Mayor Todd led the Pledge of Allegiance and called the
Meeting of the Tukwila City Council to order.

Council President Traynor stated he requested this
matter be placed on the Agenda this week for further
review by the Council.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT VOUCHER
#3491 (formerly #3354) ADDING INSURANCE COVERAGE FOR
TWO POLICE CARS AND PUBLIC WORKS VAN.* Councilwoman
Harris stated this has been a difficult week for every-
one concerned in this matter. She stated she called
Mr. R. G. J. Anderson on August 9 and felt her ques-
tions had been adequately answered. Mr. Anderson in-
formed her he had paid the premiums himself on these
policies through April, 1975 and he was to have been
reimbursed. All employees and vehicles are now insured
She stated the companies will cancel these policies
only upon the direction of the broker on the grounds of
non reimbursement and that the City will be covered
until it receives a notice of cancellation from the
broker or the companies themselves advising us of a
cancellation date. She stated in the interim, several
questions have yet to be answered. Were the two bid-
ders in 1972 bidding on identical items? One placed
a bid with the City for the year 1972, did the other?
How did the 3 -year policy enter the picture? Was there
a difference in bid quotations in the amount of excess
liability offered? In 1974, did the City receive prior
notice that some policies were due to expire in April?
Why the delay from April to August? Why was the Coun-
cil not told that insurance payments were for the pur-
pose of reimbursing Mr. Anderson? Why were the City
Council, the public and the employees told that if we
did not pay these Vouchers, there would be no insurance
covering the City? Councilwoman Harris stated she had
called Mr. Karl Hermann, Insurance Commissioner, earli-
er today to present these questions and Mr. Hermann is
assigning an investigator immediately to conduct a full
inquiry into the situation. Mr. Dave Johns from Mr.
Hermann's office will be assigned to this case. Coun-
cilwoman Harris recommended that the Motions to approve
these Vouchers all be denied and recommended that Mr.
Anderson be directed by the Council to not submit a
recommendation for cancellation to the insurance com-
panies involved so that the insurance presently in
force will continue and that this matter be held in
abeyance until a report of insurance under investiga-
tion is available. Councilman Traynor asked if the
insurance premiums will then be paid after the investi-
gation is completed or will we further stall? Council-
woman Harris stated as far as the home offices are con-
cerned, the premiums have been paid. The bidding pro-
cedure should not be discussed until we have all the
information available to make a decision. We do not
know at this time whether or not we need to or ought
to pay further on the premiums. The insurance now in
effect will stay in effect until cancelled. Councilman
Saul stated we are telling Mr. Anderson we won't pay
him but at the same time we are telling him not to can-
cel the insurance he would be out of his tree not
to cancel the insurance. Councilman Sterling asked if
the Insurance Commissioner had any advice for us as to
what we should do now. Councilwoman Harris stated she
was not given a direct answer as to what to do tonight.

She stated she felt Mr. Anderson would not cancel the
policies. Our fight, if there is one, is not with Mr.
Anderson. Councilwoman Harris stated the Council
should speak further with the Insurance Commissioner's
Office. This matter can probably be answered by next
week. Councilwoman Davis stated she felt the situation
could be resolved in a week. Mayor Todd stated we will
probably have an answer to the situation tomorrow from
Mr. Anderson. He stated he made a spectacle of himself
at the last meeting in defending himself against some
comments made and was duly chastised by his attorney.
Mayor Todd stated he was happy that Mr. Johns will be
conducting the investigation and he hoped Mr. Johns
would do a thorough job. He stated he and the staff
will cooperate in every way so that Mr. Johns may com-
plete this investigation as quickly as possible. *ROLL

