CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the
audience in the Pledge of Allegiance.

Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Dennis Robertson, De'Sean Quinn, Allan Ekberg, Verna Seal, Kathy Hougardy, and Kate Kruller.

State of the Municipal Court. Judge Kimberly Walden
Judge Walden utilized an electronic presentation to provide a summary of the Municipal Court's
operations, with key points as follows:
In 2013 the court caseload involved 6,000 charges and 13,900 hearings. The court is comprised of 6
specific operational areas:

The Councilmembers commended Judge Walden and the entire court team for setting a high standard for
court operations in the region and for implementing innovative solutions to complex issues.
Mayor Haggerton expressed appreciation for going above and beyond in reaching out to the youth in the
community with learning opportunities through mock trials.
CITIZEN COMMENTS
Robert Simmons, 13523 35th Avenue South, indicated he has lived in Tukwila for 15 years and would like
to address parking issues on South 140th Street in the area of Tukwila International Boulevard that are
causing public safety concerns. He provided photos of the area which were distributed to the Council and
Mayor. While the area is posted with no parking signs, cars are parked on the sidewalk on a consistent
basis, causing site visibility issues with regard to traffic and causing safety issues for pedestrians. He has
talked with local businesses asking them to refuse service to those who park illegally and has contacted
the Police Department to have cars ticketed or impounded. No relief has been provided toward these on-
going problems, and he is requesting help from the Council to look into this matter.
The Councilmembers asked clarifying questions of Mr. Simmons and thanked him for coming to the
meeting and conveying his concerns. The Council requested that City Administration work with Mr.
Simmons to seek resolution to the issue.
Mayor Haggerton confirmed that Mr. Simmons would be put in touch with City staff regarding next steps.
Aisha Dahir, 2844 South Othello St., grew up in Tukwila and works with Global to Local. She referenced
an agenda item on the recent Community Affairs and Parks (CAP) Committee meeting regarding the
Community Transformation Grant and expressed appreciation regarding translation services and single
gender opportunities. It is important that access to parks and recreation be available to all.
Alma Villegas is the Community Programs Manager for Global to Local. She referenced the introduction
of policies (based on the Community Transformation Grant) from the recent CAP meeting and relayed
that for under - represented populations, language is a primary barrier in accessing services. She would
like to see more work done around interpretation services and would also like to see a commitment
toward single gender policies across various services. It is important that the City honor the commitment
to access, and she hopes the policies will be here to stay forever.
Zumara Abdalla, 3727 South 180th St., SeaTac, works with Global to Local and volunteers her services to
assist with transportation related services for people going to the Tukwila Pool. The translation services
and single gender opportunities are good for the community.

Councilmember Kruller asked if the policies from the CAP meeting will be forthcoming to the full Council.
Councilmember Robertson said the Parks and Recreation policies were brought to the CAP meeting as
"Information Only." Two of the policies were withdrawn to be discussed with the MPD (Metropolitan Park
District), and the two policies regarding translation services and single gender activities, relating solely to
Parks and Recreation, were well received by the CAP Committee.

NEW BUSINESS
The following item was removed from the Consent Agenda (above), to be discussed under New
Business.
Authorize the Mayor to enter into a 1 -year extension to the lease agreement ( #09 -083) with
International Gateway East LLC (Sabey) for the City's Records Center facility in an amount not to
exceed $96,000.00. (Reviewed and forwarded to Consent by Finance and Safety Committee on
4/8/14.)
Councilmember Kruller said the original contract was for 5 years and inquired why it was being renewed
for 1 year.
Bob Giberson, Public Works Director, said the base agreement had an option for a 1 -year extension,
which was considered to be the best option at this time. Since we will be completing the Facilities Study
this year, we can then determine if we will need to consider a new 5 -year lease or support the Records
Center within City facilities.

Councilmember Kruller asked if we will have another location to utilize for storage if a year goes by, and
whether there is an option for another 1 -year extension built into the agreement.
Mr. Giberson explained that in the Capital Improvement Program (in the out - years), there is an option for
a combined City Shop. There is the possibility of records storage being included in that facility.
Additionally, after this 1 -year extension, if the City chooses the lease option, a brand new lease will need
to be executed.

Mayor Haggerton asked if any member of the Finance and Safety (FS) Committee would like to comment
since this item came through the FS Committee.
Councilmember Seal, Chair of the FS Committee, indicated the question was asked at the FS Committee
and there were no issues of concern.

