MINUTES
Councilwoman Davis called the Committee of the Whole Meeting
to order at 7 :45 P.M. in the absence of Council President
Traynor.

Councilwoman Davis asked Steve Hall, Public Works Director,
to read the letter he had written to Council President
Traynor dated March 5, 1975 the subject being LID #27, Storm
Drainage Improvement. Steve Hall, Public Works Director,
drew attention to the third and fourth paragraph of his
letter wherein he stated that it was recommended that the
City of Tukwila allow the R -1 and R -A Zones consisting of
122.76 acres to allow the assessment roll to stay as origi-
nally presented without raising the per acre cost and allow
this portion to be carried within the bond issue rather than
paying cash. This would distribute the costs out, and they
could be budgeted for each year within a special category
within the City Street Budget. Also, as these areas develop
to commercial or industrial, these costs would be recouped by
the City and would be placed in a special fund for storm
drainage. Councilwoman Harris asked Steve Hall if he had a
legal opinion on this matter from City Attorney Parker.
Steve Hall replied that he had sent a copy of above mentioned
letter to City Attorney Parker, but LIDs #20 and #24 were done
this way, that is by city grants. Councilwoman Harris stated
that she felt it was different when city grants are used
as opposed to public funds. She suggested that a letter be
written to City Attorney Parker asking him specific questions
about the legality of the action proposed. Councilman Saul
stated that the three protestations were not in the R -1 and
R -A Zones. Steve Hall stated that was correct, and that
those in the R -1 and R -A Zones that were deleted from LID #27
were residents. He further stated that the city will be
improved by this storm drainage project whether grants or
city money is used. Steve Hall explained that his request
is whether the City Council wants the documentation ready for
final approval at the next regular Council meeting on March 17
He stated that he would confer with the City Attorney on the
legality of the action as outlined. If this action is not
taken the cost to property owners is going to be $385 an acre
which is an increase over the preliminary assessment roll
which was $340 per acre. Steve Hall, Public Works Director,
stated that he would call the City Attorney for legal opinion
and aet both alternatives written un so they could be presen-
ted at the next City Council meeting.
Steve Hall, Public Works Director, stated that it is going
to cost $115 a day for professional services in connection
with LID #25 for an inspector. He stated that there are a
lot of inspectors and engineers looking for work right now
and it has been suggested that contact be made with one of
them on a job basis, which would cost less. He stated that
this is not a federally funded job so this procedure can be
done. He stated the job could be done on a job basis at the
cost of about $1,000 a month on a straight salary basis,
without any benefits, which is far less than the $115 a day
paid to an inspector. He stated that any decisions would be
made by him and the inspector or engineer would work under
him or one of his men. Councilman Sterling asked if the

City Attorney had agreed that this would be legal procedure.
Steve Hall stated that it would be a contract basis job from
starting date to ending date of job which should be about
six months. Councilman Saul asked who was responsible if the
engineer does not do a good job. Steve Hall stated that his
department is responsible whichever way it is done. Council-
woman Harris stated that it seemed to her the engineering
firm should subcontract the service in order to correct any
errors that might be made. Steve Hall stated that it could be
done either way and that he would have the contract and the
services agreement ready for the City Council meeting on
Monday.
Police Chief John Sheets stated that he had been able to
obtain a figure of $600 to $700 as the cost of moving the
telephones and communications to the new building if the pur-
chase is approved. He stated that in the matter of the re-
modeling and office furniture he had been unable to obtain a
figure but had brought an architect and building -owner repre-
sentative to the meeting and they might be able to answer
questions that the City Council had regarding what would have
to be done to the proposed building to use it as Police De-
partment headquarters. Councilman Sterling asked if Barney
Ruppert had helped any in arriving at the costs of remodeling,
etc. Police Chief Sheets stated that it is not in his job
description to do this type of work, but he had estimated
that it would cost $20,000 to $30,000 to remodel the building
for use as Police Department headquarters; that it would cost
$15 a running foot for each partition. Police Chief Sheets
introduced Frank Augustino, the building representative, who
stated that the proposed building was a special building that
looks like a police station and is in a good location. He
stated that an architect can tell more accurately what needs
to be done and spent and how the space can be utilized to
best advantage; an architect can also tell you what it will
look like after the improvements are made. Mr. Augustino
then introduced Mr. L. Berg, an architect in Tukwila who
stated that he could come up with plans that would be feasible
in converting the building into police department headquarters
and utilizing the space. Police Chief Sheets stated that the
plans may sound complicated and that it will cost a lot of
money, but the Police Department does need facilities. The
facilities they have at the present time are inadequate, they
cannot work efficiently due to lack of space, and they are
walking all over each other, and there is no privacy afforded
for interrogating, changing clothing, etc. James Jessop,
audience, asked what the square footage was of the building
that was being proposed for the Police Department headquarters
Councilwoman Davis stated that it was 6,000 square feet. Mr.
Augustino stated that the City of Tukwila has the first
option on the building but they also have another buyer
for this building who is willing to buy if Tukwila does not
take it. He stated they could hold it for a month or two
while Tukwila is considering the purchase of the building.
Steve Hall, Public Works Director, stated that Barney Ruppert,
Building Department Director, has stated that the proposed
building meets all building requirements of the City, but he
is not an architect when it comes to the best possible use of
space. Councilman Saul stated that he felt the Police Dept.
should be located in close proximity to the City Hall instead
of such a distance as this proposed building would be from
the land that has been purchased as a building site for the
City Hall. Councilman Sterling stated that he is interested
in how much it was going to cost if the Police Department is
added to the City Hall site, then most of the city buildings
would be in one location and not spread all over. Council-
woman Harris stated that she is not in favor of this proposed
purchase of a building for the Police Department headquarters.
She stated that she thought it was too much money and the
building was larger than is needed for the Police Department
where all of their employees are not on duty at one time.
She further stated that material and labor are costly, and
she did not see the need for almost 2 acres for the Police
Department. Another objection that she offered was the fact

