Mechanical - General Requirements
1412 Controls
1412.1 Temperature Controls: Each system shall be provided with at
least one temperature control device. Each zone shall be controlled by
Individual therm static controls responding to temperature within the zone.
At a minimum, each floor of a building shall be considered as a separate
zone.
1412.2 Deadband Controls: When used to control both comfort heating
and cooling, zone thermostatic controls shall be capable of a deadband of at
least 5 degrees F within which the supply of heating and cooling energy to
the zone Is shut off or reduced to a minimum.
Exceptions:
1. Special occupancy, special usage, or code requirements where
deadband controls we not appropriate.
2. Buildings complying with Section 1141.4, if in the proposed
building energy analysis, heating and cooling
thermostat setpoints we set to the same temperature .
between 70 degrees F and 75 degrees F inclusive,
and assumed to be constant throughout the year.
3. Thermostats that require manual changeover between heating
and cooling modes.
1412.3 Humidity Controls: If a system is equipped with a means for
adding moisture, a humidistat shall be provided.
1412.4 Setback and Shut -Off: HVAC systems shall be equipped with
automatic controls capable of accomplishing a reduction of energy use
through control setback or equipment shutdown during periods d non -use
or alternate use of the spaces served by the system. The automatic controls
shall have a minimum seven -day clock end be capable of being set for
seven different day types per week.
Exceptions:
1. Systems serving antes which require continuous operation at the
same temperature sotpoint.
2. Equipment with full load demands of 2 kW (6,826 Btu/h) or less
may be controlled by readily accessible manual off-
hour controls.
1412.4.1 Dampers: Outside air intakes, exhaust outlets and relief outlets
serving conditioned spaces shell be equipped with dampers which close
automatically when the system is off or upon power failure. Stair shaft and
elevator shaft smoke relief openings shall be equipped with normally open
dampers. These dampers shall remain closed in normal operation until
activated by the fire alarm system or other approved smoke detection
system.
Exceptions:
1. Systems serving areas which require continuous operation.
2. Combustion air intakes.
1412.5 Heat Pump Controls: Unitary air cooled heat pumps shall include
microprocessor controls that minimize supplemental heat usage during
start-up, set -up, and defrost conditions. These controls shall anticipate
need for heat and use compression heating as the first stage of heat.
Controls shall indicate when supplemental heating is being used through
visual means (e.g., LED indicators).
1412.6 Combustion Hosting Equipment Controls: Combustion heating
equipment with a capacity over 225,000 Btilrh shall have modulating or
staged combustion control.
Exceptions:
1. Boilers.
2. Radiant Heaters.
1412.7 Balancing: Each air supply outlet or air or water terminal device
shall have a means for balancing, including but not limited to, dampers,
temperature and pressure test connections and balancing wives.
1413 Air Economizers
1413.1 Operation: Air soonombmers shall be of automatically modulating
outside and return air dampers to provide 100 percent of the design supply
sir as outside air to reduce or eliminate the need for mechanical cooling.
1413.2 Control: Air economizers shell be controlled by a control system
capable of determining if outside air can meet part or all of the building's
cooling loads.
1413.3 Integrated Operation: Building Heating Energy: Air
economizers shall be capable of providing partial cooling even when
additional mechanical cooling is required to meet the remainder of the
cooling load. Controls shall not preclude the economizer operation when
mechanical cooling is required simultaneously.
Exception: Economizers on individual, direct oq:ension, cooling
systems with capacities not greater than 75,000 Btu/h may
include controls that limit simultaneous operation of the
economizer and mechanical cooling for the purpose of preventing
ice formation on cooling coils.
1414 Ducting Systems
1414.1 Sealing: Duct work which is designed to operate at pressures
above 12 inch water column static pressure shall be sealed in accordance
with Standard RS-18. Extent of sealing required is as follows:
1. Static pressure: 1/2 inch to 2 inches; seal transverse joints.
2. Static pressure: 2 inches to 3 inches; seal all transverse joints
and longitudinal seams.
3. Static pressure: above 3 inches; seal ail transverse joints,
longitudinal seams and duct wall penetrations.
1414.2 Insulation: Ducts and plenums that are constructed as part of the
building envelope shall meet the requirements of Chapter 13. Other ducts
and plenums shall be thermally insulated per Table 14-5.
Exceptions:
1. Within the HVAC equipment.
2. Exhaust air ducts not subject to condensation.
3. Exposed ductwork within a space that serves that space only.
1415 Piping Systems
1415.1 Insulation: Piping shell be thermally insulated in accordance with
Table 14-6.
Exception: Piping Installed within unitary HVAC equipment.
Water pipes outside the conditioned space shall be insulated in
accordance with Washington State Plumbing Code (WAC 51 -26)
1420 SIMPLE SYSTEMS (PACKAGED UNITARY EQUIPMENT)
1421 System Type: To qualify as a simple system, systems shall be one of
the following:
a. Air cooled, constant volume padeged equipment, which provide
heating, cooling or both, and require any edema)
connection to duct work and energy services.
b. Air cooled, constant volume split system, which provide heating,
cooling or both, with cooling capacity of 54,000 Bluth
or less.
c. Heating only systems which have a capacity of less than 5,000
cf m or which have a minimum outside air supply of
less than 70 percent of the total air circulation.
All other system shall comply with Sections 1430 through 1438.
1422 Controls: In addition to the control requirements in Section 1412,
where separate heating and cooling equipment serve the same temperature
zone, thermostats shall be interlocked to prevent simultaneous heating and
cooling.
1423 Economizers: Econornaers meeting the requirements of Section
1413 shall be installed on packaged roof top fan - cooling units having a
supply capacity of greater then 1,900 cf m or a total coding capacity greater
than 54,000 Btu/h.
The total capacity of all units without economizers shall not exceed
240,000 Btu/h per building.
1424 Separate Air Distribution Systems: Zones with special process
temperature requirements and/or humidity requirements shall be served by .
separate air distribution systems from those serving zones requiring only
comfort conditions.

