Form CITY OF TUKWILA OCT 2 7 1999 PERMIT CENTER 4 November 2, 1998 Mr. James Harrison Jr. ABACUS Engineered Systems 401 Second Ave S., Suite 201 Seattle, WA 98104 Dear Mr. Harrison: City of Tukwila Department of Community Development This letter is a follow -up to our telephone conversation approximately one week ago regarding the need for duct smoke detector shutoff requirements as required by Sec. 608, Uniform Building Code, 1997 Edition. I am aware that you requested a variance from this requirement in a letter addressed to Bob Benedicto, Senior Plans Examiner, City of Tukwila, and he in turn answered that an automatic shutoff would not be required. I was not aware of that decision until the subject came up at a construction meeting we had on October 13, 1998, that was attended by myself, yourself, and various other people associated with the project. At that meeting the Fire Marshal, Asst. Chief Olivas, brought up the subject of the smoke detector shutoff and the possibility that he would require that it be connected to a monitored alarm system. At that time you stated you had previously received authorization waiving the requirement for the smoke detector shutdown, but didn't have the letter with you at the meeting and you weren't sure who had signed it. After that meeting I found the letter in our files and discussed it with Mr. Benedicto. After reviewing the letter, and the provisions of Sec. 608 Uniform Mechanical Code, we both agreed that the code is very specific and it was not appropriate to waive the requirements. I have since spoke to Chief Olivas and he indicated to me that he would consider a request for a waiver that the smoke detector be connected to a monitored alarm system if he received such a request in writing from Al Spencer, the city's project coordinator of this project. In addition, I contacted the Northwest Office of ICBO to get their opinion and they also felt that it would be inappropriate not to require the smoke detector shutoff. Therefore, please be advised that a duct smoke detector will be required per Sec. 608 of the 1997 UMC. John W. Rants, Mayor Department of Community Development Steve Lancaster, Director This letter is a follow -up to our telephone conversation approximately one week ago regarding the need for duct smoke detector shutoff requirements as required by Sec. 608, Uniform Building Code, 1997 Edition. I am aware that you requested a variance from this requirement in a letter addressed to Bob Benedicto, Senior Plans Examiner, City of Tukwila, and he in turn answered that an automatic shutoff would not be required. I was not aware of that decision until the subject came up at a construction meeting we had on October 13, 1998, that was attended by myself, yourself, and various other people associated with the project. At that meeting the Fire Marshal, Asst. Chief Olivas, brought up the subject of the smoke detector shutoff and the possibility that he would require that it be connected to a monitored alarm system. At that time you stated you had previously received authorization waiving the requirement for the smoke detector shutdown, but didn't have the letter with you at the meeting and you weren't sure who had signed it. After that meeting I found the letter in our files and discussed it with Mr. Benedicto. After reviewing the letter, and the provisions of Sec. 608 Uniform Mechanical Code, we both agreed that the code is very specific and it was not appropriate to waive the requirements. I have since spoke to Chief Olivas and he indicated to me that he would consider a request for a waiver that the smoke detector be connected to a monitored alarm system if he received such a request in writing from Al Spencer, the city's project coordinator of this project. In addition, I contacted the Northwest Office of ICBO to get their opinion and they also felt that it would be inappropriate not to require the smoke detector shutoff. We are currently designing for the replacement of the HVAC units that serve the Lower Floor of the City Hall Building. The system (HP -5) that serves a portion of the floor will operate on 100% outside air as make -up to the exhaust system that serves toilets, cells, storage rooms and similar applications. A packaged energy recovery ventilator with integral heat exchanger, exhaust fan and supply fan will be incorporated into the installation similar to that existing. The new HVAC system capacity will be about 2700 cubic feet per minute (cfm). The existing system, designed and installed in the late 70's, does not have a duct smoke • detector. Section 608 of the 1994 Uniform Mechanical Code is specific as to requiring a smoke detector for this system since the system will be supplying air in excess of 2000 cfm. Furthermore, the list of exceptions does not allow omission of a smoke detector. It is our understanding that the purpose of a duct smoke detector is to prevent smoke from being conveyed from one area of a building to other areas via the return air and supply air ducts and fans. In this case, there is no recirculated air associated with the HVAC system. All exhaust air is ducted to the outdoors after its heat has been transferred to the outside air via the energy recovery ventilator. Since this system only serves a portion of one floor and has occupants virtually on a 24 hour basis (the floor is used by the police department), there does not seem to be the need for a duct smoke detector.