#0394 (formerly #3388) FOR PAYMENT TO THE CITY ATTOR-
NEY BE APPROVED.* Councilwoman Davis read her letter
dated August 12 to Mayor Todd indicating her dissatis-
faction with the City Attorney's performance. A copy
of this letter is on file in the City Clerk's office.
Councilman Traynor stated this is for the Attorney's
services during the month of July. If the Council
feels the payment is too high, then the Council can
change the Budget Ordinance to reduce the retainer.
We cannot go back and change July. Councilman Gardner
stated he did not believe the City Attorney has been
working in the best interests of the City of Tukwila.
Mayor Todd asked in what way. Councilman Gardner re-
plied the City Attorney has not represented the City
to the best interests in court. He recommended that
the Attorney's retainer be paid for half the amount
only plus expenses over the retainer. Next week, he
hoped the Council would have an ordinance to cut the
monthly retainer in half.i'CMayor Todd explained the
glad, t j, City Attorney's activities in the last 60 days regard-
ing the Sammamish law suit to be settled. Councilman
SeE Gardner stated he felt the City stood better chances of
tiligKduN winning the law suit without Attorney Parker: Council-
man Sterling stated regardless of how you feel about
these services, we have to pay for them up to this
point. *ROLL CALL VOTE: 5 AYES STERLING, TRAYNOR,
DAVIS, HARRIS, SAUL; 1 NO GARDNER. CARRIED.
Councilwoman Davis stated she approved this expenditure
for this Voucher only. Councilwoman Harris agreed.
Councilman Traynor explained his position was not that
the City Attorney's retainer should be reduced, but
that by amending the Budget Ordinance the Council could
resolve the problem if they felt something must be done
Mayor Todd stated Councilwoman Harris had reviewed
some material at last week's meeting and failed to
leave copies of all the references she had read into
the record with the City Clerk to become part of the
public record. Councilwoman Harris replied she had
left a list of the papers with the Clerk's office and
would defer making a decision to provide copies of the
material because she is in contact with her attorney.
City Clerk Shirlee Kinney read a letter addressed to
Council President Traynor from Mr. Marvin E. Boys dated
August 7, 1974. The letter is on file in the City
Clerk's office. Mr. Boys requested the proposed ordi-
nance be reviewed again by the Council on the basis

Attorney Parker read proposed ordinance amending Tuk-
wila Municipal Code 18.34.210 to reduce parking space
requirements from 6 to 5.5 spaces per 1000 square feet
of rentable floor area. Mayor Todd stated one new
store is planned for Southcenter and he was informed
by Jim Johnson, Southcenter Corporation, that the gross
sales revenue after three years in operation would be
$20 million. This facility would add to the sales
and property tax revenue received by the City. Mr.
Boys stated he is interested in providing the best
retail facility at Southcenter which is already one of
the finest in the nation. We have to be aggressive to
keep up with the competition and make certain moves.
He stated 5.5 spaces is adequate and this additional
store will help supplement all the other stores in the
area. We felt justified in asking for further consid-
eration. Mrs. Phyllis Pesicka asked if Frederick
Nelson was the only facility to object to this parking
change. She stated she had talked to some people at
Luckys and Pay 'n' Save who felt some arrangements can
be made to accomodate shoppers who run in for groceries
and perscriptions. These two stores feel they lose
business during rush hours and would like to have a
time limit on parking in front of their stores. Mr.
Boys stated they are currently having a traffic study
conducted and this should be brought out at that time.
He stated we do try to keep everyone happy. MOVED BY
TRAYNOR, SECONDED BY SAUL, THAT ORD. #878 BE ADOPTED
AS READ.* Councilman Traynor asked Ron Mettler, Plan-
ning Commission Chairman, how many members of the Plan-
ning Commission were present at the meeting this pro-
posal was discussed. Mr. Mettler stated most if not
all of the members were present. Councilman Sterling
asked about the provision for employee's parking at
Longacres. Mr. Boys stated this will be for peak per-
iods only and the lot will accomodate 700 to 800 cars
during the month of December. We will provide securi-
ty and shuttle busses for the employees. Councilman
Gardner asked about the owners of the street going into
Longacres. Steve Hall, Public Works Director, stated
it belonged to the State Highway Department. Council-
man Gardner asked if this new store followed along with
the original concept of Southcenter. Mr. Boys replied
yes, the space had always been designated for a depart-
ment store. Councilwoman Davis stated she had contact-
ed Plyce Davis about parking problems and was told the
problems only occur on Saturdays and at Christmas time.
She stated she has also talked to citizens who do not
approve of reducing the parking. They have stated to
her that the reason they like to shop at Southcenter is
because of the parking available. If less parking is
available, these people say they would shop elsewhere.
Councilwoman Davis stated the ideal is the use of
busses but she does not feel this will come for many
years. We are not geared to bus traffic as much as we
should be. Also, this area of the County is not devel-
oped to its full stages yet. In another 20 years,
where will this leave Southcenter if the parking is re-
duced. She stated she is looking forward 20 years and
perhaps this is too far in advance, but she is sure the
business will be there in a strong way in 20 years.
She stated she would vote "No" on this ordinance and
she hoped in 20 years, others would see and thank her.
Mayor Todd read from the Planning Commission's recom-
mendation dated June 28, 1974 and signed by Gary Kucin-
ski, Planning Director. Ron Mettler stated the Plan-
ning Commission advertised and held its public hearing
on this matter and no one objected to reducing the park
ing ratio. We do not know who these people are who