Mechanical
Specifications
General
Units shall be dedicated downflow
airflow. Operating range shall be
between 115°F and 0°F coding as
standard from the factory for all units.
Coding performance shall be rated in
accordance with DOE and/or M
tasting procedures. All units shall be
factory assembled, internally wired
fully charged with R -22 and 100% run
tested before leaving the factory. wring
internal to the unit shad be colored and
numbered for simplified identification.
Units shall be UL listed and labeled,
classified in accordance to ANS1721.47
for gas fired central furnaces and UL
1895 /CAN /CSA No. 236 -M90 for
central cooling air conditioners.
Canadian units shall be CSA certified.
Cuing
Unit casing shall be constructed of zinc
coated, heavy gauge, galvanized steel
Exterior surfaces shall be cleaned
phosphatized and finished with a
weather - resistant baked enamel finish.
Unit's surface shall be tested 500 hours.

Filters
One inch, throwaway filters shall be
standard on all units. Fitter reds can be
converted to two Inch capability.
Compressors
Compressors shall be direct drive
hermetic, reciprocating type with
centrifugal oil pump providing positive
lubrication to moving parts. Motor shall
be suction gas - cooled and shall have a

voltage utilization range of plus or
minus 10 percent of unit nameplate
voltage. Crankcase heater. internal
temperature and current- sensitive
motor overloads shall be included for
maximtim protection. Shah have
internal spring isolation and sound
muffling to minimize vibration
transm and noise. Low pressure
switches shall be standard.
Refrigerant Circuits
Each rehigeram circuit shall have
independent fixed orfice expansion
devices, service pressure ports and
refrigerant line filter driers factory
installed as standard. An area shall be
provided for replacement suction line
driers.
Evaporator And Condenser Cons
internally finned W copper tubes
mechanically bonded to configured
aluminum plate fin shall be standard.
Coils shall be Teak tested at the factory
to ensure pressure integrity. The
ovaporator coil and condenser coil shall
be leak tested to 200 psig and pressure
tested to 450 psig.
Gas Heating Section
The heating section shall have a drum
and tube heat exchanger design using
corrosion resistant steel components. A
forced combustion blower shall supply
premixed fuel to a single burner ignited
by a pilotless hot surface ignition
system. In order to provide reliable
operation, a negative pressure gas

