BACKGROUND The Washington State Transportation Improvement Board (TIB) and the Puget Sound Regional Council (PSRC) have issued separate Calls for P jects (see attached) inviting qualified applicants to apply for available grant funds. Applications for both programs are due in late August. Current City policy requires approval by the appropriate committee before applying for grants. DISCUSSION The TIB program awards State funds for selected projects. The anticipated program sizes are listed on the attached Call for P jects sheet. Application submittals are recommended for the following projects: • 53rd Ave S (S 137th St to S 144th St) m (42nd Ave S to Tukwila International Blvd) The Transportation Alternatives Program distributed by PSRC awards Federal funds for selected projects. The anbnioo1ed program sizes are listed on the attached Call for P jects sheet. Application submittals are recommended for the following projects: • 81»»mSt Bridge - Sidewalks (51y Ave Sho5nrdAve S) • Tukwila South Pedestrian/Bicycle Bridge • Tukwila MIC Smart Street Non-Motorized (SR-599 to Airport Way S) Other projects considered, but not recommended for grant application submittal at this time: • Tukwila Pond Non-Motorized Improvements — Not currently a C/P driven. • Boeing Access Road Corridor Ped/Bike Improvements — Not currently a C/P • TUC/TOD Pedestrian Improvements — Relies on completion of TUC Pedestrian Bridge first. • Macadam Road 8idexva|k/Ped Improvements (S 144th St - S 150th St) — Not currently a C8P project. RECOMMENDATION Committee approval to submit grant applications for the projects listed above. TIB's Annual Call for Projects The 2013 Call for Projects is Now Open TIB typically issues a call for projects each June for the next year's funding program. The most recent call for projects, for award in November 2013, opened on June 3, 2013 with TIB funding workshops and webinars held at various locations across the state. Project selections will be announced at the November 2013 TIB meeting. The TA Program is a Federal Highway Administration funding program for projects defined as transportation alternatives, including pedestrian and bicycle facilities, community improvement activities, environmental mitigation, and other similar types of projects. PSRC will be distributing approximately $17 million of federal fiscal year 2013 -2016 TA funds. All projects submitted as part of this project selection process must meet the eligibility requirements of the program, as well as regional policies and all other federal requirements. Materials for this Call for Projects are available on PSRC's website at http: / /www.psrc.orq /transportation /tip. Street portion will coordinate with Water ($1.1m) and Surface Water ($1.5m) CIP projects ($4m total). JUSTIFICATION: Provide pedestrian and vehicle safety, drainage, and neighborhood revitalization. STATUS: New project for 2014 - 2019 CIP. MAINT. IMPACT: Reduce pavement, shoulder, and drainage work. COMMENT: Transportation Improvement Board grant is proposed with Streets, Water, and Surface Water as match. Also add a signal at 42nd Ave S. JUSTIFICATION: Provide pedestrian and vehicle safety, drainage and neighborhood revitalization. STATUS: Phase I - Tukwila Intl Blvd to Military Rd, project completed in 2007 for $3.1 million with $1 million in grants. Phase II - 42 Ave S to Tukwila International Blvd. MAINT. IMPACT: Reduce pavement, drainage repairs, and maintenance costs. COMMENT: Proposed Transportation Improvement Board's Arterial Improvement Program (AIP) grant of $1 million. Project is on Impact Fee list. Design and construction related to the Tukwila Village project. JUSTIFICATION: Improve pedestrian safety particularly for school route. STATUS: Design report needed to determine feasibility. MAINT. IMPACT: Minimal for additional sidewalk width. JUSTIFICATION: As Tukwila South develops, the necessity for access to the area for trail users will grow. This pedestrian bridge will connect Tukwila South to the Green River Trail. STATUS: MAINT. IMPACT: To be determined. COMMENT: Tukwila South developer Segale Properties have contributed $500k by 2015 with grant funding applications. Manufacturing /Industrial Center (MIC). JUSTIFICATION: Non - mortoized improvements are desired throughout the City to reduce traffic congestion and offer alternative modes of travel. STATUS: New project for the 2014 - 2019 CIP. MAINT. IMPACT: Minimal impact, additional pavement markings and minor asphalt widening to maintain. COMMENT: A federal grant, for design only, has been awarded for $104,838.00 in CMAQ funds.