take offense to this now. We cannot have input like
this after the fact if we are to function as the plan-
ning body and recommending body to the City Council.
Councilwoman Davis stated she understood this is frus-
trating to the Planning Commission not to have the in-
put and then to have the Council reverse a recommenda-
tion of the Commission. She stated however that she
felt this decision has to be made this way. Ron Mett-
ler stated he does not discuss Planning Commission bus-
iness over the phone; rather, he tells people to come
to the Planning Commission meetings to offer their
ideas or complaints. Ron Mettler asked Councilwoman
Davis to tell these people to come to the Planning Com-
mission meetings so that they might be better informed.
Councilman Sterling stated he was surprised that after
so many years, the parking would be changed so suddenly
Ron Mettler stated it is a known fact that in the future
we will be dictating the limited amount of parking ra-
ther than demand an excess of parking. This will force
coordination with transit. This is a nation -wide situ-
ation. Councilman Traynor stated he felt the stores
would not ask for reduced profit by reducing the park-
ing. Allied Stores must feel this will not chase any
potential customers away. Mayor Todd stated the point
is that Southcenter has provided an alternate solution
to parking scarcity during the Christmas rush so that
the number of available parking stalls will not change
during that time at all. The big thing we are looking
at is revenue are we going to turn down a potential
minimum of $150,000 per year with no change in parking?
Councilwoman Davis stated she felt the building could
be achieved with other methods, perhaps roof -top park-
ing some time in the future. Mr. Boys stated he is
looking ahead 50 years in long -range planning. The
shopping center industry as a whole feels 5 spaces is
desirable. He stated the parking at the Tacoma Mall
was reduced from 7 to 5.5 with no objections. The
Northwest is a desired spot for business and industry
and it will move in whether we like it or not so we
feel it is good business to take some protective meas-
ures, to provide additional facilities. It stated it
is very short ranged planning to deny this request.
Gary Kucinski, Planning Director, stated three weeks
ago, Council requested information about the plan for
compact cars, the increased service by Metro and the
circulation plan. He stated he wrote a memorandum
dated July 25 which thoroughly answered these questions,
He suggested that to reduce the ratio to 5 cars per
1,000 will not affect a significant change 90% of the
time. If you are opposed to reducing it to 5, then
5.5 is certainly a reasonable compromise. Again, he
suggested very strongly that 99.5% of the time, you will
notice no significant difference in the parking arrange-
ment at Southcenter. The Planning Commission has al-
ready reviewed this thoroughly and unanimously recom-
mended this reduction in parking at Southcenter.
MOVED BY STERLING, SECONDED BY TRAYNOR, THAT THE ORDI-
NACE BE AMENDED TO 5.5 SPACES PER 1000 SQUARE FEET OF
RENTABLE FLOOR AREA. Councilwoman Harris stated she
is bothered by the fact that not all of the parking will
be contained at all times at Southcenter. She stated
she would be in favor of the compromise at 5.5 provided
all the parking would be on Southcenter Corporation pro-
perty. Mr. Boys stated Southcenter would be leasing
the land for parking from Longacres. He stated there
are limits to what he can do with the Corporation's
money just as there are limits as to what the City can
do with its money. He stated deck parking costs approx-
imately $3,500 to $4,000 per car and therefore is not
economically justifiable. He stated he has been in this
business 23 years and does not feel competent enough in
the field to make the decision the Council is making

