SPECIAL MEETING CALL TO ORDER ROLL CALL OF COUNCIL MEMBERS DISCUSSION M I N U T E S 8 ?S Tukwila City Hall Council Chambers Mayor Pro Tem Traynor called the Special meeting to order at 7:40 P.M. and announced the purpose of the Special meeting to discuss the Council's 1975 Budget proposals. Mayor Pro -Tem Traynor appointed Council- woman Harris as Clerk Pro -Tem of the meeting. GARDNER, STERLING, TRAYNOR, HARRIS, JOHANSON. Mayor Pro Tem Traynor explained Councilman Saul and Council- woman Davis were out of town. 1975 Budget Mayor Pro Tem Traynor reviewed briefly the July 31, City Council 1974 Budget report for year -to -date funds. Councilman Gardner stated the Council has a clerk who is paid time and one -half to do the City Clerk's job and that the City Clerk should be doing the Minutes. Councilwoman Harris explained that the recording secretary works in the City Clerk's office for 40 hours each week and that the time she spends at the Council meetings is paid for out of the Council's Budget at time and one -half. She offered some sug- gestions regarding the part -time secretary for the Council. Councilwoman Harris stated the Council should hire a person to fill the part -time position of clerk for the Council and this person should be responsible to the Council and under the direction of the Council President. There are other duties this person could perform for the Council along with the transcription of the Minutes of the meetings. She suggested someone from a local high school or college might be interested and could perform some of the work at home. The Council has a need for someone like this and we should start interviewing applicants, make our selection and recommendation to the Mayor. Council- man Sterling stated he felt it was not necessary for two persons to cover the City Council meetings and it would not be mandatory for our part -time person to attend the meetings. Councilman Johanson stated he felt the City Clerk is responsible to take the Minutes but that someone else could transcribe them, repro- duce them and distribute them. The City Clerk should check them over, but he stated he wanted to make this as simple as possible and to not take any more time of the City Clerk than is necessary. Councilwoman Harris stated she intended this person to take direc- tion from the Council and not from the City Clerk. The Council should have some kind of job description prepared. Discussion followed on supervision of time and work load of the part -time secretary and on how communication with him or her would be accomplished. Mayor Pro Tem Traynor suggested this topic for another time and get back to discussing the Budget. Mayor Pro Tem Traynor stated the office supplies account is overdrawn at this time and he suggested budgeting $500 for next year. The Council concurred. The professional services account was discussed. Coun- cilwoman Harris had suggested the services of a parla- mentarian for the Council and use the professional services account for that expense. Councilman Sterl- ing and Councilman Johanson felt the account was not enough for next year; Councilman Gardner suggested increasing the fund to $3,000 and Councilman Johanson suggested $5,000. Mayor Pro Tem Traynor suggested the Council either attend classes being offered in parla- mentary procedures or hold a class as a special meet- ing here at City Hall. Councilman Sterling stated the professional services fund should be increased in the event of the City Attorney quitting. Mayor Pro Tem Traynor stated any expenses of that sort would come out of the general Budget for the services of the City Attorney. Councilman Sterling stated the Council has had to use the services of the Association of Washington Cities quite frequently this year and if things continue, we will have to use them next year and may have to have another attorney's opinion on some matters. It was agreed to budget $5,000 for the Council's professional services. Councilwoman Harris also discussed the subject of research intern for the Council but was not sure the program was still underway at the University of Washington. The Council's transportation funds were discussed. Councilwoman Harris stated she would like to be able to attend more of the meetings and conferences avail- able to Council Members in order to be better informed. The Council agreed the amount now budgeted was suffi- cient for next year. The miscellaneous account was discussed and Mayor Pro Tem Traynor suggested this account be doubled to $50. Mayor Pro Tem Traynor announced the total proposed Council budget amounted to $12,633.00. Mr. Ed Bauch asked about a raise in Council Members' salaries. Mayor Pro Tem Traynor stated the Council by ordinance can increase the salaries which would be granted to the Council in 1976. The present Council cannot raise its own salary. Mr. Bauch stated he felt the salaries should be raised on a year -to -year basis in order to keep up with the escalating costs and suggested something along the lines of per diem pay. Councilman Sterling stated the Council in 1976 should get a higher salary. It was noted that an ordinance to amend the budget would have to be adopted before August, 1975. Councilman Johanson stated he had always felt the pay was more a matter of an honorari- um than an economic factor of the job, but the last six months have changed his feelings somewhat. Mr. Bauch stated this should be taken care of immediately and that the people cannot expect a free ride from their public officials any longer. The Council agreed the paperwork should be taken care of in time to in- crease the salaries of the Council in 1976. ADJOURNMENT MOVED BY JOHANSON, SECONDED BY HARRIS, THAT THE 8:20 P.M.
