Traffic Calming
ISSUE
Follow up on the current requests for enrollment in the City's Traffic Calming Program.
BACKGROUND
Over the past several years, the City has received numerous requests for traffic calming
treatments on local streets throughout the City. In order to address these neighborhood
concerns, staff was directed to develop and begin implementing a Traffic Calming Program. A
Traffic Calming Program was approved by the Transportation Committee in June 2005. This
program was customized to meet Tukwila's needs for a user-friendly, flexible program; but
one that also provides st~cture, guidance and thresholds to ensure that limited funds and
staffing were appropriately utilized.
As part of the program development, the area surrounding 37th Avenue Sand S BOth Street
agreed to participate as the City's pilot project. Due to limited resources and the opportunity
to resolve much of the neighborhood concerns with the TIE Phase II project, no additional
traffic calming measures were explored beyond the closure of the 37th Avenue S/TIB
intersection.
In March 2008, the Transportation Committee was briefed on the status of the traffic calming
program and was presented with the list of requests. The Transportation Committee requested
that staff perform a quick review of the requests against the enrollment criteria and report back
with the findings.
ANALYSIS
At this time, staff has 22 requests for traffic calming, as shown on the attached matrix. Staff
first conducted a quick review of the requests against the criteria for enrollment and verified
contact information. The criteria used to determine whether a location is eligible for
enrollment is as follows:
. Speeding: If 15% of the motorists travel at 10 mph or more above the posted speed
limit.
. Volume: If the volume for local streets is less than 3,000 vehicles per day and residential
collectors are less than 7,000 vehicles per day.
. Traffic Accidents: Three or more in one year for local streets and residential collectors.
Additionally, if no contact information was made available, it was used to rule out eligibility of
the request. This step is necessary since the Traffic Calming Program enrollment requires a
contact person.

Of the 22 requests, 8 were eliminated due to no contact person being listed. Once the first level
of screening was made, staff then collected some basic data, including the following:
. Accident occurrences
. 24 hour volume data (where
available)
. Roadway classification
. Actual speeds and posted speed
limits
. Sidewalk presence
After the data was analyzed, it was determined that seven additional requests did not meet the
minimum criteria. Two requests were determined to not be traffic calming issues and one was
under the jurisdiction of the City of SeaTac. The pilot location of 37th Avenue S and S BOth
Street remains active at this time. The request at S 141 st Street and 34th Place S, has not been
ruled on due to missing speed data. The last request shown on the matrix is a forthcoming
application of which analysis has not been performed.
The location which clearly meets the criteria for enrollment in the Traffic Calming Program is
42nd Avenue S, from approximately S 160th Street to Southcenter Blvd (S 154th Street).