that it was in another location and separated by some distance
from the proposed city hall site. Councilman Sterling stated
he felt the building that was proposed would lend itself to
the Police Department, but it is the cost factor that concerns
him and also the matter of the Police Department being in the
industrial section apart from the City Hall. Councilwoman
Harris stated she felt the building proposed was too large for
the amount of people who would be working at one time in the
Police Department. Mr. Augustino asked if the City Council
would consider putting the two buildino on the land that he
has where the proposed Police Department building is located.
Councilwoman Davis said she did not think that would be prac-
tical as it is less land than the land that has already been
purchased for a City Hall site and building it there would
not lend itself to the plans for both City Hall and Police
Department. Councilman Saul stated that the cost factor
is his main objection, although he did not mind seeing the
Police Department separate from the City Hall. Councilwoman
Harris stated that the city has quite a sum of funds available
at this time for a police department and city hall construc-
tion. She stated that these are continuing funds so funds
can be budgeted in every year so it is likely the buildings
would not have to be bonded. She further stated that this
purchase of the Police Department building would make quite
a dent in the funds and she liked the idea of the City Hall
and Police Department being near each other. Mr. Augustino
stated that the people in the industrial section and the
shopping center would like to have the Police Department near
them also and they are large tax payers. Councilman Sterling
stated that the City Council is interested in knowing how much
it will cost to have the City Hall built with the Police
Department nearby. Mr. Augustino stated that the gas heat
costs on the proposed building had been $75 to $150 a month
and the electricity had been $250 to $275 a month, trash
had been $20 a month and air conditioning had cost $35 a
month and these had been the costs to operate the building.
Police Chief Sheets asked if the City Council would like
to have an appraisal for the next City Council meeting.
Councilman Sterling asked how much it would cost. Mr. August
ino stated that it depended on whether they wanted a one
page appraisal or a 20 page appraisal. Councilman Sterling
asked that an appraisal be available for the next City
Council meeting.
MOVED BY SAUL, SECONDED BY STERLING, THAT THE MEETING RECESS.
CARRIED. Councilwoman Davis called the meeting back to order
with all Council members present as previously listed.
Councilman Saul stated that the Public Works Committee wanted
to get the opinions of a few architects as to the type of
City Hall that could be built upon the land that has been
acquired as a City Hall site. He introducted James Jessup
and Roger Newell. Councilman Saul stated that these two
architects did not work for the same firms but they frequently
worked together on projects, and he had asked them to look
over the site and present drawings and a model of the type
of buildings that could be built on the property.
Architects Jessup and Newell presented their drawings and
model, showing the City Hall facing Southcenter Blvd. with two
levels, the upper level being planned as City Council Cham-
bers and lower level for Mayor's office, City Clerk's office
and other office space, with buildings terraced back for
public works and planning departments, with covered overwalk
to the Police Department which would be to the back of the
lot and approached by way of 62nd Street. They stated they
had allotted 5,000 t o 6,000 feet of space for the Police
Department. Councilman Saul asked what the estimated cost
of the buildings would be. Architect Jessup stated that it
would be $30 to $35 per Square foot. He stated that the
Police Department would be the most expensive as the build-
ing requirements are different for a Police Department build-
ing. He stated the entire complex as they had drawn would be
about $600,000. He stated that they, as architects, would
work on a percentage fee, the normal fee being about of

the construction cost of the building, excluding landscaping
and land cost. Steve Hall, Public Works Director, asked
about the possibility of future expansion. Mr. Jessup
stated that the buildings were constructed so they could all
be expanded. The buildings featured a great deal of glass
for light and decoration, was modern in design, and wood
which has a tremendous life value in this area would be
used for the walls. Councilman Saul stated that the City
does not have soil tests for the building site. Steve Hall
stated that he would get soil tests. Councilwoman Harris
stated that the City Council had not thought of such a modern
design for a City Hall building and she felt it did not lend
itself to the surrounding area. She also stated that with
the Police Department to the rear of the complex it would be
close to residential areas that might not be desirable.
Councilman Sterling stated that it appeared that the City
Council should get something of an estimate from each Depart-
ment showing how many people they need room for, what
machinery and files they use and what space they would need.
Steve Hall stated that his department would have to use the
building that': on the building site until the new building
was ready, since they would not have anywhere to go if his
building was torn down to begin construction. Councilwoman
Harris stated that the matter of the proposed city hall
would be put in the Public Works Committee for further con-
sideration. Ed Bauch, audience, stated that the Police
Department could be built separately at once on the sit e
so the Public Works Department could move into the present
Police Department building and then the City Hall could be
built the next year and could then be paid for in cash.
Councilwoman Davis asked that a resolution be written to be
presented at the next City Council meeting rescinding
Resolution #313 naming McAdoo as City Hall architect and
also that a letter be written to Mr. McAdoo signed by all
City Council members stating that they have decided that they
no longer require his services.
Councilwoman Davis stated that she would like to have a
six year report on all outside grants, amount of grants,
and where they have been spent. She stated she would like
this report by March 17 if possible.
Councilwoman Harris stated that it was her understanding that
the City Council could have a secretary who would be under
the supervision of the City Council President who would work
just for the City Council preparing letters, typing agendas
for meetings, posting notices of meetings, take and type
minutes of meetings. She stated that she felt a member of
the City Council should read the Minutes before they are
published.
