M I N U T E S
Mayor Todd led the Pledge of Allegiance and called the
meeting of the Tukwila City Council to order.
GARDNER, TRAYNOR, SAUL, JOHANSON. MOVED BY TRAYNOR,
SECONDED BY GARDNER, THAT COUNCIL MEMBERS STERLING,
DAVIS AND HARRIS BE EXCUSED. CARRIED.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT TRAYNOR BE
EXCUSED FROM VOTING ON THE MINUTES OF SEPTEMBER 26 AND
OCTOBER 7, 1974 DUE TO HIS ABSENCE FROM THOSE MEETINGS.
CARRIED. Mayor Todd stated the Motion to be excused
from voting on Council Minutes due to absence is contrary
to the new Council Procedures ordinance. MOVED BY
JOHANSON, SECONDED BY TRAYNOR, TO APPROVE MINUTES OF THE
SPECIAL MEETING OF SEPTEMBER 26, THE REGULAR MEETING OF
OCTOBER 7, THE COUNCIL OF THE WHOLE MEETING OF OCTOBER
14 AND CONTINUED COUNCIL OF THE WHOLE MEETING OF OCTOBER
15, AND THE AGENDA MEETING OF OCTOBER 17, 1974 RECOGNIZ-
ING COUNCILMAN TRAYNOR'S REQUEST. CARRIED.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE BILLS BE
ACCEPTED AND WARRANTS BE DRAWN IN THEIR RESPECTIVE

PETITIONS, COMMUNICATIONS, APPEALS AND SIMILAR MATTERS
Councilman Traynor read a letter dated October 15, 1974
addressed to the Council from Fire Chief Hubert Crawley
recommending the division of responsibilities of the
Marine Safety Division and its equipment. Councilman
Traynor suggested this matter be turned over to the
Steve Hall, Public Works Director, read his letter dated
October 16 addressed to Council President Traynor regard-
ing bid award to Tri -State Construction, the low bidder,
and regarding the indications of approval of the proper-
ty owners involved with the improvement. He stated the
Final Assessment Roll hearing will be held at the end
of the construction period. Mr. Warren Neuroth, Mr.
Ted E. Gusa and Mr. Robert Oldright, all present in the
audience, spoke in favor of the LID. Steve Hall read a
letter dated October 21 signed by Mr. Frank R. Lindell
of F. R. Lindell Associates stating their desire to
proceed with the LID. He stated Mr. Donald Mostell is
the only property owner not in favor of the improvement
due to the increased cost. MOVED BY TRAYNOR, SECONDED
BY SAUL, TO CONCUR WITH THE RECOMMENDATION OF THE PUB-
LIC WORKS DIRECTOR AND AWARD THE BID TO TRI -STATE CON-
STRUCTION, INC., THE LOW BIDDER. CARRIED.
MOVED BY TRAYNOR, SECONDED BY JOHANSON, TO AMEND THE
AGENDA TO INCLUDE CALL FOR BIDS FOR SO. 180th STREET.
CARRIED. Steve Hall briefly explained the project add-
ing that he could not receive concurrence through the
necessary State and Federal agencies at this time. He
suggested the matter be discussed again at the next reg-
ular meeting.

County communication Councilman Traynor read a letter dated October 16, 1974
re: annexation from King County Councilman Tom Forsythe addressed to
County Executive John Spellman stating it has been the
policy of King County to provide "information, data and
all pertinent facts which might assist the residents of
the area to be annexed and those of the municipality re-
questing the election to determine their approval or
disapproval." He recommended the Council not change this
policy of long- standing. Mayor Todd stated the Council
has since changed their position since the letter was
written.

