MINUTES
To consider adoption of a Comprehensive Utility and Road Plan for
the south Tukwila area
Mayor Todd called the Public Hearing of the City Council to order.
GARDNER, TRAYNOR, STERLING, DAVIS, HARRIS, SAUL.
Mayor Todd announced the purpose of the Public Hearing.
Steve Hall, Public Works Director, gave a map presentation in con-
junction with the McCann Plat. He stated the City should have
something on record as a guideline for this area. He noted speci-
fic utility requirements as stated on the map that was supplied
each Councilmember for reference. Councilwoman Harris asked which
comes first the preliminary plat final approval or this Compre-
hensive Plan approval? Steve Hall replied the final plat needs
engineering drawings and our plans are presented first to get our
Comprehensive Plan ideas to the developer as a City guideline for
plans in that area. Councilman Traynor asked if this plan has
gone before the Planning Commission. Mayor Todd answered no.
Councilman Traynor stated that all Comprehensive Plans go before
the Planning Commission and this should also. Mayor Todd stated
it will go to them next, in order to have a public hearing. Coun-
cilman Sterling asked if development began to the north, would
another study have to be made. Steve Hall replied that adequate
capacity was planned and included in this Plan. Councilman Sterl-
ing asked why more detail including streets was not included in
the drawing. Steve Hall stated he would receive those and they
would be reviewed at the time a building permit is applied for.
Councilwoman Harris asked if there would be street dedications
and developers agreements in this area. Steve Hall answered yes,
this is yet to be established and all these matters are under the
jurisdiction of the City. Councilwoman Harris then asked who is
the engineer on the Plan. Steve Hall replied it was Mr. Harstad
for McCann Corporation and himself for the City. Councilwoman
Davis asked how the size of pipes and other utilities would be
governed. Steve Hall replied this would be determined at the
time permits are applied for and the City would have final appro-
val. Councilman Saul asked if any outside agencies have looked
at this Plan. Steve Hall stated the impact statement covered the
areas of utilities, pollution and water. Councilman Gardner asked
if much fill would be required to develop that land. Steve Hall
stated that not very much would have to be used because of the
dike. Councilman Gardner stated the plans include one -way
gravity or lift station for the drainage. He stated he did not
want another lift station built in addition to all the others in
the City. Steve Hall stated there is an option to tie in with
the City of Kent line.
CLOSE THE PUBLIC HEARING Mayor Todd closed the Public Hearing at 7:16 P.M.
MOVED BY SAUL, SECONDED BY TRAYNOR, TO REFER THE
UTILITY AND ROAD PLAN TO THE PLANNING COMMISSION
HEARING. CARRIED.
MOVED BY TRAYNOR, SECONDED BY STERLING, THAT THE
OF THE CITY COUNCIL ADJOURN. CARRIED.
