Council President Traynor called the Committee of the Whole
Meeting to order.
Councilwoman Davis stated that the letter regarding the
McAdoo study given to the City Council by the Mayor is all
that has been submitted. Council President Traynor stated
that they also had the study on the Don Koll building.
Councilwoman Davis stated that it has been recommended to the
City Council that they make no use of the McAdoo study.
Councilman Sterling stated that it was his understanding
that the City could get in trouble if any of the McAdoo
material is used. Councilwoman Davis stated that if it has
been determined to have the Police Department and the City
Hall at one location the City Council should notify Mr.
Augustino of their decision so he would not be holding the
property that he had offered for sale to the City to be used
as a Police Department. She stated she had discussed the
matter with Foster and Marshall and they stated that it is
traditional to have the Police Department near the City Hall.
Council President Traynor asked what the difference in the
cost would be if the City Hall was built without the Police
Department. Councilwoman Davis replied that the cost of the
building and property offered by Mr. Augustino is $350,000
and contains just less than 2 acres. Councilman Sterling
stated that one architect had said that the Police Department
added to the City Hall would cost approximately $100,000
more, but he added it was important they know how much the
City Hall will cost if the Police Department is added. He
further added that he felt that by adding the Police Depart-
ment to the City Hall it would not add $350,000 to the cost.
Councilman Gardner stated that the building that has been
offered for sale for use as a Police Department would cost
about half and half for property and building. Council Presi-
dent Traynor asked what amount of space the Police Department
needed according to the McAdoo study. Councilwoman Davis
wondered how long it was going to take the Department Heads
to make up their space requirements. She stated that maybe
it would be better to go ahead and get the building as she
did not want the Police Department to be in the basement of
the City Hall when it is built. She stated she would like
them to have a separate building near the City Hall. She
added that maybe they should get an architect and find out
how much it would cost to have the two buildings on the same
piece of property. Councilwoman Harris stated that the cost
of the building offered for sale to be used as a Police Depart-
ment in Southcenter is without remodeling costs; therefore,
we do not know what that cost would add on to the purchase
price of the building.
Council President Traynor stated that Mr. Hard, Attorney for
the City Council had arrived and the City Council would hold
an Executive Session to discuss a personal matter with him
that would make it necessary to close the meeting to the pub-
lic. Councilwoman Harris stated that the Executive Session
with Attorney Hard was for the purpose of discussing the law
suit the City Council has with Mayor Todd, et al. Council
President Traynor called the meeting back to order with all
Council Members present as previously listed.
Councilwoman Harris stated that the City Council was trying
to decide whether to have the Police Department down on
Andover Pk...or to have it at the site of the City Hall and
whether it should be connected to the City Hall or in separate
buildings. She stated that she could understand why the

Police Department would not want to be housed in the basement
of a building; it is not a good working atmosphere. She
stated that in looking at the HUD building and using the same
concept with the lower level petitioned off, with plenty of
windows, one would not have the feeling of being in a basement.
She continued that she felt they should build the City Hall
according to the lay of the land, and if one building is used
for the City Hall and Police Department, the Police Department
could be on the lower level, then the rest of the building
could be on another level and be over it or recessed; there
should be a special parking place for the Police Department
vehicles and also for security purposes the Police Department
should not have access to the rest of the building. In this
way they would not be in a basement, but on the first level
or first floor. Councilwoman Davis asked the members of the
City Council how they felt; whether the Police Department
and City Hall should be in the same building or in separate
buildings. Council President Traynor stated that cost —wise
it is better to keep the Police Department and City Hall in
one building. Mrs. Presicka, audience, stated that she felt
the Police Department should not be too far from the City
Hall for such purposes as court and access to records. Cou—
ncilman Johanson stated that he would like a single group
complex and he would like a complete picture of maintenance
that would be required. He stated he would prefer the one
building idea due to the cost factor, but he would like to
get it done and get the housing as quickly as possible.
Councilman Gardner stated that he thought the City Hall and
Police Department should be on the same piece of property.