here tonight. We hire professional people to help us
in our decisions. He stated he does not know how the
Council can sit there and make these decisions on these
items of importance without any more expertise in the
field than he has. Councilman Sterling stated the Coun
cil had professional help in setting up Southcenter and
we are proud of that shopping center. Every year we
hear from developers that insist they must build in
some other way than what the City has set down in its
requirements because it is cheaper for the developer to
do it his way. We can only bend the rules so far, and
if we bend too far, we will not have the attractive
development down there. There is a point where we must
say "no Mr. Norm Seethoff stated the requirement of
6 cars per 1,000 was established 17 years ago with no
changes to date. The Urban Land Institute supports our
position. There is no real sound basis in the position
we now have of 6 per 1,000. Councilman Sterling stated
at Christmas time, all the room down there now will not
be enough. Mr. Seethoff agreed, stating that during
10 hours a year the parking will be over saturation.
But with the City of Tukwila, you do not require that
in all cases everything is built to maximum standards,
such as sewer construction based on a 100 year storm.
Councilwoman Harris stated Gary Kucinski has done an
admirable job in answering the Council's questions,
and the Planning Commission is to be commended for thei]
efforts on this. When the Council was presented this,
Councilman Johanson had asked for some plans and illus-
strations of traffic control. Mr. Boys indicated at
that time that these would be done by a professional
firm. This information still needs to come before the
Council and she suggested this question remain open
until this is received so that the Council may re -eval-
uate it at that time. *VOTE ON THE AMENDED MOTION,

Mayor Todd stated there was some misunderstanding among
the Council Members regarding the vote to approve the
proposed ordinance. City Clerk Shirlee Kinney restated
the Motion to approve Ord. #878 as amended. ROLL CALL
VOTE: 4 AYES GARDNER, TRAYNOR, STERLING, SAUL; 2 NOS
DAVIS, HARRIS. CARRIED.
MOVED BY HARRIS, SECONDED BY SAUL, THAT PROPOSED ORDI-
NANCE REGARDING GAMBLING BE BROUGHT BACK TO THE COUNCIL
TABLE. CARRIED. MOVED BY TRAYNOR, SECONDED BY SAUL,
THAT PROPOSED ORDINANCE BE ADOPTED AS READ.* Council-
woman Harris stated she received a copy of the City of
Renton's gambling ordinance. Perhaps the Council shoulc
hear comments from the audience now and then consider
placing the proposed ordinance into the Public Safety
Committee for further review by the Police Department
and comparison with ordinances passed by other cities
and King County. Mayor Todd asked Attorney Parker
where he got his information to draft this proposed ord-
inance. Attorney Parker replied he took the informatioi
from the Chief of Police, Mayor Todd and the Prosecut-
ing Attorney's office. Attorney Parker read a letter
addressed to Mayor Todd from Christopher Bayley dated
July 23, 1974. A copy of this letter is on file in the
City Clerk's office. Councilwoman Davis stated she is

