Consultant Agreement
ISSUE
Consultant agreement to screen nine City facilities for seismic-related issues. These facilities
include: Fire Station Nos. 51-54, City Hall, 6300 Building, Minkler Shops, George Long
Shops, and the Tukwila Community Center.
BACKGROUND
Requests for Qualifications were solicited through the Seattle Times and the Daily Journal of
Commerce on March 1 and 8, 2007. Initially, these five firms showed interest: Berger-Abam,
BHC Consultants LLC, Geoengineers Inc, ABKJ (Andersen, Bjornstad, Kane & Jacobs), and
Reid Middleton. Of the five, only Reid Middleton provided the City with their Statement of
Qualifications, the other four chose not to respond. Reid Middleton was selected to perform
the seismic hazard screening services associated with this project.
Reid Middleton is a respected firm in the area of seismic evaluations. They have recently
conducted seismic screening and redesign services for the U.S. Navy medical facilities in
Bremerton, Grays Harbor County Courthouse, and SeaTac Airport, to mention a few.
ANALYSIS
The facilities listed above are in need of seismic hazard screening evaluations in order to
determine if retrofitting is necessary. This project will assess the current structural conditions
of the facilities and determine what may need to be done to improve these facilities.
The Consultant Agreement for $19,092.00 is attached along with the Scope of Services and
Fee, Exhibits A and B respectively.
RECOMMENDATION
Information only as the agreement is under $25,000.