REPORTS
a. Mayor
Mayor Haggerton reported that the City of Tukwila has received a certificate commemorating 30 years of
membership in the National League of Cities (NLC). A copy of the certificate will be distributed to the full
Council.
On April 9, 2014, the Mayor attended a "Mayors Meeting" called by the King County Executive. The focus
was on a book written by members of the Brookings Institute regarding suburban poverty. The Institute
works with cities on this important issue. The Mayor referenced an article in the recent "City Vision"
publication that talks about the ethnic diversity in Tukwila and the pride the City takes in this aspect of our
community. Mayor Haggerton challenged the other mayors to come together to lay out a plan to address
issues associated with poverty, test scores in the school districts, and health related concerns.
On April 18, 2014 the first meeting of the Fire Exploratory Committee was convened. By way of
background, a Fire Study was done in 2008, a Fire Exploratory Committee formed in 2010, and a Joint
Exploratory Committee formed in 2011. Due to staffing issues, it was difficult to continue moving forward
at that time. Additionally at that time, one of the options was the Kent Regional Fire Authority; however,
they were unable to take on another city at that time. Since that time, the City of SeaTac has contracted
for services with the Kent Fire Authority, making this a good time for Tukwila to consider all options for fire
services in the City.
On April 21, 2014 the first Burlington Northern Santa Fe (BNSF) Advisory Committee meeting was
conducted with Councilmembers Hougardy, Ekberg and Council President Quinn. This is an important
part of the May trip to Washington D.C. to address issues associated with BNSF and livability for the
residents in the Allentown area.
b. City Council
Councilmember Duffie referenced the Community Affairs and Parks Committee meeting from the prior
week with items including the Washington Place development relating to parking, open space, building
height and signs. More information will be forthcoming regarding this development.
Councilmember Robertson reiterated Councilmember Duffie's comments, relaying that the Development
Agreement for Washington Place involves 4 requested variations from the City's zoning standards from
both the existing code and the new code for the urban center. This topic will be forthcoming to a
Committee of the Whole meeting in the near future.

Council President Quinn acknowledged former King County Councilmember David Della who was in
attendance in the audience. Mr. Quinn reported that the School District had a strategic planning meeting
and were very complimentary regarding their collaborations with the City. They were also appreciative of
having 3 Councilmembers at the meeting. With regard to the recent BNSF Advisory Committee meeting,
he stated that following the May trip to Washington D.C., there will be a full Council discussion regarding
what occurred on this topic. There will be ongoing communication on this issue.
Council President Quinn expressed appreciation for having the opportunity to review the scholarship
applications. He was moved by the experience of reviewing each application and seeing the diversity of
backgrounds and experiences. He will never forget what he read in the student application packets.
Councilmember Ekberg attended the Tukwila School District strategic planning meeting along with
Council President Quinn and Councilmember Duffie. He also participated in the BNSF Advisory
Committee and echoed Council President Quinn's comments regarding communication and citizen
feedback. He also attended the April Pool's Day event at the Tukwila Pool, which was very well attended.
Councilmember Seal referenced that there was an updated marketing plan for Foster Golf Links, which
was very informative. Ms. Seal attended the Fire Exploratory Committee via conference call. The
schedule for the committee is aggressive to review the different options. She thanked Laurel Humphrey,
Council Analyst, for her work on this issue. She extended an invitation to participate in the "Healthy Earth
Healthy You" 5K walk at the Tukwila Community Center on April 26, 2014 at 8:00 a.m.
Councilmember Hougardy attended the Duwamish Alive event on April 19, 2014 and commended City
staff members from the Department of Community Development, Carol Lumb and Sandra Whiting, for
their participation on what turned out to be a very rainy day. Additionally, she attended the April Pool's
Day event at the Tukwila Pool. She noted that Tony Gomez from Public Health and Celeste Chung from
Children's Hospital were in attendance with KING5 to observe the Tukwila Pool for its good work as part
of "25 pools in Washington State participating in April Pool's Day." Ms. Hougardy also attended the April
17 Culture Fair at Showalter Middle School and the King County Regional Transit Committee on April 16,
with a focus on human trafficking and ridership loads. Additionally, she attended the April 8 Genesis
Project "night of envisioning" and the April 11 Association of Washington Cities (AWC) nominating board
meeting.
Councilmember Kruller reported that on April 15, 2014 she participated in the meeting with the City's
federal lobbyists from Ball Janik. She attended the April 17 Culture Fair, "Learn- Eat - Celebrate," held at
Showalter Middle School and the April 18 workshop regarding "Race, Bias and Dissonance:
Understanding how they intersect with Inequity." At this event, there was a focus on involving elected
officials to move toward policy making that will even the playing field. Additionally, on April 18 she joined
the Restore the Duwamish Shoreline Challenge by working at the Duwamish Hill Preserve. She also
attended the April Pool's Day event at the Tukwila Pool.
c. Staff
David Cline, City Administrator, referenced the City Administrator Report in the packet and offered to
answer any questions. Additionally, he referenced that his family will be participating in the upcoming
"Healthy Earth Healthy You" event.

There was no report.
e. Intergovernmental
Mayor Haggerton expressed appreciation to the Council Analyst, Laurel Humphrey, for her work on the
BNSF Advisory Committee and Fire Exploratory Committee.