General
Units shall be dedicated downflow
airflow. Operating range shall be
between 115 F and 0 F cooling as
standard from the factory for all units.
Cooling performance shall be rated in
accordance with DOE and/or ARI
testing procedures, All units shall be
factory assembled, internally wired,
fully charged with R -22 and 100
percent run - tested before leaving the
factory. Wiring internal to the unit shall
be colored and numbered for
simplified identification. Units shall be
UL listed and labeled, classified In
accordance to ANSIZ21.47 for gas
fired central furnaces and UL 1995/
CAN/CSA No, 236 -M90 for central
cooling air conditioners. Canadian
units shall be GSA certified,
Casing
Unit casing shall be constructed of
zinc coated, heavy gauge, galvanized
steel. Exterior surfaces shall be
cleaned, phosphatized and finished
with a weather - resistant baked
enamel finish. Unit's surface shall be
tested 500 hours in a salt spray test in
compliance with ASTM 8117, Cabinet
construction shall allow for all mainte-
nance on one side of the unit. Service
panels shall have lifting handles and
be removed and reinstalled by
removing only a single fastener while
providing a water and air tight seal.
The base pan shall have no penetra-
tions within the perimeter of the curb
other than the raised We high supply/
return openings to provide an added
water integrity precaution, if the
condensate drain backs up. The base
of the unit shall have provisions for
forklift and crane lifting.
Unit•Top
The top cover shall be one piece or
where seams exist, it shall be double
hemmed and gasket sealed to
prevent water leakage.
Filters
One inch, throwaway fitters shall be
standard.
Mechanical
Specifications
Compressors
All units shall be direct- drive her-
metic, reciprocating type comp-
ressor(s) with centrifugal oil pump
providing positive lubrication to
moving parts. Motor shall be suction
gas - cooled and shall have a voltage
utilization range of plus or minus 10
percent of unit nameplate voltage.
Crankcase heater, internal tempera-
ture and current - sensitive motor
overloads shall be included for
maximum protection. Shall have
internal spring isolation and sound
muffling to minimize vibration trans -
mission and noise. Low pressure
switches shall be standard.
Refrigerant Circuits
Each refrigerant circuit shall have
Independent fixed orifice expansion
devices, service pressure ports and
refrigerant line filter driers factory
Installed as standard. An area shall
be provided for replacement suction
line driers.
Evaporator And Condenser Coils
Internally finned 3/8' copper tubes
mechanically bonded to configured
aluminum plate fin shall be standard.
Coils shall be leak tested at the
factory to ensure pressure integrity.
The evaporator coil and condenser
coil shall be leak tested to 200 psig
and pressure tested to 450 pstg.
Gas Heating Section
The heating section shall have.a drum
and tube heat exchanger design
using corrosion resistant steel
components. A forced combustion
blower shall supply premixed fuel to a
single burner Ignited by a pilotless hot
surface ignition system. In order to
provide reliable operation, a negative
pressure gas valve shall be used that
requires blower operation to initiate

Mechanical
Specifications
General, •
Units shall be dedicated downflow
airflow. Operating range shall be
between 116T and OT cooling as
standard from the factory for all units.
Cooling performance shall be rated in
accordance with DOE and/or ARl
testing procedures. All un shall be
factory assembled. Internally wired
fully charged.with R -22 and 100% run
tested before leaving the factory. Wiring
internal to the unit shall be colored and
numbered for simplified identification.
Units shall be UL listed and labeled,
classified in accordance to ANS¢21.47
for gas fired central furnaces and Ut.
1996 /CAN /CSA No. 236 -M90 for •
central cooling air conditioners.
Canadian units shall bo CSA certified.
Casing
Unit casing shall be constructed of zinc
coated, heavy gauge, galvanized steel
Exterior surfaces shall be cleaned,
phosphatized and finished with a• •

Unit's surface shall be tested 500 hours
In a salt spray test in compliance with

Refrigerant Circuits
Each refrigerant circuit shall have
independent fixed orfice expansion
devices, service pressure pons and
refrigerant fine filter driers factory
installed as standard. An area shall be
provided for replacement suction line

