M I N U T E S
Council President Traynor called 'the Committee of the Whole
Meeting to order.
GARDNER, STERLING, TRAYNOR, DAVIS, HARRIS, SAUL, JOHANSON.
Steve Hall, Director of Public Works, directed letter to
Council President Traynor requesting the Council to consider
payment of professional services for LID 20, and since LID 19
will be coming up at a later date, consider resolution for it
at same time. He requested that this item be on the agenda
of the next Council Meeting.
Steve Hall, Director of Public Works, presented letter requesting
that the matter of the transfer of funds to get the work
started be put on the agenda for next Council Meeting. Council
President Traynor stated that if the money is available, the
matter will be on the agenda for the next Council Meeting.
Leasing of City Hall Site Council President Traynor stated he thought the matter of
leasing a City Hall site should be discussed with the budget.
He felt that if the money is available to lease a building,
it should be set aside each year until the money is available
to build, rather than lease a building. Councilwoman Davis
agreed that it would be appropriate to discuss it at the time
the budget is considered and agreed with Council President
Traynor that it would be better to appropriate money each
year from the budget for a City Hall rather than lease one.
Ed Bauch from the audience stated that he had asked several
questions previously about the current expenses and what,
if any, money would be saved by leasing a city hall site.
Council President Traynor stated he would present the informa-
tion on current costs with present buildings. Councilman
Johanson stated there would be the expense of shifting opera-
tions to the new site, plus there would be the increased cost
of keeping up some of the buildings that are in present use.
Councilwoman Harris stated she was against leasing a city hall
site since the basic rent would be approximately $90,000 per
year and some of the others questions regarding expense of
taxes, maintenance, what we are paying in present quarters,
and what expenses would be paid in leased quarters are unknown
at this time. If it could be shown there would be considerably
reduced costs, it would be better to lease, but it appears it
would be better to put the money in the building fund for our
own building. Councilman Sterling concurred that it would be
better to build than rent.
Suggested revision of Steve Hall, Director of Public Works, stated he felt there
sewer structure charges should be a revision on the sewer structure charge that has
been on an individual basis. He suggested repealing the
ordinance and returning back to established charges. Council-
man Johanson stated that the past individual charge system
could probably be used in establishing a set rate plan.
Shorelines Master Program Councilwoman Harris proposed the question as to whether or not
the Council wants to adopt this ordinance before reconsidering
the Master Program. Councilman Sterling stated that the master
plan is good and is enforceable. Steve Hall, Director of
Public Works, stated that time is critical and Council Members
might ask Gary Kucinski, Planning Director, about the time
element. He stated it might be better to adopt it as is, and
then make changes at a later date. Councilman Johanson stated
he would like to see it adopted and then make necessary changes
as suggested by Steve Hall.

Preliminary Budget
Meeting Discussions
with Department Heads
Council President Traynor suggested that the Council might
have some Committee Meetings with Department Heads to discuss
the preliminary budget, and then present the outcome to the
Council as a whole. This would save time and discussion.
Councilman Saul stated he felt the Committee of the Whole
should meet with the Police Department. He stated if the
Committee meets with the Police Department, they should listen
but not commit the Council to any agreements. Councilwoman
Harris suggested that the Committees meet with Department
Heads and then make recommendations to Council about matters
and information they have discussed. Councilman Sterling
felt it was nice for each committee member to be acquainted
with the Department Heads of their committee. Councilwoman
Harris requested that Norma Booher, Recording Secretary for
the City Council, be present at the committee meetings to
record minutes and circulate the information to other Council
members, as time is needed to study minutes of the various
committees. Hubert Crawley, Fire Chief, stated that any
cuts in their budget would be unfavorable, but it would be
good to know what they will have to work with, and reasons for
any cuts in their budget. Steve Hall, Director of Public
Works, stated he would be out of town on November 20, 21, and
22 so would not be available for any meetings on those dates.
Council President Traynor stated he would like the chairmen
or chairwomen of the various committees to set the time and
place of their meetings with Department Heads to consider the
preliminary budget, so others can attend if they wish to.
The Public Safety Committee Chairwoman Davis slated she
would like to have her committee meetings on the first and
last Tuesday of each month at 7:30 P.M. The Community Affairs
Chairwoman Harris would like to have her meetings on the
first and third Wednesdays at 5:30 p.m. The Public Works
Committee Chairman Gardner would like to have his meetings
the first and third Thursdays at 5:00 P.M. The Finance
and Personnel Committee Chairman Johanson would like to have
his meetings on the first Tuesday of the month at 5:30 p.m.