not prepared to make a decision and would like to reviet
Renton's and King County's ordinances. Councilman Saul
stated he is not interested in Renton or King County
but only in the City of Tukwila. We are a City within
ourselves and are able to regulate our own gambling.
He stated he placed ads in the newspaper for people to
call him and give him their ideas on gambling in Tuk-
wila. The responses indicated people preferred gambling
in the form of bingo only. Councilman Sterling stated
had he been present at the meeting this was presented,
he would have asked to have this held back because the
Council was given no prior notice of it and did not
have input of the wording of the ordinance. Mayor Todd
stated gambling brings the requirement of more Police
surveillance. He stated his position is that until we
have more officers to take care of our existing pro-
blems, we cannot have gambling. He invited the Council
Members to come to City Hall, ask questions and provide
input to these things. The Council has not exercised
their responsibility to do that. Councilman Gardner
stated there is nothing to stop anyone from getting a
bingo license right now. Mr. Lopez had stated the lar-
gest number of problems are with bingo over other forms
of gambling. Mrs. Anne Altmayer stated any kind of
gambling is legal in Tukwila now and we must prohibit
what we do not want. Mayor Todd pointed out gambling
must be licensed through the State Gambling Commission
before it can operate here or anywhere else. Attorney
Parker stated this is an urgent matter. He suggested
the Council pass this ordinance now; if the Council
feels more should be allowed, they can amend it later.
If the City has a card room established, we will be in
a far different position than we are now. Councilman
Traynor stated he agreed that we need some regulation
at this point. This proposed ordinance is restrictive
to start out with as Attorney Bayley has suggested.
Last week, the Police Chief told us he did not care to
have gambling. Ella Woyvodich, owner of the Tukwila
Riverside Inn, stated there is a tavern which will have
gambling just outside of the City limits and Tukwila
Police are and have been answering calls to them.
Benny Woyvodich identified the tavern as the 19th Hole.
The City is surrounded by gambling and if you ban it,
you will be banning what is already in the Riverside
and the Whitehouse Tavern. The revenue the City will
receive from gambling is more percentage -wise than the
sales tax. Mayor Todd stated he felt the loss of reve-
nue from gambling was offset by far in expenses generat-
ed by the Police Department in order to regulate the
gambling. We are short of personnel now in the Police
Department. At some later date, relaxation of the
gambling might be considered and its revenue used for
extra officers and training. Benny Woyvodich stated
Chief Sheets stated last week that legal gambling has
created no problems. There is illegal gambling around.
Ella Woyvodich stated these people are allowed to work
in other Class H licenses in the City of Tukwila, but
not at the Riverside. She stated these operations are
at the Doubletree. She stated they took their licks on
topless dancing. The Council just agreed to go along
with the rest of the nation with 5.5 parking spaces.
The State and County have allowed gambling as well as
Renton are you going to turn around and not allow it
here when in fact it is going on only a few feet out of
the City limits? Has any Member of the Council found
out how Tukwila voted on SJR 5? She stated Christopher
Bayley has decided gambling should not be allowed. She
called the Gambling Commission today and was told a City
could regulate its own gambling with a population of
15,000 or more. She called Bayley's office and no one
knew. She called the Gambling Commission again and was
told it is an incorporated city of 1,500 people or more.

She stated all of you are sitting there without really
knowing the laws. Benny Woyvodich stated police pro-
blems were discussed when Mr. Lopez was present at the
last meeting. Mr. Lopez had stated they received over
200 complaints on non profit organizations and only 10
on commercial gambling. Councilman Saul stated we have
to look at the whole picture, the whole City and not
just two places on Interurban Avenue. If this becomes
legal in Tukwila, there will be hundreds of machines
instead of three. Councilman Sterling asked how much
involvement would be required of the Police Department.
Chief Sheets stated pull tabs will have to be inspected
for City licenses and taxes and this goes for punch
boards, too. The machines themselves will have to be
checked for the payoffs and generally inspected regular.