Councilman Sterling said that if it is cheaper to buy the
building that has been proposed for the Police Department
then he would like to do that, but if it would cost less than
the $350,000 to add the Police Department to the City Hall
that would be his preference. Ed Bauch, audience, stated
that land is valuable, and the City owns a piece of property
that architects have said is usable for a City Hall site. He
stated that the City is going to have to spend at least
$200,000 for the Police Department so he felt it should be
close to the City Hall. Mrs. Presicka, audience, asked if
the property that is owned by the City is adequate for the
City Hall. Councilman Sterling stated that no additional
land would be required; that a building can be designed so
the property can be used as it is. Mrs. Presicka, audience,
stated that her question is regarding access to the property
for the Police Department. Councilman Johanson stated that
in the opinion of three architects the land is buildable
without additional land being required and access for the
Police Department is not a problem. Councilwoman Harris
stated that one architect had said that it was a beautiful
piece of property and most desirable for a City Hall.
Councilwoman Davis stated that it appeared that most City
Council members felt thePolice Department should be in or
near the City Hall and plans should be made for immediate
action. Councilman Johanson stated that he was sure the
Police Department will be pleased and benefit from the plans
that are being made for quick action. Councilman Sterling
asked where the City Council stood with Mr. McAdoo. Council
President Traynor stated that there is a resolution to be
read at the next City Council meeting on April 7. Council—
woman Harris stated that she felt the resolution was too
terse and too short, she felt there should be something added
to reflect the City Council's thinking on this. She stated
she would like to submit a new resolution to be on the agenda
for the next City Council meeting. She added that she
thought it would be a courtesy for the City Council to write
Mr. Augustino declining his offer of sale of the building
that had been proposed for the Police Department on Andover
Way. Councilwoman Harris stated she was not happy with
Mr. McAdoo's design, and she did not think any of the other
members of the City Council were pleased with it. She added
that the City Council had requested job descriptions and

inventory from the departments so the space needed can be
determined. Steve Hall, Public Works Director, stated that
he was working on it. Councilwoman Harris said that the job
descriptions need not be fine print; but the City Council does
not want to use McAdoo's space study at all.
Council President Traynor read the letter he received from
Steve Hall, Public Works Director, dated March 24, 1975 as
follows: In reference to the final decision of the City Coun-
cil to be made on 7 April 1975, I have the following observa-
tions and recommendations. In order to minimize the future
problems in forming this LID, I heartily recommend that the
City Council adopt the Ordinance as revised, excluding R -1
and R -A zoning, and direct Harstad and Associates to reduce
the scope of the project as follows: (1) Reduce size of
underground storage to pumping retainage sump only. (2) Con-
struct the pump station to size to accommodate full develop-
ment, only installing pumps to handle present flows. (3) In
conjunction with one above, adopt an extension to the compre-
hensive plan of South 180th to provide additional capacity in
pipes or open ditches for future storage as this line deve-
lops. It is hoped, that the final design stage will eliminate
the costs occurred as a result of the increased assessment
due to the elimination of the R -1 and R -A zoning. In my
estimation, this is quite feasible, and with an optimistic
outlook would anticipate recouping the entire costs as
projected on the deletion of the aforementioned zones. If
this is the final recommendation of the City Council, this
LID could be finalized 7 April 1975 after the thirty days
waiting period, and building permits could be issued at that
point in time. Thank you for your consideration in this re-
quest." Councilman Johanson stated that he was pleased to
see the recommendations that have been made regarding LID #27.
He asked how this will affect the basic comprehensive plan.
Steve Hall, Public Works Director, stated that it would not
change the basic comprehensive plan. Councilwoman Davis re-
ferred to Item 3 of the above quoted letter and asked what
the open ditches meant. Steve Hall, Public Works Director,
showed by use of a board map where the ditches or pipes would
be. Councilman Johanson asked if there would be any possibi-
lity of overflow due to the open ditches or would any future
development interfere with this. Councilman Sterling stated
that future development will require more pumps and the owners
in the deleted zoning area would have to pay for them. Mr.
Paul Jonientz asked if there would be open ditches then. Mrs.
Ruth Schoenbachler asked if this deleted property is later
developed will the assessment be larger than it would be now.
Councilman Sterling stated that if the R -1 and R -A zones are
deleted when future development takes place the property
owners will have to pay for their share. He further advised
Mrs. Schoenbachler that her property is in the deleted area.
