STERLING, TRAYNOR, SAUL, JOHANSON Councilman Johanson mentioned that LID #22 had been tabled. He stated that requirements on lighting was a problem. Council members felt Steve Hall, Public Works Director, should be able to give more information. Marine Safety This tabled item from last meeting was discussed. It Division was decided to have Fire Chief Crawley attend next meeting and offer suggestions. City Hall Council President Traynor suggested the Council consider site and leasing leasing office space for the period of time it will take alternatives to get a City Hall building of our own. Councilman Saul volunteered to check with Don Koll. ADJOURNMENT MOVED BY STERLING, SECONDED BY JOHANSON, THAT THE MEETING 7:50 P.M. TUKWILA CITY COUNCIL Tukwila City Hall COMMITTEE OF THE WHOLE MEETING Council Chambers M I N U T E S CALL TO ORDER Council President Traynor called the Committee of the Whole meeting to order. GARDNER, STERLING, TRAYNOR, DAVIS, SAUL, JOHANSON 7? LID r22 Steve Hall, Public Works Department, stated the State electrical inspection was required. There has been no change. Fire Chief Crawley stated he would write a letter regarding this item and advise the Council members. He stated he would be unable to attend the Council Meeting as he had another meeting to attend. He felt the Marine Safety Division should go to Police Department and part to Fire Department. It was proposed that this letter be put on the agenda as it will change the Ordinance. Councilwoman Davis asked if it would be left in readiness at all times if put in the two Departments. They are unable to work out the details at this time, that is why it is divided between the two departments. Ed Bauch stated that he read in the newspaper that Council Meeting would on specified Mondays, and if that Monday was a holiday, it would be held the next night on Tuesday. Council President Traynor replied that the information was in respect to the Council Meetings and the Committee of the Whole Meeting mild be held on second and fourth Mondays of the month, regardless of holidays. Steve Hall stated that a grievance procedure had been settled recently. He stated accurate job standards would have been helpful in those proceedings. Council President Traynor stated that the up- dating of job descriptions is needed and the present descriptions came from another city and are obsolete, and do not apply to the man doing the job. Councilman Saul stated that the job descriptions should be given back to the Departments and updated, also the pay should be separate from the job description. Steve Hall stated City must have guide lines from Board of Health on City sewer disposal. The Board of Health must approve, as well as the local Boards of Health. We need an ordinance delegating this to King County Board of Health. The guide lines will be minimum requirements. In the meantime we can prepare an ordinance. Regarding LID 4'24 for the water disposal sewer service for the north end of Tukwila, Steve Hall stated bids were 50 percent over the estimate. The assessments will go up approximately 50 per cent, although 70 per cent of those involved are in favor. He would like to go ahead and ask these people who are involved to come to the Council Meeting and show they are interested. Letters should be written to the owners so they can be aware of the situation. Council President Traynor stated that he understood that some small land owners wild be excluded. Steve Hall stated that was correct. Councilman Gardner asked about a public hearing on the matter of assessments. Steve Hall answered that there will be an assessment hearing but we may as well wait until we can hear from the land owners. Councilwoman Davis asked where the pump station would be located. Steve Hall replied it would be located in area of intersection of Interstate 5 and Interurban Avenue. A lift station is recommended. It is recommended amending the Comprehensive Storm Drainage Plan. Councilman Johanson asked if it would be able to hold capacity. Cost would be $110,000. Councilman Sterling asked when the meetings will come up and if they would be at staff level. Steve Hall stated they would be at staff level and with developers. Steve Hall proposed the renting of a building for City Hall while waiting for building of permanent nature. He suggested Don Koll Building by the river. He presented sketch of building showing placement of offices and how space could be utilized. He stated the building contains 16,449 square feet and can be rented on a five year lease at rate of $6.75 if they furnish janitorial service or $6.25 square foot if City provides janitorial senate. They will put up walls for offices and public rooms as requested, excluding a holding room for Police Department jail and vault. There is room for expansion and can be moved into by February, 1975. The Police Department would have double the space they have now. Ed Bauch asked about utilities. Steve Hall replied that the price would include utilities such as water, sewer, heat, lights, and janitorial service. Telephone service is not included. Council President Traynor gave the assignment to Steve Hall to obtain final details and Council will continue the discussion later. Ed Bauch asked regarding the contract the City has with the architect, Mr. McAdoo, will he have to be paid if the City leases the building and does not build a City Hall at this time. Council President Traynor answered that architect will have to be paid for work he has done to date. Mr. Bauch then asked if the City has a binding contract with architect. Council President Traynor stated that it would be at least two years before building of City Hall could be started. Council President Traynor asked that copies of the architects contract be brought to the next work meeting. Mr. Bauch stated that The Boeing Company has one building that is quite large they �.l l l wi He asked again if City is obligated to architect. Councilman Johanson stated City is obligated to architect only if City builds a building. Council President Traynor stated he would like a schedule of committee meetings from members of the Council so he will know when meetings are being held.