the games and equipment will have to be checked as well
as watching those persons playing. He stated the big-
gest population in King County, Seattle, is not going
with gambling. These are laws of moral judgments and
you will have to make that judgment for the City of
Tukwila. Chief Sheets stated his officers are not in-
volved in bouncing at the Doubletree; their primary
function is to patrol the hallways. Mrs. Anne Altmayer
asked if the ordinance is not passed and if various
places of business start gambling tomorrow, what re-
course does the City have to deny such activities.
Attorney Parker replied none. Mr. Rudy Regel stated
he had been present at the meeting last week and he
thinks this ordinance is in order. It is a good start
and it can be amended at any time. It should be passed
in his opinion. Ella Woyvodich stated each person stil]
must go through the Gambling Commission and acquire a
license from them to start gambling. Councilman Saul
stated we do not know who or how many have applied for
a license to operate in Tukwila. Mayor Todd stated
there is a card room application being applied for
right now. Chief Sheets stated there is a permanent
license issued for a punch board. There is one tempor-
ary license issued for a punch board. There is an app-
lication pending for a card room which has not yet been
issued. The first two machines are in operation and
we cannot collect taxes from them. Councilwoman Harris
stated this proposed ordinance does not distinguish be-
tween commercial and charitable bingo. She stated that
bingo is a form of gambling. It does not make sense to
say bingo is not gambling and something else is. Gamb-
ling is gambling, no matter who sponsors it or what
name you hang on it. This ordinance does not say char-
itable bingo only and she wondered if it might not be
discriminatory to restrict it to charitable bingo only.
Attorney Parker stated there is no necessity to spell
it out because it is all based on State law and he read
from the Session Laws, First Extra Session, 1973, Sec-
tion 218, Subsection F 2. There are also regulations
through the Internal Revenue Service. Councilwoman Har-
ris stated she did not see the harm in including these
laws by reference. Attorney Parker stated he did not
see the need for it. Councilwoman Harris requested
copies of Christopher Bayley's letter and model ordi-
nance and City of Renton's ordinance be distributed to
all Council Members. *ROLL CALL VOTE: 5 NOS

Mayor Todd read a letter signed by Ron Walker, Presidenl
and Ken Brush, Secretary, Local #2088 I.A.F.F. dated
August 1, 1974. Councilman Traynor stated we are now
in negotiations with them on a new contract and these
requests can be included then. MOVED BY TRAYNOR,
SECONDED BY SAUL, THAT PROPOSALS IN THE LETTER BE
REJECTED. CARRIED.
Steve Hall, Public Works Director, reviewed the history
with the City of Seattle and the process of figuring
overage charge and deficient storage capabilities.
The City of Tukwila can make arrangements with Water
District #75 for additional storage to supplement our
system. This concept was approved by the City Council
and by the Washington Futures program where a grant was
requested and approved. Councilman Saul asked if Water
District #75's specifications meet with ours. Steve
Hall replied yes. Chief Crawley stated there will be
sufficient water pressure with this arrangement with
Water District #75. Councilman Saul stated the water
pressure in McMicken Heights does not meet the City's
standards. Steve Hall stated that system was installed
before the area was annexed. The whole system would
have to be replaced in order to correct the problem.
Councilman Gardner stated the tie is on a pressure
valve, would we use it only when we needed to? Steve
Hall replied yes, it is a reversible meter. MOVED BY
GARDNER, SECONDED BY SAUL, TO ADVERTISE FOR BIDS FOR
INSTALLATION OF ONE 12" MAIN LINE COMPOUND METER,
VAULT, 12" PRV STATION AND FLOW MONITORING SYSTEMS AT
TWO (2) LOCATIONS AT 3 P.M. ON THURSDAY, SEPTEMBER 12,
1974 AT TUKWILA CITY HALL. CARRIED.
City Clerk Shirlee Kinney read a letter from Mr. and
Mrs. Clark McConkey dated August 8, 1974 and addressed
to members of the City Council and citizens of Tukwila.
A copy of the letter is on file in the City Clerk's
office.
Mayor Todd read the report of the Tukwila Civil Service
Commission's meeting of August 8, 1974 rejecting a
proposal of King County P.E.P. Fire Trainee program.
Councilman Sterling, Chairman of the Tukwila Ad -Hoc
Committee on the Foster Golf Course, stated there will
be a meeting of the Golf Course Committee Tuesday,
August 13 at 7:30 P.M. in the Council Chambers. He
stated this was to be on an advisory ballot. Council-
woman Harris stated September 20 is the last day to call
for a special election in conjunction with the general
election, but an advisory ballot may not be considered
the same as a special election. Councilman Sterling
stated an offer was made at $2 million but was turned
down by the owners. Mayor Todd stated he had not made
an offer of $2 million but had stated as a commercial
development, the Golf Course was not worth any more thar
that due to the new environmental laws. Councilman
Traynor stated that in fact no offer of any kind was
made, we only tried to negotiate. Mayor Todd stated he
would support any offer made by the Council up to $2
million. He felt the appraised value of $2.355 was now
out of line. Mrs. Phyllis Pesicka stated as a member
of the Committee, she felt the language used by Bill
Aliment as reported in the minutes of the negotiating

