ATTEST: 7 35 TUKWILA CITY COUNCIL Tukwila City Hall RECESSED REGULAR MEETING Council Chambers M I N U T E S Mayor Todd called the Recessed Regular Meeting to order. GARDNER, STERLING, TRAYNOR, DAVIS, HARRIS, SAUL, JOHANSON. Mayor Todd stated the Council is holding Executive Session for the purpose of reviewing the labor contract agreements. Mayor Todd called the Executive Session to order at 6:02 P.M. and excused the audience. Mayor Todd called the meeting back to order with all Council Members present as previously listed. MOVED BY STERLING, SECONDED BY HARRIS, TO ACCEPT THE LABOR CON- TRACTS CONTINGENT UPON CHANGES AS AGREED BY THE CITY COUNCIL.* Mayor Todd read the changes for the record: Teamsters Local #763: (1) Article II Recognition last line of paragraph amended to read "as designated by the employee." (2) Article XI Health and Acci- dent Insurance, Item #5 add the following "All eyeglasses fur- nished under this employer paid benefit shall meet OSHA and WISHA safety standards." Police Officers Guild: (1) Article II Union Membership and Dues Deduction, Section 4 change "month" to "pay period" and in Sec- tion 4. A. second to last line amended to read "charity as designated by the employee." Also agreed upon is a $50 per month cost of living allowance effec- tive July 1, 1974. All proposals of U.S.T.M.E. were agreed upon and approved. *CARRIED, WITH TRAYNOR AND JOHANSON VOTING NO. Mayor Todd explained the Council had amended the Agenda to include this discussion after the Executive Session. MOVED BY TRAYNOR, SECONDED BY STERLING, THAT THE MAYOR'S PROPOSAL AS STATED IN HIS LETTER TO THE COUNCIL DATED JUNE 4, 1974 BE ACCEPTED.* A copy of this letter is on file in the City Clerk's office. Councilwoman Harris asked about the time table on this Program of undergrounding. Steve Hall stated we would be waiting abour 4 months to get start- ed with it, after the date of the Puget Sound Power Light labor strike settlement. Councilwoman Harris asked if this expenditure plus the increased costs of the City's labor contracts would de- plete the Contingency Fund. Mayor Todd replied no, it would bring the Fund down to its legal limit. Councilwoman Harris stated the legal function of the Contingency Fund is for unexpected emergency expenditures. The Street Program does not apply and we will have a low balance in the Contingency Fund for the remainder of the year. She questioned the wisdom of this proposal. Mayor Todd stated it is advisable to do so in light of the law and the review of the auditor. Councilwoman Harris stated she is not in favor of going into this without some further study. It will be October at the earliest before we can even get started. The City Council should take a harder look at this. Councilman Gardner asked if the 1974 Program will be followed. Mayor Todd replied we will be taking care of the first year's work. *ROLL CALL VOTE: 5 AYES GARDNER, STERLING, TRAYNOR, DAVIS, SAUL; 2 NOS HARRIS, JOHANSON. CARRIED. MOVED BY TRAYNOR, COUNCIL MEETING. MOVED BY TRAYNOR, CARRIED. SECONDED BY STERLING, TO TABLE TO JUNE 17, 1974 CARRIED. SECONDED BY DAVIS, THAT THE MEETING ADJOURN. Frank Todd, Mayor AlLe/ Shirlee A.
