed and OK'd them and that the parties involved had al-
ready signed them. MOVED BY HARRIS, SECONDED BY STERLING, TO
ACCEPT AND APPROVE THE DOCUMENTS AND THE AMOUNT OF COST ON EACH
EASEMENT.* Councilman Traynor asked if a motion is necessary
from the Council on this matter. Attorney Parker stated it
would be nice if the Council does approve, but the matter would
proceed anyway since it is in an LID. %'CARRIED.
Councilman Sterling read the cover letter from the Planning Com-
mission's report on recommendations for the City Hall Site. Coun
cilman Traynor stated the presentation by the Planning staff was
a very good one and he requested more time to review the material
and suggested a work meeting of the Council immediately follow-
ing the January 14th regular meeting. Council agreed.
Councilman Traynor read the call for bids notice for the 1/2 ton
van. MOVED BY TRAYNOR, SECONDED BY STEVENS, TO CALL FOR BIDS FOR
1/2 TON VAN IN THE OFFICE OF THE CITY CLERK AT 10:00 A.M. JANUARY
30, 1974. CARRIED.
Councilman Traynor read the call for bids notice for mobile radio
units. MOVED BY TRAYNOR, SECONDED BY STEVENS, TO CALL FOR BIDS
FOR MOBILE RADIO UNITS IN THE OFFICE OF THE CITY CLERK AT 10:15
A.M. JANUARY 30, 1974.* Councilman Traynor asked if these units
would be used by the Public Works people. Steve Hall answered
yes, by those in the field. *CARRIED.
Councilman Traynor read the call for bids notice for the portable

Mayor Todd read the Notice of Public Hearing on February 11, 1974
at 7:00 P.M. in the Council Chambers, City Hall, to consider adop•
tion of a Comprehensive Utility and Road Plan for the South Tuk-
wila Area. Councilman Traynor explained to the new Council Mem-
bers that the first and third meetings are reserved for vouchers
while the second and fourth meetings are reserved for public hear
ings. Councilwoman Harris asked if the Members would be provided
material on the Comprehensive Utility Road Plan. Steve Hall
stated he has all the information and will discuss the Plan with
the Council. Councilwoman Harris asked if this would be tied in
with the existing Comprehensive Plan. Steve Hall replied this
would be an extension to and a minor alteration to the Comprehen-
sive Plan concerning storm drainage in the area. Councilwoman
Harris asked what areas are involved. Steve Hall gave an explan-
ation on the map. Councilman Sterling asked Steve Hall if he
would be able to get in touch with METRO by February 11. Steve
Hall stated he had talked to METRO, but they stated they had no
ownership in that area. He stated he would be in touch with the
Kent staff this week. MOVED BY STEVENS, SECONDED BY TRAYNOR, TO
SET A PUBLIC HEARING ON FEBRUARY 11, 1974 AT 7:00 P.M. IN THE

Mayor Todd read the Notice of Public Hearing on February 25, 1974
at 7:00 P.M. in the Council Chambers, City Hall, to consider
changes in sewer charges for multi- tenant, commiercial and indust-
rial buildings. MOVED BY STEVENS, SECONDED BY STERLING, TO SET A
PUBLIC HEARING ON FEBRUARY 25, 1974 AT 7:00 P.M. IN THE COUNCIL
CHAMBERS TO CONSIDER CHANGES IN SEWER CHARGES FOR MULTI- TENANT,
COMMERCIAL INDUSTRIAL BUILDINGS. CARRIED.
MOVED BY TRAYNOR, SECONDED BY STERLING, TO AMEND THE AGENDA TO
INCLUDE THE LETTER FROM S0. CENTRAL SCHOOL DISTRICT. CARRIED.
The letter was read and stated due to the energy shortage, the
schools will not be open for public activities after regular
school hours.
Mayor Todd announced a Public Hearing will be held by the Soil
Conservation Service for the West Green River Watershed Project
#PL -366 or P -17 on January 23, 1974 in the General Electric Dist-
ribution Center at 401 Tukwila Parkway at 7:30 P.M.
Mayor Todd announced 195 building permits were issued in 1973
amounting to a total building value of $15,244,125.00; fees col-
lected amount to $24,424.50.
Fire Chief Hubert Crawley reported the confusion which resulted
from a recent fire and the person reporting not knowing which
fire department to call. Chief Crawley stated the City should
once again try to straighten out the address situation with the
Post Office Department. Mayor Todd stated he had tried unsuccess
fully in the past to get help from legislators and others, and
suggested re- naming and numbering our streets or sue the Postal
Service for damages resulting from this constant confusion.
Councilman Traynor stated the Planning Commission and Board of
Adjustment, when set up, should study the feasibility of re-
naming the streets.
Mayor Todd announced he received a letter stating that Officer
Phelan had successfully completed his examination and has been
promoted to Sargeant in the Police Department.
Councilman Sterling reported he had received a request from the
Police Officers' Guild for information regarding their insurance
plan, and that they hoped the Council would not wait another year
to resolve a plan. Councilman Traynor suggested this matter be
taken up with the appropriate Council Committee once Committees
are established.

Attorney Parker stated he had received a claim by Transamerica
Insurance Group regarding a defect in Public Road 181. Attorney
Parker recommended the claim be rejected and given to the City's
insurance carrier for their immediate attention.
Attorney Parker also reported a bill for damages in an accident
involving an individual's vehicle and a Tukwila Fire Truck. Chief
Crawley explained the circumstances of the accident. Attorney
Parker stated the bill should be turned over to the City's insur-
ance carrier and the individual be notified he must file a claim
with the City for the damages which will also be forwarded to
the insurance carrier. MOVED BY GARDNER, SECONDED BY TRAYNOR,
THAT THE CLAIM RE: PUBLIC ROAD 181 BE REJECTED. CARRIED. MOVED
BY TRAYNOR, SECONDED BY STEVENS, THAT THE CITY CLERK NOTIFY THE
INDIVIDUAL INVOLVED IN THE AUTO /FIRE TRUCK ACCIDENT THAT HE MUST
SUBMIT A FORMAL CLAIM TO THE CITY. CARRIED.
Mr. Reid Johanson stated he did not understand why the conditions
were being removed from Ord. #788. Mayor Todd gave an explana-
tion.
Mary Lehto, Record Chronicle, asked for details on the claim
submitted regarding Public Road 181. Attorney Parker gave the
details of the accident which occured there on September 11, 1971
MOVED BY TRAYNOR, SECONDED BY STEVENS, TO AMEND THE AGENDA TO
INCLUDE INFORMATION ON LID #18. CARRIED. Councilman Gardner
read a letter from Mr. M. D. Majors, Area Director, HUD, regard-
ing final payment to the City in the amount of $6,040.40 which
represents the full balance of the HUD grant.
Councilman Traynor announced a work meeting will follow this
regular meeting to set Council Couu for 1974.