Councilman Sterling stated he would be willing to meet any
time that is convenient, but he did not feel the committee
members should have to take time off from work if they
cannot get to the committee meeting on time due to unexpected
delays on the job. Councilwoman Harris stated she felt
that 24 hours notice to the other members of the committee
would be acceptable, and then have the change of date or time
posted would be fulfilling the requirement of the resolution.
Councilman Gardner stated there was not a requirement to
advertise a 3 Council Member Committee Meeting. Councilwoman
Davis stated the posting would make it possible for a fourth
Council Member to be present, if they desired. Council
President Traynor requested the preliminary budget Committee
Meeting schedules and Councilman Gardner stated he would like
the Public Works Committee to meet with Steve Hall,
Director of Public Works on November 19, 1974 at 5:00 P.M.
at the Annex. Councilwoman Davis stated she would like to have
her meeting on the Public Safety Committee on Tuesday,
November 12, at 7:30 P.M. at the Fire Station. Council
President Traynor suggested that if there are any problems
as to whom should attend the meetings to consider the prelim-
inary budget, that the meeting notice be posted on the
bulletin board so those concerned may be aware of the meeting.
Councilwoman Harris requested her Community Affairs Committee
be scheduled for November 20, 1974 at 7:00 P.M. Councilwoman
Davis requested a meeting with the Police Department on
November 21, 1974 at 7:30 P.M. at the Fire Department (Training
Room).

President Traynor stated the City needs an ordinance regarding
gambling so they may start collecting revenue on it, or
gambling should be prohibited. Mrs. Eleanor McLester from
the audience stated the City needs a gambling ordinance. The
recent election returns from the Tukwila area appears to be
favorable to gambling. Councilwoman Davis stated that it
was not the apartment dwellers, but rather single resident
precincts that favored the gambling bill. Phyllis Pesicka
from the audience stated she worked at the polls in
Precinct 10 and of the 390 registered voters, 300 were
apartment dwellers. Ed Bauch from audience stated that when
the returns by precinct (Statewide) are available it will
reflect the areas favoring gambling. Councilwoman Harris
stated she had unofficial results of recent election at her
home and asked to be excused to get it.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE MEETING RECESS.
CARRIED. Council President Traynor called the meeting back
to order with all Council Members present as previously listed.
Councilman Johanson suggested that the Cities of Renton and
Kent be contacted and a copy of their gambling ordinance be
obtained and studied. He further stated he believed there
was a breakdown by the City of Renton on the tax they were
receiving from the gambling ordinance. Janelle Baldwin from
the audience stated she was against the gambling ordinance
for the City of Tukwila due to personal experience in her
family. She stated that if gambling were legal, young
people and those not strong enough to resist would lose their
pay checks and their wives and children would suffer.
Eleanor McLester from the audience stated that the Renton
Chronicle dated November 6 stated that Renton had received
$6,000 in taxes from gambling. Ella Woyvodich stated
the race track is very close and those who want to gamble can
go there, also the shops of Southcenter lure those who want
to buy, and homes suffer. Ed Bauch from the audience stated
he had voted against gambling in recent election, but in view
of the way Tukwila had voted in favor of gambling, he felt
that if gambling is allowed, the City should be getting the
taxes from it. Council President Traynor stated that the
Finance Committee will look into the above mentioned
ordinances and present a recommendation.
Councilman Johanson stated he would like to have a clear
understanding as to what is going to be accomplished in these
work meetings. Council President Traynor replied that this
was the time that each Council Member could talk about
anything they would like to discuss. Councilman Johanson
wanted to know how closely the meetings would stick to an
agenda, and he thought it would be a good opportunity to get
some good discussions. He continued that he thought the Council
should not be bound by an agenda, or have a formal agenda, but
be able to bring up any subject that happened to come in that
day and needed to be discussed. He felt it was a good idea
to have a tentative agenda, so the public will know some of
the things to be discussed. Councilwoman Davis agreed with
this thought. Council President Traynor agreed that this was
the purpose of the Work Meeting.