Councilman Johanson stated that the City is required to have
a comprehensive plan and the City can therefore control the
building permits and if there is further development the pro-
perty owners will have to contribute to the additional pumps
that will be required before the building permits will be
issued. Steve Hall added that when there is a comprehensive
plan, the City is required to have flood control. Council-
woman Harris stated that if additional building or development
comes along the City will have to have more pumps or wider
ditches as they are needed. She recalled that the City had
a comprehensive plan once that required all of the developers
to contribute and it was never enforced. She asked how the
City was going to tie it down. Steve Hall replied that all
that can be done is to develop a comprehensive plan and then
new development would require additional pumps. Mrs. Ruth
Schoenbachler, audience, asked why are only two pumps needed
for all of the property included in the LID and then if the
deleted R -1 and R -A zones go in later it will take two addi-
tional pumps for it. She asked why they should have to pay
for this. Steve Hall, Public Works Director, stated that the

reason additional pumps would be needed is because about 35%
of the water runs off ground, but when blacktopped there is
more than a 90% run -off. Therefore, if the land is developed
it would require the two additional pumps. Mrs. Schoenbach-
ler said that at Segale's plant there is standing water and
it is not water from the hill. Councilwoman Harris stated
that the R -1 and R -2 zones that have been excluded contains
some low and some steep ground. She asked how R -1 and R -A
could be deleted when the M -1 property is similar. She
stated that she thought everything west of Southcenter Blvd.
should be excluded. Council President Traynor stated that
some of the M -1 property is blacktopped and the water runs
off faster. Mrs. Schoenbachler, audience, stated that
someday the land back of her home will likely go into apart-
ments, it is in King County, and they will get the drainage.
Mr. Jonientz, audience, askedwly McMicken Heights has not been
included in this LID. Councilman Johanson stated that
McMicken Heights is not going to develop industrially. Mr.
Jonientz stated that neither is his 3.75 acres going to deve-
lop industrially. Ed Bauch, audience, asked when the compre-
hensive plan would be ready. He stated he thought the LID
should be held u until the comprehensive plan is ready.
Steve Hall replied that they knew the comprehensive plan would
be alright. He added that quite a bit of the cost is being
saved by deleting the R -1 and R -A zones. Councilman Sterling
stated that he thought the City Council should have something
definite on the cost by the next City Council meeting. Steve
Hall stated that the cost would not be known until the project
is completed, and the final assessment roll is made. Council-
woman Harris stated the preliminary assessment roll was by
the property description. In order to delete, would it be by
legal description. Steve Hall answered that they would have
an amended legal description. He again added that he did not
know what the final cost would be. Councilwoman Davis stated
that the cost of the project should be borne by the LID and
if another LID has to be formed then these deleted areas will
have to pay their fair share. Steve Hall answered that was
correct. Councilman Johanson asked Steve Hall if he had the
revised descriptions. Steve Hall replied that it was almost
completed. Mr. Jonientz, audience, asked what was going to
happen to the ditches if there should be a power failure
for several hours. Steve Hall answered that he had access
to portable pumps that could be taken to the area and
storage had been provided until the portable pumps could
arrive. Mrs. Schoenbachler stated that her area is in the
Renton School District and several of them would like to get
out of it and into the Tukwila School District. Councilman
Sterling stated that everyone living in that area should
make a request to get out of the Renton School District.
Council President Traynor stated that no decisions regarding
LID #27 are being made in this meeting. He stated that they
had the recommendation of the Public Works Director and the
comments of the audience and the City Council would act on it
at the City Council Meeting on April 7. Mrs. Schoenbachler
asked if the deleted area did not go into the LID now but
should at a later date, would they have to pay more money.
Councilman Johanson stated that it might cost more and again
it might cost less, this fact was unknown. Council President
Traynor stated that rising costs might make it more. Mr.
Mikami, audience, asked if Mr. Segale had not developed,
would this LID be necessary. Councilman Sterling stated that
it would have been necessary as there are other areas that
have required the drainage. Mr. Mikami stated that at the
end of his line there is a big culvert that is supposed to
handle the drainage. Steve Hall stated that it is a 54 inch
pipe and is designed to handle all of this drainage when there
is further development.

Mrs. Pesicka, audience, stated that she had a copy of a letter
from Mr. Edwin Simonds down by the park. She stated she
would like to have it put on the agenda for the next City
Council Meeting and it might be put in committee. She stated
she would like Mr. Simonds to know that action is being taken
on his letter.
Councilwoman Harris stated that since the next City Council
Meeting will be held on April 7, 1975 the next Committee of
the Whole Meeting (Agenda) will be held on April 3, 1975.
Councilwoman Davis stated that her Public Safety Committee
Meeting will be held on Tuesday, March 25, 1975 at 7 :30 P.M.
at the Fire Station Andover Park East.
Councilwoman Harris stated that her Committee would meet
on Wednesday, March 26, 1975 at 5 :30 P.M.
