HomeMy WebLinkAbout1974-01-14 Special Minutes - Comprehensive Land Use Plan Public HearingJanuary 14, 1974 7:05 pm PUBLIC HEARING Council Chambers ORDER OF BUSINESS 5" TUKWILA CITY COUNCIL Tukwila City Hall Public Hearing: To consider amending the Comprehensive Plan of the City of Tukwila to include the 6 Year Capital Acquisition and Improvement Program for Parks and Recreation. CALL TO ORDER Mayor Todd called the Public Hearing to order at 7 :05 PM. ROLL CALL OF COUNCIL MEMBERS Recommendation from Planning Commission council Discussion GARrNER, STEVENS, TRAYNOR, STERLING, DAVIS, HARRIS, SAUL. Steve Hall, Acting Planning Director gave a brief presentation of the six year Park and Recreation Plan, noting each item on the Plan individually and giving a map presentation and discussion on each. The sites are :1. Acquisition development of Foster Park (Foster School site); 2. Foster Golf Course acquisition of site; 3. Comm— unity activity center acquisition 53rd So. of 144th and No. of 1J7th; 4. Riverside trail system acquisition of Van Woerden river front. Councilman Saul noted that on the breakdown for site #4, it did not mention the fact that there would be between 50 75% funding available for the riverside trail. Mr. Hall then went on to explain 5. Green River Park which is located on the end of 143rd, which is basically a triangle which is located on the river; 6. McMicken Heights park acquisition is a piece of property located on 51st and the exact loc— ation is approximately across from 164th adjacent to the City but a part of the County at this time and would be strictly for acquisition. Upon a question from Councilwoman Davis, Mr. Hall clarified the position of this property. 6. 7. East Hill pedestrian trail. Development of pedestrian trail from top of hill to King Co. Park to include overpass of Interurban Ave. 8. 62nd Ave. pedestrian trail, development of trail between 151st and 153rd Sts. 9. 57th Av. pedestrian trail development between 57th and 149th and Mcadam Rd. (Note: this was corrected from 159th and Macadam) 10. Duck pond park to include drainage and landscaping as a development storage pond, approximately 3 acres, located at the P -17 station. Intent would be to leave in its natural state. 11. Goodin Mini —Park, 144th and 56th. Ave. acquisition of site which is presently undeveloped property and would be used for local recreational facilities. Councilman Stevens asked if this property is located behind the church. Mayor Todd answering that this would be old Hammerling house. 5. Green River Park development of park and small boat launching facilities located at the end of 143rd bounded by the Green River. Councilwoman Davis asked if this property is located near Tri— State. Mr. Hall answering that it is the property adjacent. 11. Development of the Goodin Mini —Park which was previously mentioned. 12. 133rd St. Mini —Park development to include storm drainage, landscaping and play gound equipment. 6. McMicken Heights park which is the one on 51st adjacent to 164th for landscape development and playground equipment. Mr. Richard Hunt, Recreation Supervisor stated that although he wasn't involved with the plans or the recommendations, he feels that this is an excellent plan and is in support of the Planning Commissions recommendations. There being no comments either for or against the proposed plan, Mayor Todd closed the Public Hearing at 7:17 p.m. Councilman Stevens stated that this is a good plan with a lot of effort involved and thanked the Planning Commission for their good job. Councilman Sterling referred to the $50,000 to be utilized from the 1974 Budget to purchase the Golf Course. Both Councilmen Sterling and Saul were concerned that there isn't money to spend. Mayor Todd stated that this could perhaps be funded by a bond issue. Councilman Saul suggested that the plan could be to budget this next year. Councilman Sterling noted that four items are to come out of the 74 budget and questioned whether or not the Council must provide the money in 74 if this plan is approved. Mayor Todd noted that the 74 budget has already been adopted. Mr. Hall stated that this would be similar to the 6 year Street Plan whereby a schedule or plan would be set up to follow. Councilwoman Davis stated that the site in McMicken Heights would be out of the limits and across a busy street, that there is a site about 1/2 block down the street on her side that would be a good location. She feels that this would perhaps be a better location 547 TUKWILA CITY COUNCIL PUBLIC HEARING Cont. January 14, 1974 Page 2, Council Disc. Cont. than the one across the street so that the children wouldn't have to cross a busy street. Mayor Todd noted that the Plan could be amended at any time and that the priorities and dollar amounts will not necessarily always apply. Councilman Saul asked whether the Park Board looked at the property that Councilwoman Davis referred to. Gary Crutchfiled, Planning Technician stated that the Park Board and Planning Commission walked all of these sites and it was felt by the Park Board that the one listed here would be best. He then noted that these plans should be reviewed on an annual basis in the same manner as the Street Program. Adjournment 7:25 pm.
