XPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall \ expire by limitation. The Building Office I may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the apple nt as defined in Section 304(d) of the Uniform Mechanical Code (current edition). H.V.A.C. units rated at 2,000 cfm require auto - shutdown devices. These devices shall be separately zoned in the alarm panel and local U.L. central station supervision is required. (City Ordinance #1646) The installation of wiring and equipment shall be in accordance with NFPA 70, Article 760, Fire Protective Signaling Systems. (NFPA 72- 2 -1.4) Remote indicator lights are required on all above ceiling smoke detectors. Because of the requirements of the energy calculations we will consider the HPE as non - conditioned space. We will provide the unit heaters per the documents, but will provide a thermostat to limit the heat setting to 50° maximum. Also, please find attached the revised energy calculations as we discussed. We are now including the 3 vestibules and unit heaters in the front of the building. Guarantee. 1.05 INVESTIGATION Before submitting bids, each Bidder shall familiarize himself with the conditions under which he will be required to operate in performing his part of the Contract. No allowance will be made subsequently to the Contractor for any error through negligence in failing to comply with the above. 1.06 PERMITS, FEES AND INSPECTIONS Owner shall pay for all necessary permits, fees, assessments and complimentary drawings required by any legally constituted public authorities having jurisdiction. Contractor shall verify that permit fees have been paid. Contractor shall arrange for any required inspection and /or examinations. Deliver certificates of such inspections to the Architect. The Owner will pay for the plan check fee. 1.07 DRAWINGS AND SPECIFICATIONS A. The drawings are essentially diagrammatic to the extent that all offsets, bends, special fittings and locations are not exactly located. B. The Architect's decision will be final on interpretation of the drawings and specifications. C. The drawings and specifications are complementary. Any work called for on the drawings and not mentioned in the specifications, or vice versa, shall be performed as though fully set forth in both. D. Should there appear to be an error or discrepancy in or between the drawings and specifications, the Contractor shall refer the matter to the Architect for adjustment before proceeding with the work. Air balancing. 1.09 RECORD DRAWINGS Provide record drawings (as- builts) at completion of job. 1.10 QUALITY OF EQUIPMENT AND MATERIALS All equipment shall be new of first -grade quality. 1.11 EQUIPMENT Refer to Equipment Schedule & Plans, for interface and scope of work required to connect to new Owner- furnished equipment and size and performance of contractor furnished /installed equipment. 1.12 LOCATIONS AND ACCESSIBILITY A. Install equipment to be readily accessible for maintenance and repairs. Install piping, ducts, and conduit in such a manner as to preserve headroom, avoid obstructions, and keep openings and passageways clear. B. If changes in the indicated locations or arrangements are required, they shall be made by the Contractor without additional charges, provided that the change is ordered before the work is installed, and no extra labor or materials are required. Contractor shall submit an estimate of the cost or credit for required changes and shall proceed with the work only upon the written authority of the Architect. A. Contractor shall cooperate with other trades in the interest of obtaining the most practical overall arrangement of equipment, piping, conduit and ducts, and to maintain maximum headroom and accessibility. MCA /10/91 B. 1.15 DAMAGE BY LEAKS 1.18 CONCRETE WORK 1.19 PAINTING 15600 -4 HEATING /vENTILATINC CONDITIONING No extras will be allowed for changes made necessary by interference with work of other trades, unless approved ahead of time. Areas of limited clearances shall be laid out to 3/4" - 1' -0" scale with all ducts, pipes, conduits, beams, etc., shown and shall be signed by General Contractor's superintendent of the job. 1.14 CLOSING -IN OF UNINSPECTED WORK Contractor shall not allow or cause any of the work to be covered up or enclosed until it has been inspected, tested, and approved by the Engineer and the local inspector. Should any of his work be covered up or enclosed before such inspection and test, he shall, at his own expense, uncover the work and, after it has been inspected, tested and approved, make all repairs with such materials as may be necessary to restore all his work and that of the other trades to its original and proper condition. Contractor shall be responsible for all damage to any part of the premises caused by rain leaks through or around ducts, equipment or fixtures furnished and /or installed by him for a period of one year from the date of acceptance of the work by the Owner. 