Comprehensive Plan of the City of Tukwila as adopted by ordinance
No. 484, by adopting a six -year capital acquisition and improvement
program for parks and recreation. MOVED BY STEVENS SECONDED BY
TRAYNOR THAT PROPOSED ORDINANCE BE ADOPTED AS READ.* Councilwoman
Harris suggested that the proposed ordinance be amended to encompass
its relativity to Ordinance No. 546 (Comprehensive Park and Recreation
Plan) and Ordinance No. 484 (Comprehensive Plan of the City),
stating that it is not necessary to amend the basic Comprehensive Plan
but that it can be added to by optional elements; the point being to
connect all plans to the basic Comprehensive Plan. Mayor Todd raised
the question of the validity of Ordinance No. 546 stating that it did
not go before the Planning Commission. Councilwoman Harris noted that
until repealed by the Council, Ordinance No. 546 is still valid and in
effect. Mayor Todd suggested that an ordinance be prepared repealing
Ordinance No. 546. Gary Crutchfield, Planning Department, suggested
that a complete narrative be prepared outlining all Comprehensive
Plans of the City and their connection. *MOVED BY TRAYNOR SECONDED
BY DAVIS TO "TABU;" PROPOSED ORDINANCE AND REFER TO THE COMMUNITY
AFFAIRS COMMITTEE. CARRIED.

3 NOS: STEVENS, TRAYNOR, SAUL. MOTION CARRIED. Councilwoman Harris
read ordinance relating to place and time of meetings, rules of
procedure, establishing standing committees, methods of publishing
and posting ordinances and notices of the City Council of the City of
Tukwila; repealing Ordinances 509, 705, 728, 804; and amending Tukwila
Municipal Code, Chapter 2.04, Sections 2.04.010 through 2.04.200 and
adding new sections to same. MOVED BY STERLING SECONDED BY DAVIS TO
TABLE PROPOSED ORDINANCE AND TAKE UP BEFORE THE COUNCIL OF THE WHOLE
AT A WORK MEETING ON JANUARY 16th, 1974 at 7 :00 PM IN THE COUNCIL
CHAMBERS. CARRIED.

Councilman Traynor provided the following list of Council Committees
and Councilmembers to serve on those Committees for year 1974.

He stated that the list had been confirmed by the Council of the
Whole. Mayor Todd questioned the status of the Investment Committee
with Councilman Traynor stating that by ordinance, it remains with
the Council of the Whole.
Councilman Traynor read a letter of recommendation from the Planning
Commission re: the establishment of a Board of Adjustment and the
reduction in number of Planning Commissioners to seven. MOVED BY
DAVIS SECONDED BY HARRIS THAT THIS MATTER BE REFERRED TO THE
COMMUNITY AFFAIRS COMMITTEE FOR FURTHER STUDY.* Mayor Todd objected

Hunting within the Councilman Traynor read a letter from Douglas A. Bellingham, Dept. of
city limits of Tukwila Game stating their desire to work out a tolerance policy with the
cities of Tukwila and Kent for controlled hunting in the Green River
Valley. Police Chief Sheets addressed himself to this matter stating
that his recommendation would be to not allow hunting within the city
limits as most areas are now populated. MOVED BY TRAYNOR SECONDED BY
STERLING THAT THE MAYOR WRITE A LETTER TO THE DEPARTMENT OF GAME STAT-
ING THE COUNCILS FULL SUPPORT ON "NO HUNTING" WITHIN THE CITY LIMITS
OF TUKWILA. CARRIED.

to the Committee referral stating that prompt action should be taken
as the Planning Commission at present needs all members present to
have a quorum.* ROLL CALL VOTE; 6 AYES: GARDNER, TRAYNOR, STERLING,
DAVIS, HARRIS, SAUL 1 NO: STEVENS. MOTION CARRIED.
Richard Hunt, Recreation Supervisor, upon presentation of a recreation
program for the South Central School District requested allowance by
the Council to coordinate the program as set forth, stating that
these activities would require his supervision and some of the
activities are outside the City. MOVED BY TRAYNOR SECONDED BY STERLING
TO TAKE THIS MATTER UP BEFORE THE COUNCIL OF THE WHOLE ON JANUARY 21st
IMMEDIATELY FOLLOWING THE REGULAR MEETING OF THE COUNCIL. Council-
woman Harris suggested that this matter be referred to Committee for
study. Mayor Todd stated his concern over referrals to Committee;
that it would slow down processing of current and pending matters
before the City. He also questioned the legality of appointments to
Committees by any other than the Mayor and noted a letter will be
forthcoming regarding same. MOTION CARRIED with Harris voting NO.
Mayor Todd read a letter from LeRoy A. Bowen, Broker regarding an
offer for sale, to the City of Tukwila; property located on 62nd Ave.
So., adjacent to the north of city owned property on Southcenter Blvd.
Subject site being approximately five acres and stated an offering
price of $270,000. Mr. Bowen upon a map presentation to the Council
stated that by extending 62nd Ave. it would open up the area and
estimated that 90% of the property could be used for building. He
further stated that the property is presently owned by Black
Caldwell. Councilman Saul noted that the Planning Commission has
recommended to Council, three possible sites for City Hall and until
evaluated, they should be the first considered.
Mayor Todd call a five minute recess at 9 :20 pm and called the
meeting back to order with all Councilmembers present as previously
listed at 9:25 pm.
Mr. Jerry Hillis representing the Jack A. Benaroya Co., appealing the
decision of the Tukwila Planning Commission requested to place a light
standard on their property in connection with the development of the
Benaroya Park. He stated that they did not attend the hearing on
Nov. 29th at which time the Planning Commission rendered its decision
and that they have some doubt as to the legal authority of Tukwila to
deny such a request, however the request was based on two factors;
1. Safety reasons 2. More economical type of lighting system. He
further stated that if approved they would be willing to install a
photocell that would automatically turn lighting off at 10 :00 pm.
Discussion ensued as to the height requirement applicable to zoning
in the area and the "beacon" effect of such lighting. Mr. Hillis
further stated that the tenants in the development felt the lighting
was inadequate. MOVED BY TRAYNOR SECONTIED BY SAUL TO POSTPONE
DECISION UNTIL THE MEETING OF JANUARY 21st, ALLOWING COUNCILMEMBERS TO
GO ON SITE AND REVIEW THE SITUATION PERSONALLY. CARRIED.
Councilman Traynor suggested that Department Reports be "Tabled"
to the next regular meeting.
Public Works Councilwoman Harris complimented the Department of Public Works with
regards to street conditions during the recent snow fall.

Steve Hall, Public Works Director asked clarification from Council
on Staff attendance at Council Committee Meetings. Council stated
that Staff need not be present unless so requested by the Committee
Chairman.
