New requirements under the Municipal Water Law (RCW 70. 119A. 180) call for local
agencies with 1,000 or more connections to adopt conservation goals prior to the upcoming
deadline of January 22, 2008.
BACKGROUND
The Department of Health, Office of Drinking Water, was directed by the Washington State
Legislature to adopt a water use efficiency rule. This was a requirement of the Municipal
Water Supply - Efficiency Requirements Act. Under Title 70 of the RCW, local governments
and municipal water suppliers must adopt conservation goals to meet current conservation
planning requirements. In addition to the adopting conservation goals, newly submitted plans
must outline program implementation including reports that show how water suppliers are to
meet a 10% loss standard.
Tukwila has been applying this loss standard in the City's water fund budget as a performance
goal. The city also participates through the Cascade Water Alliance on a number of programs
involving regional conservation efforts. These programs include the new showerhead program,
washer rebate program, bus and theatre ads.