1.16 EQUIPMENT LABELS Equipment provided under this section shall be provided with the manufacturer's metal identification labels attached to each individual piece of equipment showing complete performance characteristics, size, model and serial number. In addition, units shall be labeled, using three -inch high stencil and black paint with callouts reflected on M -2. 1.17 PRELIMINARY OPERATION Should the Owner demand that any portion of the plant, apparatus, or equipment be operated for the Owner's beneficial use previous to the final completion and acceptance of the work, the Contractor shall consent. Such operations shall be under the supervision and direction of the Contractor, but all the expense thereof will be paid by the Owner, separate and distinct from any money paid on account of the contract. Such preliminary operation or payment shall not be construed as an acceptance of any of the work of this contract. Concrete work for equipment pads, pipe anchors, pumps, supports, etc., will not be provided in this section of the work. All sleeves, templates, anchor bolts, and information pertaining to the specific equipment requirements shall be provided under this section of the specifications. Electrical Subcontractor will furnish the line and low voltage electrical work and control conduits; however, any control wiring which is required that is not shown on the control diagram shall be provided under this section. Provide duct turns or extractor at all supply diffusers and register where duct connector has less than four feet of straight run. 2. Turning Vanes: Turning vanes shall be single thickness blades, set in frames with slotted dimples to secure blades. Vanes shall be provided in all square elbows. In change of size elbows, leading and trailing edges shall be parallel to direction of airflow. 3. Turning vanes in ducts 20 inches wide and larger shall be double wall. 4. At fan light cloud and all A/C units, plenum taps are not allowed. Use elbows with turning vanes or tee's with turning vanes (no exceptions). B. Fire Dampers and Access Doors: Install in ducts passing through fire rated ceilings and where shown on the drawings. Access to fusible links shall be through access door and /or air outlet face. See details on drawings. Dampers shall be constructed in accordance with National Board of Fire Underwriters' requirements and shall be listed approved with the State of California Fire Marshal's Office. Submit shop drawings for approval. C. Provide volume control dampers at all branch takeoffs from main ducts and where main duct splits. Install manual dampers in all branch ducts to flexible ducts and register assemblies. Dampers shall be equipped with external quadrants for setting and locking them in position. After air balance has been completed, a paint mark shall be placed on duct or insulation opposite indicator arrow to mark balanced position. D. Volume dampers shall be of the opposed blade type, incorporating factory manufactured linkage assemblies that operate blade pairs in opposing angular relationship with uniform angular travel. Damper blades shall be pivoted on 2 -1/2 inch long cadmium- plated pins secured to the blade by means of strap and set screw arrangement. Pivot pins shall be set in self - oiling, bronze bushings secured to the damper frame by force fit. 9 E. Dampers shall be manufactured by Ruskin, or accepted equivalent. F. Round elbows shall be of four -piece construction, same gauge as adjacent duct. Round "wye" fittings to have 45- degree side take- offs taped into reducing transition. General: 15600 -7 HEATING /VENTIL ING /AIR CONDITIONING Register Boxes: Sheet metal register boxes shall be provided for all ceiling diffusers and registers with round duct connections. Paint metal with primer and two (2) coats flat black. H. Flashings, counterflashings and equipment exposed above the roof or exterior to the building shall have all seams and laps sealed watertight. See architectural drawings and specifications for approved methods and materials. I. Flexible ducts shall consist of an exterior reinforced laminated vapor barrier, 1 -1/2 inches thick fiberglass insulation (K= .25 @ 75 degrees F.), encapsulated spring steel wire helix and impervious, smooth, non - perforated interior vinyl liner. Individual lengths of flexible ducts shall contain factory fabricated steel connection collars. Flexible ducts shall be supported at or near mid - length with two -inch wide 28 -gauge steel hanger collar attached to the structure with an approved duct hanger. Installation shall minimize sharp radius turns or offsets. Leven feet m.ximum length connecting to terminal outlets. Duct shall be UL 181 Class 1. Air duct material listed and labeled with a flame and smoke rating. Duct shall be rated for 4000 FPM and two inches waterglass pressure. Flexible ducts shall not penetrate through any wall. Submit data for approval. Ducts shall be of "Genflex" or approved equal. A. Duct system shall be insulated as provided in Chapter 10 of the 1988 State Mechanical Code (Title 24, Part 4, Section 2- 5310). Insulate all supply and return ductwork as required below with a minimum thermal resistance of 6.0, exclusive of film resistance, as per Title 24 requirement. Johns - Manville R- Series Microlite with FSK facing (Foil, Skrim, Kraft), or equal by Owens Corning. Insulation shall be installed as per manufacturer's recommendations. Flame spread not over 25. Fuel contributed not over 50. Smoke developed not over 50. 