ROLL CALL OF GARDNER, TRAYNOR, STERLING, DAVIS, SAUL. Councilwoman Harris arrived

MOVED BY TRAYNOR, SECONDED BY DAVIS, THAT THE COUNCIL MEET IN
EXECUTIVE SESSION. CARRIED. Four applicants were interviewed: Mr.
Lewis Mitchell, Mr. Roy Watters, Mr. Reid Johanson and Mr. George Hill.
Mayor Todd called the Regular Meeting of the City Council to order with
all Councilmembers present as previously listed. He stated the
purpose of the Executive Session was to interview applicants for the
vacant Council position.
Councilman Traynor stated the Council has interviewed and read the
letters and it is time to fill the vacancy. Councilman Saul stated in
the past it has been the practice to select the person recommended by
the retiring councilmember. In this case, Mr. Stevens recommended Mr.
George Hill. MOVED BY SAUL, SECONDED BY TRAYNOR, THAT GEORGE HILL BE
NOMINATED.* MOVED BY STERLING, SECONDED BY GARDNER, THAT REID
JOHANSON BE NOMINATED. MOVED BY HARRIS, SECONDED BY STERLING, THAT
THE NOMINATIONS BE CLOSED. CARRIED. *ROLL CALL VOTE FOR HILL:
2 AYES TRAYNOR, SAUL: 4 NOS GARDNER, STERLING, DAVIS, HARRIS.
ROLL CALL VOTE FOR JOHANSON: 5 AYES GARDNER, STERLING, TRAYNOR,
DAVIS, HARRIS: 1 NO SAUL. MOVED BY TRAYNOR, SECONDED BY SAUL, THAT
THE DECISION BE UNANIMOUS. ROLL CALL VOTE 6 AYES CARRIED.
Councilwoman Davis stated the Council had a hard decision to make.
Each one of these applicants would make a very good Councilperson.
Mrs. Phyllis Pesicka asked how soon an election could be held if
petitions for recall were signed. Mayor Todd stated a special election
could be held for this purpose before the general election in the
fall. The petitions would have to be properly signed and submitted.
Mrs. Sis Robinson stated it has been read and stated that in the
past the recommendation of the retiring Councilman has always been
followed. Why has this been by- passed, especially when Mr. Johanson
has stated he couldn't work with the Council. We came and told you how
we felt and it seems like you went completely your own way. I am very
disappointed. Mayor Todd stated it may be very difficult for the
City to operate in the future without some citizen participation.
Mr. Lutes asked what good would it do for the citizens to participate
when the decisions were made before this meeting was ever held? Mayor
Todd stated the choice has been made by the Council so there is nothing
the audience can do or say at this time to change the situation.
Mary Lehto, Record Chronicle, asked about the meeting the Council
had scheduled for this evening, with Councilman Traynor answering he
had meant to cancel that meeting and that now it is cancelled. Mary
Lehto asked if the meeting is to be rescheduled. Councilman Traynor
answered no. Mayor Todd stated this along with everything else will
be brought up on the Agenda for next Monday's meeting.
Jim Waite, Highline Times, asked Councilman Traynor for a rundown on the
matters pending in committee. Councilman Traynor replied there were 4
items that came across the Council table as was discussed Tuesday night.
Mary Lehto stated there were other items and asked the status of those.
Councilman Traynor stated those items did not originate with the
Council. Jim Waite asked if there were other items in committee that
haven't come out of committee and have not been decided on? Council-
man Traynor stated yes, but there are only four items that came across
the Council table to go into committee. Jim Waite stated the other
items were referred to at the Council table wouldn't they then be
considered on the table at the time? He stated the list he had included
the balanced community housing proposal, the ordinance regarding Council
procedures, the proposed ordinance to adopt 6 year capital outlay
and improvement program, and proposed shelter for school children.
Councilman Traynor explained the balanced community housing proposal is
still in committee, the ordinance regarding Council procedures was

scheduled for a work meeting tonight, the ordinance to adopt a 6 year
capital outlay and improvement program is held up in administration staff
and the shelter for children proposal originated in the Community Affairs
Committee. Jim Waite then asked if there is anything raised in the
committee, is it going to be discussed on the table before a decision is
made? Councilman Traynor answered yes. Jim Waite asked then if these items
are all still in committee. Mayor Todd asked what action has been taken by
the Council to provide him with gas and transportation. Councilman
Sterling stated he felt this was brought out for the Council to consider
and was not put into any committee at the time. Mayor Todd asked when does
the Council propose to act on this. Councilman Sterling stated there
is money in the Budget for gas for the Mayor's use.
Mary Lehto asked about the status of the Council committees are
they disbanded or are they not? Councilman Traynor stated the legislative
committees were formed by the legislative body, being the Council, for the
purpose of research. The Mayor cannot tell the legislative body what they
can and can't do. The R.C.W. quoted by the Mayor does not apply. Mayor
Todd asked if this now is a departure from previous practices. Councilman
Traynor answered yes, in, the past the Mayor has appointed the committies.
Mayor Todd asked what conditions have changed to alter the authority this
year? The burden is on the Council President to refute his position. He
stated he did not think the Council will find the authority they now think
they have. Mayor Todd challenged the Council to furnish verification of
their stand; Councilman Traynor then challenged the Mayor to verify his
own position. Councilman Traynor requested of the City Clerk, Shirlee
Kinney to ask the Association of Washington Cities "who has the authority
to appoint legislative committees and based on that opinion he stated
he would be willing to go along with whatever they had to say. A discuss-
ion followed as to which members of the Council would be attending the
workshop for new government officials on March 8th in Olympia. Jim Waite,
Highline Times, addressed a question to the City Clerk that Mr. Johanson
had stated in the previous meeting he had been misquoted was this
pertaining to the previous set of Minutes? City Clerk, Shirlee Kinney
stated she did not know what Mr. Johanson was referring to. Mr. Reid
Johanson stated he had been misquoted by a citizen that night. Mary
Lehto, Record Chronicle asked when the City Hall Site would be
brought up again. It had been stated at the public hearing on the
City Hall Site that the Council would further discuss it at the next
Council meeting. Councilman Traynor stated this is a good suggestion and
requested the City Clerk to include this item on the Agenda for the next
Monday night meeting.
MOVED BY TRAYNOR, SECONDED BY HARRIS THAT THE MEETING ADJOURN. CARRIED.
