CALL TO ORDER ROLL CALL OF COUNCIL MEMBERS DISCUSSION Proposed Ordinances (12 -2 -74 Meeting) Annual Leave Accrual Steve Hall, Public Works Director Housing and Community Development Act for 1974 TUKWILA CITY COUNCIL Tukwila City Hall COMMITTEE OF THE WHOLE MEETING Council Chambers MINUTES Council President Traynor called the Committee of the Whole meeting to order at 8:40 P.M. 18.1 GARDNER, STERLING, TRAYNOR, DAVIS, HARRIS, SAUL, JOHANSON. Council President Traynor stated that the first and second readings on the proposed ordinances would take place. Councilwoman Harris stated that the 12 day annual leave might make an adjustment in the ordinance and she recommended that it be referred into the committee. The rest of the Council members agreed on this procedure. Steve Hall, Public Works Director, stated he would like to have the final acceptance on LID 22 on the agenda for the next Council Meeting. He requested additional professional services for LID 19. In connection with LID 24, he stated he would direct a letter to each member of the City Council for their consideration. There is an easement release request for information. With respect to the Tukwila Parkway project, the city is nearing completion of the project. It has been necessary to overrun the asphalt budget in the amount of approximately $12,000. Steve Hall also stated that Mr. Isler had received a commendation for safety, and Steve Hall stated he would write a letter outlining the safety award. Mr. Hall stated he would write a letter to Council members regarding several appropriations in 1975. Councilman Sterling stated that some of the items had been put into park mainten- ance. Councilman Saul asked for information regarding the federal funding. Steve Hall stated it is his responsibility to look into the federal funding. Mr. Hall stated that the Planning Department is presently under his direction, according to his job description. He stated that he would like to be relieved of this responsibility. He feels he is not a planner, and he could do his job better with this area cut out. Councilman Johanson asked if the responsibility of the Planning Department was just a temporary assignment. Mr. Hall stated that according to his job description, he was over the Planning Department. Councilwoman Harris stated that this matter would be taken care of when the new job descriptions are written up. Gary Crutchfield from the Planning Department explained that he had written a letter to Councilwoman Harris, Chairman of Community Affairs Committee, explaining the eight new titles that will be replacing the old ones. HUD has a new program a three year program that supplies money to the County. It is based on population and the amount per person accelerates as years increase. It will be approximately $9,000 for the first year. He stated he realized the City would not be able to do much with that amount, but it will go up approximately $1.50 per year per person. This year it will be $1.66 per person. The amount has been based on many things employment, income level, etc. The County will have control of the money, but Mr. Crutchfield did not know to what extent the City would be able to say how the money will be spent. Councilwoman Harris stated that the program sounded like community housing and no one at the public hearing in February approved of it. Mr. Crutchfield stated that in cities with population of 200,000 or more it is used in the city, or it is based on SMA (Standard Metropolitan Statistical Area). He stated it was obvious that no city would receive a large amount the first year. If we go with the County we have to have our application in to HUD by 1 March 1975. Councilman Sterling asked if the people would have anything to say in the way the money is used. Mr. Crutchfield stated that two residential areas have been defined for community improvement. He also stated that any program would be funded to the County to carry out the project. Mr. Crutchfield stated he had made extensive environmental research on the program and he felt the city TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING December 9, 1974 Page 2 Board of Adjustment re Sign Code, Underground Utilities Code, and Shoreline Master Program q83 should take advantage of the program. Councilman Sterling asked if it would cover multiple housing. Mr. Crutchfield stated that it would cover multiple housing and also new construction, although he stated it has not been determined where the new housing will be. It will have to be near employment to fulfil the requirements of the program. Although the amount is small now, in three or four years when it is more, the owner rehabilitation program will be popular. Councilwoman Harris asked if the owner rehabilitation program would be 100% financed. Mr. Crutchfield stated that he did not know as the fine details had not been made known to those who had attended the County meetings. Councilwoman Davis asked if the city could get out of the County program any time they wanted to. Mr. Crutchfield stated they can get out on a year -by -year basis. Councilman Gardner asked if the County can come in and override the City Council plans. Mr. Crutchfield stated he felt the County would make their plans and then present them to the City. He further stated there would not be enough money the first year to make a very large impact. Mr. Crutchfield explained that the eight new titles had replaced the previous ones, and the only way the city can receive the money from HUD is through this program. Councilman Johanson asked if the city is still under the "238" rental assistance program, and if this program would affect that. Mr. Crutchfield stated he felt if we feel we can trust the County on the housing planning the city should get their share on that program. Councilwoman Harris stated that since the Council is not in possession of any in -depth information on the matter that the Council should have additional information and time to study the matter. Mr. Crutchfield again stated that time is important. Council- woman Harris stated she felt the Council should decide whether or not they want to go into this before it is put to a public hearing. She further stated she felt the time element was not too serious, and there would be leniency on the deadline application date. Councilman Sterling stated he would like to hear the citizen's comments on the matter before further action is taken. Mr. Crutchfield stated he did not have the final plans yet, but would be attending a meeting with the County this week and he should be able to receive more information. He said he was attempting to be put on one of the committees so he could work more closely with the program. He offered to have one of the King County staff attend one of the Committee of the Whole Meetings and he would be able to answer many of the questions that the Council would have. Mr. Crutchfield stated that everyone had been late getting the criteria on the program as the bill had just been passed in September 1974. Councilwoman Harris suggested that someone from the County staff come to the next Committee of the Whole Meeting and explain the program and whether or not there will be leniency in the submittal date. Mr. Crutchfield agreed that it was possible the County could ask for an extension of time on the application. Council President Traynor asked Mr. Crutchfield to have a member of the County staff come to the Committee of the Whole Meeting on December 23, 1974 to answer questions that the Council might wish to have answered. Council President Traynor requested that ordinances amending Sign Code, Underground Utilities Code, and Shoreline Master Program be put on the agenda for the Council Meeting to be held December 16, 1974. A copy of the memorandum from Gary Kucinski, Director of Planning Department, to Mayor Todd requesting this action will be given to each Council Member. Councilman Gardner stated that a number of the Council members have to attend various meetings on Thursday evening, December 12, and he suggested that the time of the Agenda Meeting be changed to 5 P.M. rather than the scheduled 7:30 P.M. Council President Traynor stated the meeting would be held at 5 P.M. on Thursday, December 12, 1974. Councilwoman Davis stated she would like to have a meeting of her committee on Wednesday, December 11, 1974 at 7:00 P.M. in the Council Chambers. Councilwoman Harris asked that a Committee of the Whole Meeting be held on Saturday, January 11, 1975 to plan the 1975 year's achievements. Council President Traynor stated a meeting would be scheduled for that date, and perhaps it would be an all -day meeting.
