ISSUE
Grant applications for submittal to the Recreation and Conservation Office, Salmon Recovery
Funding Board, King Conservation District, and other potential grant opportunities for
feasibility analysis, design, and construction of this project.
BACKGROUND
Riverton Creek enters the Duwamish River through two culverts just upstream of the TIB
Bridge. The culverts were fitted with floodgates, but one of the gates has been missing since
1999. The culverts present a barrier to fish during low to medium river elevations. Just
upstream of the culvert location a mud flat area has formed and is surrounded by invasive
species, primarily Himalayan blackberries.
Restoration of this site is anticipated to include removal of the culverts to provide an open
water connection to the river, construction of a trail bridge, and enhancements to the creek
primarily consisting of riparian plantings. These improvements are consistent with the goals of
the WRIA 9 Salmon Recovery Plan.
ANALYSIS
Various granting sources are available for funding this project. Each of these grant sources
requires different applications, submittal dates, and matching fund requirements. If the City is
successful in obtaining grant funding for this project, some City matching funds may be
required prior to acceptance of the grants.
RECOMMENDATION
Approve submittal of grant applications deemed competitive to various granting sources for
feasibility analysis, design, and construction of this project.