Evaporator And Condenser Cofts
Internally finned W' copper tubes
mechanically bonded to configured
aluminum plate fin shall be standard.
Coils shall be leak tested at the factory
to ensure pressure integrity. The
evaporator coil and condenser coil shall
be leak tested to 200 psig and pressure
tested to 450 prig.
Gas Heating Section
The heating section shall have a drum
and tube hest exchanger design using
corrosion resistant steel components. A
forced combustion blower shall supply
premixed fuel to a single burner ignited
by a pilotless hot surface ignition
system. In order to provide reliabie
operation, a negative pressure gas
valve shall be used that requires blower
operation to initiate gas flow. On an
initial call for heat, the combustion
blower shall purge the heat exchanger
45 seconds before ignition. Alta' three
unsumasssful ignition attempts, the
entire heating system shall lie locked
out until manually reset at the
thermostat. Units shall be suitable for
use with natural gas or propane (field
installed kit) end also comply with
California requirements for low NOx
emissions.
Unit shall have two stage heating.
Outdoor Fans
The outdoor fans shell be direct drive,
statically and dynamically balanced,
draw through in the vertical discharge
position. The fan motors) shall be
permanently lubricated and have built -
in thermal overload protection.

Per the Uniform Building Code and /or Uniform Mechanical Code, every permit issued by the
building official under the provision of this code shall expire by limitation and become null and
void if the building or work authorized by such permit is not commenced within 180 days from
the date of such permit, or if the building or work authorized by such permit is suspended or
abandoned at any time after the work is commenced for a period of 180 days.
Based on the above, if a final inspection is not called for within ten (10) business days from the
date of this letter, the Permit Center will close your file and the work completed to date will be
considered non - complying and not in conformance with the Uniform Building Code and/or
Mechanical Code.

The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. H.V.A.C. units rated.at greater than 2,000 cfm require
auto - shutdown devices. These devices shall be separately
zoned in the alarm panel and local U.L. central station
supervision is required'. (City Ordinance #1742)
H.V.A.C. systems supplying air in excess of 2,000
cubic feet per minute to enclosed spaces within
buildings shall be equipped with an automatic shutoff.
Automatic 'shutoff shall be accomplished by
interrupting the power source of the air - moving
equipment upon detection of smoke in the main
supply -air duct served by such equipment. Smoke
detectors shall be labeled by an approved agency for
air -duct installation and shall be installed in
accordance with the manufacturer's installation
instructions. (UMC 608)
2. Duct smoke detectors shall be capable of being reset
from the alarm panel. (City Ordinance #1742)
Remote indicator lights are required on all above
ceiling smoke detectors. (City Ordinance #1742)
3. In areas that are not continuously occupied, automatic
smoke detection shall be provided at each control unit(s)
location to provide. notification of fire at that location.

door to the room shall have a sign with one -inch letters

5. All new fire alarm systems or modifications to

Fire Department— Construction Information
Automatic fire sprinklers, audible and visual devices,
and a 'minimum of one pull station per floor are required for this
project. Sprinkler system and fire alarm shall comply with NFDA #13,
#72, and ADA requirements. Sprinkler plans shall be submitted to'Wastiington
State Surveying and Rating Bureau, Factory Mutual or Industrial Risk
Insurers for approval prior, to being submitted to Tukwila Fire 10,rshall
for approval. The fire alarm plans are to be submitted! directly to
the Tukwila Fire Marshal for approval. Submit three (3) sets of drawings.
Special Fire Dept. permits are required for such things as: storage of
compressed gas, cryogens, dry cleaning plans, repair garages, places
of assembly, storage of hazardous materials, flammable or combustible
liquids or solids, LPG, welding and cutting operations, spray painting, etc.
Signage Building Identification signs— Displays
Individual businesses in a planned shopping center(mall) shall be limited to
wall mounted signs. The ,total allowed signage for any, building face shall
be equal to 6% of the exposed building face area on which the signs are
to be placed, up to a maximum of 500 square feet. Each business is
permitteed a maximum of four signs with not more than one sign for any
particular business allowed on any one exposed building face. No one sign
shall contain more than 50% of the allowable sign area, unless approved as
a type 2 decision. Applicants for sign permits will be required to document
the area of the exposed building faceon which the sign is to be placed, total
allowed sign area for that face, area of any existing signs, and area of the
proposed sign.