meeting was inappropriate and she felt the Committee
could not meet further with them until we contact their
attorney. Mayor Todd stated as a taxpayer in the com-
munity, the advisory ballot is a good idea, but the
Council has announced it will do as it pleases regard-
less of the results. He stated we could eliminate the
cost of the election by having the Council put all the
information together and mail it to all registered
voters. It is not possible to put all of this together
by September 20. Councilman Sterling agreed it is too
late. He stated buying a golf course is far down on
the list of priorities but it would be unfortunate if
the golf course were sold without the citizens saying
whether or not it should be purchased by the City.
Councilman Traynor suggested the Committee meet to put
together a mail out. Mr. George Hill stated the City
cannot pay more than the appraised price unless the
golf course if reappraised by the City. You should
state.- on your letter that the price will be a fair
appraised market value which is not known at this time.
Mrs. Anne Altmayer asked how old is the current apprais-
al. She stated the Aliments are determined to sell to
somebody. Do we need to rush on this right now? Mayor
Todd stated the appraisal was made in the Fall of 1972.
Councilman Sterling stated the community should know
what price we have to work with. The Committee would
like more information, too. Would the Council agree
to an offer submitted by the Committee? Councilwoman
Harris suggested that the Committee meet to prepare
a proposal for the Council which perhaps can be put on
the November ballot. She stated there is better con-
trol in the Election Department than with the letters
suggested earlier.
Councilman Sterling stated he hoped to set up another
meeting with Mr. McAdoo sometime this week. Mayor Todd
stated Mr. McAdoo is disappointed that the Council has
not contacted him for the purpose of giving him direc-
tion in what he is producing. He stated the Council is
sure to be shocked by what they will see. He stated
Mr. McAdoo has designed a $2.5 million 2 1/2 3 story
building for each site. Councilman Saul stated the
recommendations of the Planning Commission were very
clear in the Minutes.
Golf Course discussion Mrs. Anne Altmayer stated the question still is how
much. We know the Aliments want $2.9 million and two
years ago it was appraised at $2.355 million. Council-
man Sterling stated he would offer them no more than
the appraised value, if he were making the offer.
City Hall site Mrs. Nancy Moore stated she would not sit in her chair
discussion without contacting the architect if he were building
her a new home, she would be over checking on it from
time to time. Councilman Saul asked if any citizens
had been over to Mr. McAdoo's office. Mrs. Moore re-
plied what good does it do for the citizens to do that
when the Council has stated at the Council table that
they will have the last word. Councilwoman Davis state(
she had also requested the City Hall site discussion on
the Agenda. She stated it was not to the Council's
knowledge that Mr. McAdoo has been crying for the Coun-
cil to see his plans. She stated she has had difficul-
ty in getting to Mr. McAdoo's office. Mrs. Nancy Moore
stated if some Council Members have time to check on
meetings held in people's homes, they should have time
to see Mr. McAdoo. Mr. McAdoo was here at City Hall
last week for a meeting but due to a stupid argument
over Vouchers, the meeting was never held. Councilman
Sterling stated we should keep politics out of the dis-
cussion. He stated the City hired the architect, a