Councilman Sterling requested that the recommendation of
Foster Golf Course Ad Hoc Committee be put on the agenda for
the next Council Meeting. Council President Traynor stated
it would be on the agenda.

Council President Traynor read a memorandum from Mayor Todd
suggesting that the city van be operated as a bus for use of
the public until Metro busses are operating. Councilman
Sterling stated he thoughtthe City Attorney's opinion should
be sought with respect to insurance, legality, liability, etc.
Councilwoman Davis expressed the feeling that it would be
going against the striking union to operate the van as a bus.
From the audience, Mrs. McLester stated she thought it would
be a good idea for the city van to operate and keep track of
how many use the bus and what hours of the day it is used.
Councilman Saul stated that during a recent bus strike in
Seattle, the city ran a free bus during the strike for
shoppers, and if Southcenter would like to do the same they
could. Janelle Baldwin from audience stated that she rarely
used the bus as schedules are too sketchy. Mr. Robinson
from audience stated that Mrs. Holloway likes to make surveys and
reports and she may already have the information that is desired.
Council President Traynor stated that he would try and get
an opinion on the matter. Councilwoman Harris stated that
the city van is used as a recreation van for the Parks
Department and she wondered to what extent it would interfere
with its purpose for that Department if it was used as a bus.
Councilman Saul stated that the City of Tukwila was not the
only city inconvenienced by the strike. Mrs. Baldwin from the
audience suggested that the bus be used for the public when
it is not being used by the Park Department and just run on
certain days, or maybe on an emergency basis. Councilwoman
Davis stated she was not in favor of the large size busses
that were being used by Metro. They are too large and too
expensive to operate and they cause extra repair work to
the streets. Small busses should be requested. Mrs. Lutes
from the audience stated she had been told by a bus driver
that small busses are on order but labor strikes and material
shortages are holding up production.
Ed Bauch from the audience asked what action Council would
take if, after the Boundary Review Board Hearings,they really
chop up the annexation area. He stated Mayor Todd did not
think they would do that. If they make a decision on
November 14, would the City be able to act on it in any way?
Councilman Sterling stated that after the Public Hearing Meeting
he had asked and was told nothing further could be done about it,
if it is chopped up it will go back to a vote of the people who
were on the petitions. Councilwoman Davis stated that she and
Councilwoman Harris talked to Mr. Martin, Secretary, at the
hearing if it would be hazardous to have this little neck of
land, which is mostly industry, chopped off. It is suggested
that we draw up a letter stating our views, stating that they
include the area as a package or we will reject it if it is
not given as a package. Councilman Sterling thought it
advisable for the Mayor to present the city's view on this and
present it to the Hearings Board. Councilman Saul stated
that originally 3,000 people asked to be annexed and they are
the ones who should be considered. Councilwoman Davis stated
that more fire and police force would be needed. Fire Chief
Crawley stated that the part that might be chopped off was
mostly vacant land that would likely be used for an industrial
area and it might be a good thing. It was his opinion that
the City should not ask for all or else nothing. Councilwoman
Davis made a motion, seconded by Councilman Sterling, that
the City Council have a Special Meetinz on Wednesday,
November 13, 1974 at 7:30 P.M. for the purpose of discussing
the annexation. Motion was carried to have public notices
posted and news media notified. Coucilwoman Harris felt sure
the decision of the Review Board would not be rendered by
November 14 as they can take more time if they wish.
Councilwoman Davis stated the the matter could be discussed at
the meeting on November 13, and if enough facts and information
could be obtained she felt sure the Review Board would take
the matter into consideration. From the audience Mrs. McLester
asked how one might obtain a list of signatures on the petition
for annexation. She was told it was on file at the King County
Courthouse.

Mario Segale presented a brochure to Council members
showing proposed water distribution. He stated EDA would
fulfill the requirements for financing. He requested to
have it placed on the agenda for the next Council Meeting.
Councilwoman Harris asked what the time frame on it would be
and Mr. Segale said it was Number 7 on their schedule, but
two had been dropped so it would be about Number 5 now.
He stated it would add 8,000 feet of pipe. Fire Chief
Crawley stated that this improvement would be important
for Tukwila, since they must now rely on Seattle, and this
tie-in would help a great deal. Councilman Sterling asked
about pressure and he was told with this tie-in they would
always have pressure. Councilman Sterling recommended that
the Public Works Committee study the matter, and make a
recommendation as soon as possible.
