MINUTES
Mayor Todd called the Special Meeting of the Council to order.
GARDNER, STERLING, TRAYNOR, DAVIS, HARRIS, SAUL, JOHANSON.
It was noted that due to illness the City Clerk was not present so
Maxine Anderson would record the Minutes of the meeting. Jim Waite,
Highline Times, announced the meeting was properly advertised in
their newspaper.
Mayor Todd stated that the subject to be discussed is the Andover
Park West and South 180th Street Storm Drainage Problem. The meet-
ing was turned over to Steve Hall, Public Works Director, who des-
cribed the boundaries of the P -17 drainage area and the problems in-
volved with allowing further development of this area. At the pre-
sent time, the natural drainage is into an existing creek which flows
North ending in a ponding area on the Doce's site. When the pond
overflows, a portion of the runoff goes into the existing 18" culvert
on Southcenter Parkway and the remainder flows into a 30" culvert on
the South access road of the McCann Development which overflows into
the 60" pipe on Andover Park West. The Comprehensive Plan calls for
a 54" culvert from a point where the creek enters the Doce's site
easterly to Andover Park West where it will tie into the existing
60" storm drain. The problem is: at what point in time will the
existing 60" storm drain line in Andover Park West reach its capa-
city? Steve Hall explained the calculations he has made in attempt-
ing to predict this flow of water. Under the existing conditions
with the ponding area, it was predicted that development of a maxi-
mum of 26 acres would fill the 60" storm drain line to capacity and
at that time no further building permits will be issued. But with
the development of the Doce's site, the existing ponding area would
be destroyed and with the diverting of the creek through a 54" line
along South 180th Street and connecting this to the existing 60"
line on Andover Park West, the capacity will be reached now.
This problem was then presented to the audience for comment. Those
present who spoke during this period were:
Mr. William Hennessey representing Sammamish Commercial Co.
Mr. Jon Stack, Harstad and Associates, who has been employed by
Manson Bennett to do the hydraulic calculations on the Doce's/
Lincoln properties
Mr. John Flattery, Lincoln Properties
Mr. G. John Doce, owner of the Doce's site
Mr. Mario Segale, developer of Segale Business Park
Mr. Tom Sconzo, Manson Bennett Associates
Mr. Charles 0. Baker, Tukwila Industrial Council
Mr. Hennessey presented a map of LID #13 constructed in 1968. A
portion of the property in question, the Doce's site and the North
section of the Lincoln site, were assessed for drainage under this
LID. It is their position that they have already paid for their
drainage and should be able to develop their property. Again it was
noted that the Doce's site will drain into the 18" storm drain on
Southcenter Parkway, but with the development of the site, it will
block the ponding area for the creek. Mr. Flattery stated that they
hoped to start their development shortly so were willing to help fine
a solution to the problem. He questioned the building of the 54"
line on the North side of South 180th Street to serve the creek and
the property South of South 180th Street. Mr. Segale stated that
his 100 acres drains into the 60" line on the West side of Andover
Park West so that his property will not use the 54" line. Mr.
Flattery noted that the Comprehensive Plan shows the property South
of So. 180th Street drainage flowing into a 60" line on the East
side of Andover Park West. Mr. Stack questioned whether the Council
feels that the Doce's /Lincoln development should construct the 54"
line on South 180th. He then suggested that the Comprehensive
Plan should be updated. Mr. Doce asked that if the Doce's /Lincoln
Properties agree to install the 54" line, will this relieve their
responsibility.
Mr. Tom Sconzo suggested a 10 minute recess which was granted.
Mayor Todd called the meeting back to order with all Councilmembers
present as previously listed.

Discussion on the storm drainage problems continued at length. Mr.
Flattery again questioned if they build the 54" line, will they be
able to get their building permits. The eight requirements for a
building permit noted in Steve Hall's letter to Barney Ruppert,
Building Director, were introduced. These requirements are being
incorporated into the plans. Councilwoman Harris stated that the
Council should study the ramifications and not accept or reject the
suggestion of the Doce's /Lincoln Properties this evening. Steve
Hall pointed out the sentence in his March 27th letter, "Also, with
the full development of this property and diversion of the creek
crossing South 180th Street to Andover Park West single sixty inch
drainage system, the capacity will be exceded unless alternatives
are provided for storage or ponding of water or contruction of the
second storm drain in Andover Park West to handle the additional
flows." It was noted that the solution to the construction of the
second 60" line on Andover Park West will be settled in court and
may take a period of time. Mr. Hennessey stated that they are wait-
ing for a trial date. Steve Hall stated that the Lincoln Property
to the South cannot build until the question of the 60" line is
resolved. Discussion continued.
Mayor Todd asked Steve Hall for a recommendation. Steve Hall sug-
gested allowing the building of the 54" line but reserving an area
for ponding. Mayor Todd requested action from the Council. MOVED
BY SAUL, SECONDED BY TRAYNOR, TO INSTRUCT THE CITY ATTORNEY TO DRAW
UP AN AGREEMENT, including the points that Mr. Doce and Mr. Flattery
made regarding the 54" line and the eight points that Steve Hall
wrote to Barney Ruppert plus the finalization on the sanitary sewer.
Discussion followed. *ROLL CALL VOTE: 4 AYES STERLING, TRAYNOR,
DAVIS, SAUL; 3 NOS GARDNER, HARRIS, JOHANSON. CARRIED.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE SPECIAL MEETING ADJOURN.
CARRIED.
