Mechanical - General Requirements
1412 Controls
1412.1 Temperature Controls: Each system shall be prodded with at
least ore temperature calyd device. Each zone shall be cmtrdled by
Indvdual ihermastalic cmirds responding to temperature within the zone.
At a minimum, each floor d a buildng shall be considered as a separate
zone,
1412.2 Doadband Controls: When used tocaird bdh comfort healing
and cooling, zone thermostatic contrds shall be capable d a deadband d at
least 5 degrees F within which the supply d healing and coding energy to
the zone Is shut df a reduced to a minimum.
Exceptions:
1. Spacial occupancy, special usage, a cods requiremers where
deadbarxl contrds are rot appropriate.
2. Buildings complying with Section 1141.4 , if In the prcpaed
bUldirg energy analysis, healing and coding
thermostat selpoiris are set to the same temperature
between 70 degrees F and 75 degrees F Inclusive,
and assumed to be constant thrcughail the year.
3. Thermostats That require manual changeover between heating
and coding males.
1412.3 Humidity Controls: If a system is egUppedwilh a means for
adding mdsture, a humidistat shall be provided.
1412.4 Setback and Shut -Off: HVAC systems shall be equipped with
aUanatic centrals capable d accomplishing a reduction d energy use
through ccntrd setback a equipment shUdosn tiring periods d non -use
a alternate use c( the spaces served by the system. The a lamatic calyds
shall have a minimum seven-day ciock and be capable d being set for
seven dfferert day types per week.
Exceptions:
1. Systems senAng areas which require cmlirwous cpaalim at the
same temperature setpdrl.
2. Equipment with full Toed demands d 2 kW (6,826 Btu'h) a less

1412.4.1 Dampers: Outside air makes, exhaust atlels and retie( cutlets
serving cuxditicned spaces shall be equipped with dampers which close
automatically when the system is df a upon paver failure. Stair shaft and
elevates shaft smoke relief openings shall be equipped with normally open
dampers. The campers shall remain closed in atonal operation until
activated by the fire alarm system a ether approved smdw detection
system.
Exceptions:
1. Systems serving areas which require continuous operation.
2. Cantxstim air intakes.
1412.5 Heat Pump Controls: Unitary air coded heat pumps shall Include
microprocessor controls that minimize stsplemental he use during
start -up, sal -up, and defrost con :Mims. These cairds shall anticipate
need fa heat and use canpnessim heating as the first stage cf heal.
Conirds shall indicate when supplemental healing Is being used through
Msual means (e.g., LED Indca/as).
1412.6 Combustion Heating Equipment Controls: Combustion heating
equipment with a capacity over 225,000 BtuTh shall have modulalIng a
staged comtxstlan catrd.
Exceptias:
1. Bdlers.
2. Radart Heaters.
1412.7 Balancing: Each airsupply cutlet a air or water terminal device
shall have a means fa- balancing, Including but not limited to dampers,
temperature and pressure test connection and balancing valves.
1413 Air Economizers
1413.1 Operation: Air ocaxmizers shall be d atlorratically modulating
outside and return air dampers to prodde 100 percent d the design supply
alr as Wei de dr to reduce a eliminate the need fa mechanical coding.
1413.2 Control: Air economizers shall be cairdled by a cantrd system
capable d determlring if culside alr can meet part a all d the building's

1413.3 Integrated Operation: Buitding Heating Energy: Pin

additional mechanical coding Is required to meet the remainder d the

1414 Ducting Systems
1414.1 Sealing: Duct wak which Is designed to operate at pressures
above 1/2 lnch water cdurm static pressure shall be sealed in accordance
With Standard RS -18. Extent d sealing required is as fdtays:
1. Static pressure: 1/2 inch to2Inches; seal transverse jdnts.
2. Static pressure: 2 inches to 3 inches; seal all transverse joints
and lalgitudnal seams.
3. Static pressure: above 3 inches; seal all trarsversejdnts,
lagitudinal seams and duct wall penetrations.
1414.2 Insulation: Ducts and plenums that are castructed as part d the
building envelope shall meet the requirements d Chapter 13. Other ducts
and plenums shall be thermally insulated per Table 14-5.
Exceptions:
1. WIthn the HVAC equipmert.
2. Exhaust air ducts nd subject to condensation.
3. Exposed ductwork within a space that serves that space aiy.
1415 Piping Systems
1415.1 Insulation: Piping shall be themnalty Instated In accordance with
Table 14.6.
Exception: Piping installed Within unitary I-WPC equipment.
Water pipes outside the conditioned space shall be insualed In
accordance with Washington Stale Plumbing Code (WAC 51.26)
1420 SIMPLE SYSTEMS (PACKAGED UNITARY EQUIPMENT)
1421 System Typo: To qualify as a simple system, systems shall be me d

heating, cooling a bdh, and require arty external
connection to duct wok and energy services.
b. Air coded, constant volume split systems, which prodde heating,

c. Healing arty systems which have a capacity cf less than 5,000
cfm a which have a rrmimum outside air supply d
less than 70 percent d the trial alrcirculatim.
All dher systems shall canply with Sections 1430 through 1438.
1422 Controls: In aciillan to the carird requirements in Section 1412,
where separate healing and coding equipment serve the same temperature
zone, thermostats shall be interlocked to prevent simultaneous heating and
coding.
1423 Economizers: Ecmcmizers meeting the requirements d Sectlm
1413 shall be installed on packaged rod top fan-cooling units having a
supply capacity of greater than 1,900 cfm a a trial coding capacity greater
than 54,000 Btuth.
The trial capacity d all units without ecalanizirs shall not exceed
240,000 Btu'h per buildirg.
1424 Separate Air Distribution Systems: Zanos With special process
temperature requirements and/or humidity requirements shall be served by