Mayor as an administrative function, that he should meet
with the Departments involved and submit their recom-
mendation to the Council. MOVED BY TRAYNOR, SECONDED BY
SAUL, TO REFER THE MATTER TO MAYOR TODD TO MEET WITH
CONCERNED DEPARTMENTS AND REPORT TO THE COUNCIL. CARRIED.
Councilman Saul read his replies to the several South
center businesses requesting additional Police protec-
tion on the Mall. Councilman Saul then read replies to
those businesses from Mayor Todd.
Councilman Gardner read a letter dated October 11, 1974
to Mayor Todd from Mr. Peter W. Hildebrandt advising
that the City's request for grant increase for E.P.A.
projects had been approved.
Councilman Traynor read a letter from Richard Hunt,
Recreation Director, dated October 18, 1974 requesting
use of Revenue Sharing funds for Park programs and
equipment. He then asked City Clerk Shirlee Kinney to
review her letter to the Council dated October 18, 1974.
Shirlee Kinney reviewed the synopsis of Revenue Sharing
revenues and expenditures. MOVED BY TRAYNOR, SECONDED
BY SAUL, TO REQUEST ADMINISTRATION TO SURVEY THE BUDGET
FOR FUNDS TO GRANT THE REQUEST OF $3,500 FOR THE PARKS
DEPARTMENT. CARRIED.
Councilman Traynor requested the Department Heads to
review their personnel and update their job descriptions
to comply with the jobs their people are actually doing.
These revised job descriptions will be presented to the
City Council upon completion for adoption. Mayor Todd
stated he would direct a memo to the Departments.
Mayor Todd read a letter dated September 11, 1974 address
ed to City Clerk Shirlee Kinney regarding changes in the
license fee due date and late penalty. The letter stated
the annual license fee shall become due April 1 instead
of January 1 of each year and that the 1974 licenses will
be in effect until April 1, 1975. The penalty fee has
been amended to the sum of $10 on all applications re-
ceived after April 30 and the sum of $25 on all applica-
tions received after June 30 of each year.

ORDINANCE BE READ. CARRIED. Attorney Parker read pro-
posed ordinance accepting donations for the Fire Depart-
ment aid car. MOVED BY JOHANSON, SECONDED BY GARDNER,
THAT ORD. #893 BE ADOPTED AS READ.* MOVED BY JOHANSON,
SECONDED BY GARDNER, TO AMEND THE MOTION TO INDICATE
ORDINANCE IS APPROVED BY THE COUNCIL ON DATE OF OCTOBER
21, 1974. *CARRIED, AS AMENDED.

ORDINANCE BE READ. CARRIED. Attorney Parker read pro-
posed ordinance amending Chapter 19.36 of the Tukwila
Municipal Code by adding thereto a section authorizing
the Building Director to issue citations to violators.
MISCELLANEOUS AND FURTHER AUDIENCE COMMENTS
MOVED BY TRAYNOR, SECONDED BY GARDNER, THAT PROPOSED
ORDINANCE BE READ. CARRIED. Attorney Parker read pro-
posed ordinance fixing the amount of tax levies necess-
ary to raise funds to meet the estimated expenditures
for the year 1975 as required by R.C.W. 84.52.020;
authorizing the City Clerk to certify such budget or
estimate of the amount to be raised by taxation on the
assessed valuation of the property located within the
City of Tukwila, Washington. City Clerk Shirlee Kinney
recommended the Council establish emergency provisions
for this ordinance because of the October 30 deadline
to file it with the King County Council. MOVED BY
JOHANSON, SECONDED BY TRAYNOR, THAT PROPOSED ORDINANCE
BE READ A SECOND TIME BY TITLE ONLY DUE TO ITS EMERGENCY
CLASSIFICATION AS DISCUSSED.* Councilman Traynor asked
what next year's millage rate will be. Mayor Todd
stated it is down 1/2 mill from this year and the City
is using the maximum rate. *CARRIED. Attorney Parker
read proposed ordinance by title only as amended.

BE ADOPTED AS READ AND AMENDED AND TO SET THE DATE OF
ADOPTION AS OCTOBER 21, 1974. CARRIED.
Councilman Traynor noted the absence of the City Treas-
urer Mabel Harris and read the September report of
investments with accompanying cover letter dated October
18, 1974.
MOVED BY TRAYNOR, SECONDED BY JOHANSON, TO HEAR AUDIENCE
COMMENTS BEFORE CONSIDERING POLICE GUILD CONTRACT.
CARRIED.
Mr. Ed Bauch requested an amendment to the October 15,
1974 Minutes on Page 900 changing "will lease." to "are
leasing." MOVED BY TRAYNOR, SECONDED BY SAUL, TO AMEND
THE MINUTES ACCORDINGLY. CARRIED.
Councilman Traynor announced Mr. Ed Stroming will be
present at the October 28 Council of the Whole meeting
at 7:30 P.M. in the Council Chambers to lecture on par-
liamentary procedures. He stated the public is welcome.
He stated this meeting will fall on a holiday for the
City but the procedures ordinance makes no provision for
deviation from the Monday night meetings.
MOVED BY TRAYNOR, SECONDED BY JOHANSON, TO ADJOURN TO
EXECUTIVE SESSION. CARRIED. Mayor Todd called the
meeting back to order with all Council Members present
as previously listed.
