SUBJECT: Teamsters' Local Union No. 763 representing Administrative/Technical,
Maintenance/Trades and Professional/Supervisory Employees Successor
Collective Bargaining Agreement (2014-2016).
BACKGROUND
The City ne iutinoatcun)audTcuoostcra'Locu1l}oio)No.763 opened labor ne iations on
January 7, 2014, in an effor to reach an agreement on a successor labor contract. A tentative
agreement was reached between the parties on April 17, 2014, which resulted in a three year
contract (2014-2016).
In alignment with Council initiatives and budget considerations in future years, the City and
Union ne iated the successor agreement based upon mutual interest. Some of the ne iutcd
changes were: an expanded management rights clause; a positive change in the layoff language
adapted from a letter of intent signed by the parties in 2011; addition of a voluntary benefit for
the members to participate in the Teamsters' Pension Welfare Trust; an opener clause that
provides for the parties to meet in the event healthcare reform legislation mandates changes that
have unanticipated impacts on the parties; and acknowledgement that the terms of the agreement
as it relates to Municipal Court employees shall be subject to General Rule 29.
The contract provides for a wage increase of 0% for 2014 providing that all active employees in
the b i iog groups as of April 1, 2014, shall receive a lump sum payment of $825.00; a one-
kooe floating holiday will be granted in 2015 and 2016 with no carry over from year to year; and
for years 2015 and 2016, the wage schedules will adjust by 90% of CPI-W (June).
It is noteworthy to express tha this negotiation session with the Teamsters' Local Union No.
763, was completed in less than five months. The parties were committed to their negotiation
schedule and our collaborative efforts resulted in a very successful outcome.
RECOMMENDATION
The City Council is being asked to authorize the Mayor to sign the successor collective
bargaining agreements, (2014-2016) between the City and Teamsters' Union Local No. 763, at
their regular meeting on June 2, 2014.
