SUBJECT M I N U T E S 8 TUKWILA CITY COUNCIL Tukwila City Hall PUBLIC HEARING Council Chambers To amend the Comprehensive Land -Use Plan to allow an industrial use designation on that property generally lying in the extreme southwesterly portion of the City as requested by the King County Solid Waste Division. CALL TO ORDER Mayor Todd called the Public Hearing to order and announced the purpose of the Public Hearing at 7:05 P.M. ROLL CALL OF GARDNER, TRAYNOR, DAVIS, HARRIS, SAUL, JOHANSON. Councilman COUNCIL MEMBERS Sterling was not present and was unexcused. Gary Crutchfield, Planning Department, read a letter from the Planning Commission dated February 22 explaining the business conducted by the Planning Commission at their special meetings of January 31 1974. A copy of the letter and the Minutes of the Planning Commission are on file in the City Clerk's office. OPEN PUBLIC HEARING Mayor Todd opened the Public Hearing for audience comments. 7:06 P.M. Mr. Bjarni Olason, Architect /Planner, Architecture Division, Dept. of Cumtaunity and Environmental Development, King County, stated his support for this action and explained the current disposal site will be developed into a modern efficient facility which will serve as a transfer station to Cedar Hills dump site. CLOSE PUBLIC HEARING Mayor Todd closed the Public Hearing. 7:09 P.M. SUBJECT The second item to consider was the subsequent request by the King County Solid Waste Division to rezone in conformance with the Comprehensive Land -Use Plan that portion of property as legal. ly described in Exhibit "A" to M -2. An explanation was given by Gary Crutchfield, Planning Department. Councilman Sterling arrived at 7:10 P.M. ATTEST: Mr. Bjarni Olason stated as a result of the upgrading of this site, the County is requesing a rezone from RA to M -2 in order to develop as proposed. The Council referred to the schematic draw- ings presented by the County. Mr. Olason explained the develop- ment will include conveyors, grinders and hoppers which will result in cleaner refuse material. The new method will be clean- er and more efficient and will serve as a pilot program for the entire King County operation. Councilman Saul asked what the noise factor would be. Mr. Olason stated the site will be land- scaped with many trees and the grinding will be done intermittent. ly so that the noise will be at a minimum. Councilman Gardner asked if the garbage would need to be separated. Mr. Richard Southworth, Superintendent, Department of Public Works, Solid Waste Division, King County, stated this new design is the best in operation now and they do not anticipate separation. He ex- plained that this system is only as good as the number of trail- ers available. The site will be processing 250 tons of waste in an 8 -hour day. The cost of this improvement is $1.2 million; to add metal separation for recycling would cost another $1 million. The recovered materials market is not so dependable as to warrant this additional installation. CLOSE PUBLIC HEARING Mayor Todd closed the Public Hearing. 7:19 P.M.