McAdoo to enable him to come up with plans to fit the
characteristics of the property. He has not yet pre-
sented these plans to the Council. It would have been
nice to go down to his office and look over the plans,
but we do not need to babysit the architect. MOVED

Council President Traynor asked for comments from
Police Chief John Sheets. Chief Sheets replied there

Council President Traynor read the July Investment
Report submitted by City Treasurer Mae Harris.
Steve Hall, Public Works Director, stated he preferred
the Council to have two work meetings and two regular
meetings per month. From the staff's standpoint, this
meeting schedule is a very frantic process. Councilman
Saul, Councilman Sterling and Fire Chief Crawley endors-
ed this idea. Councilman Sterling stated the time for
discussion during the work meetings is very important
and would cut down the time necessary at regular meet-
ings to take action and make decisions. Councilman
Traynor agreed, stating audience participation takes
a lot of time during the meetings as well. He felt
the Optional Municipal Code would give us more flexi-
bility to this problem with meetings. Councilman Sterl-
ing stated he objected to receiving Agenda packets on
Friday and having only the weekend to gather additional
information. With two work meetings in between, we
would have more time for research. City Clerk Shirlee
Kinney asked Attorney Parker how the work meetings
would be classified, special or regular. Attorney Par-
ker stated they would be regularly scheduled meetings
because the time and place would be fixed by ordinance.
These work meetings would be open to the public.
Councilman Saul stated he would like to thank everyone
involved and everyone who turned out to make Tukwila
Days successful this year. Mayor Todd concurred.
Councilwoman Davis stated she contacted Mr. Lewis at
the Seattle Fur Exchange in regard to what Kiwanis is
doing to raise funds for the Tukwila Aid Car. She
presented one of the miniature aid cars to be used for
donations and stated one would be placed in several
businesses. After the donation drive is over, the cars
will be given to needy children. Mayor Todd asked how
can we accept this money in donations for something we
do not intend to purchase? The Council has refused to
fund the $20,000 needed to purchase the aid car.
Councilwoman Davis stated she had called Council Presi-
dent Traynor last Monday and Tuesday to be excused be-
cause of illness. She stated during Tuesday's conver-
sation, Councilman Traynor had stated, "Then I won't
see you until Monday At Wednesday's meeting, only
Councilman Johanson was excused. She felt she did not

Councilwoman Davis stated she was disappointed in the
recent coverage in both the Highline Times and the
Record Chronicle. No one here is shrinking from res-
ponsibility or running away from their jobs. The paper:
certainly inferred something that was not intended.
Mrs. Viola Lutes announced a reception to be held for
Mr. and Mrs. George Sifert at the Tukwila Community
Club on Wednesday, August 14 from 1 to 5 P.M.
Mrs. Velma Lee announced the Bicentennial Concert in
the Park with Dixieland music and an Ice Cream Social
with homemade ice cream and lemonade. The date is
Sunday, September 1 at 2:00 P. M. in the Tukwila Park.
Mr. Jim Patton announced a meeting in his home on Tues-
day, August 13 at 7:30 P.M. of the Soccer Club. The
address is 13904 56th Place South.
Mrs. Anne Altmayer asked what progress has been made on
the Duwamish annexation. Mayor Todd stated he has in-
structed the staff to work on a comprehensive impact
report which will be presented to the Boundary Review
Board. This report will state how the people in the
area of the proposed annexation will be benefitted by
living in the City of Tukwila.
Mrs. Velma Lee stated the Bicentennial Committee would
like to borrow ice cream freezers from anyone who has
them.

Attorney's function is in this town and what he had
done on behalf of the City in the last 30 to 60 days.

Councilman Gardner I heard that it was to be continued in October.
Well, there's no doubt that it was, but there's no
doubt in my mind that it has been won and the City is
opted out of it. Do you want the City to lose by
firing or causing the City Attorney to quit in the
middle of a law suit as a matter of fact?
Councilman Gardner I think they stand a better chance of winning.
Who are you going to get to represent the City? You
got anybody in mind? We've had some red hot ones
around here from way back when.