2.03 REGISTERS AND CEILING DIFFUSERS 1. Performance: Shall provide the required air throw and spread with no apparent drafts or excessive air movement within the ventilated or air conditioned area. Grilles, registers or ceiling diffusers causing excessive air movement, drafts or objectionable noise, shall be replaced at no cost to the Owner. 2. Submittal material shall be presented in a manner to facilitate convenient review of the following factors: Throw and drop, sound levels based on an octave band analysis method (N.C. Curves); Sound Power Level (PWL) sizes; free area; quality of construction and finish. B. Air Distribution 4/10/91 HEATING /VENTILATIt..,AIR CONDITIONING 3. All supply outlets shall be capable of introducing air with a 20- degree T.D. into the occupied area (designated as the six - foot level and below with a maximum velocity of 65 fpm and a minimum of 15 fpm). Within these limits the diffuser must aspirate sufficient room air to conform temperature -wise to ASHRAE comfort chart requirements of temperature and velocity. 15600 -8 1. Anemostat model numbers are specified unless otherwise noted, but comparable products manufactured by Krueger and Titus are acceptable. 2. Unless otherwise noted, all ceiling diffusers, registers, and grilles shall have factory - applied white baked enamel finish components. 3. Lay -in T -bar type construction. Provide with opposed blade dampers. Construction shall be aluminum Anemostat RMD -PTE, 24 -inch by 24 -inch modular size, perforated face. 4. Gypboard ceiling diffuser shall be surface -mount type construction, with opposed blade dampers. Construction shall be aluminum Anemostat RMD -S with perforated face. 5. Return and exhaust air grilles shall be Anemostat GC -5L, all aluminum construction for lay -in into inverted T -bar ceiling, and Model GC -5 surface -mount for gypboard ceilings. 6. Horizontal and sidewall exhaust grilles shall be Anemostat X1H. 7. Diffusers, grilles, and registers size, capacity, and throw shall be as indicated on the drawings. 8. Spray paint inside of ducts, including volume dampers behind registers, grilles and diffusers, with two coats flat black enamel. 2.04 ROOF EQUIPMENT CURBS A. Provide curbs for equipment mounted on roof, including HVAC units, EC units, gravity relief vents and exhaust fans. B. Roof curbs shall be of wood construction as shown on the drawings. Coordinate dimensions to allow for easy installation and duct location prior to unit placement. Curbs shall match slope of building roof to allow equipment to be installed level. Compressor shall be suction cooled, overload protected, and equipped with internal pressure relief valve and, in addition, shall be internally protected from excessive temperature and current. The compressor shall have a five -year warranty. 3. Indoor and outdoor coils shall be of nonferrous construction with aluminum plate fins mechanically bonded to seamless copper tubes with all joints brazed. 4. Indoor blowers shall be forward - curved, centrifugal, direct drive type. Indoor blower motor shall have permanently lubricated bearings. Outdoor fans shall be of the propeller type, with direct- driven permanently lubricated motor. Outdoor fans shall discharge upward. Corrosion resistant PVC coated steel wire fan guard shall be furnished. 5. Unit cabinet shall be constructed of galvanized steel, bonderized and coated with a baked enamel finish. Standard filters and rack shall be included. 6. Fans and Motors. The evaporator air fan shall be of the forward- curved, double - inlet, centrifugal type, direct drive. Bearings shall be heavy duty, self - aligning, permanently sealed and lubricated. Motor shall be overload protected. The condenser air fan shall be of the propeller type, directly driven and discharging upward. 7. Heat exchanger shall be ductile cast iron cylindrical primary and a helical aluminized steel tube secondary. Cast iron primary shall be finned. Economizer control shall be capable of introducing up to 100 percent outdoor air. Air Conditioner unit shall contain a high efficiency rotary compressor, copper tube /aluminum fin heat exchangers, high efficiency totally enclosed factory lubricate fan motor, and corrosion resistant base pan. B. Air distribution shall incorporate automatic air - side -to -side motion distributor. MCA } 4/10/91 C. Outdoor coil shall be protected by a durable rear grille. D. Exhaust and ventilation system shall be independent of each other. E. Provide installation kit for concrete masonry unit wall. F. Unit shall be of size and capacity scheduled on plans. 2.07 EVAPORATIVE COOLERS A. Furnish and install where shown on plans United Metal Evaporative Air Coolers as manufactured by United Metal Products. Capability shall have been established for this unit by actual air performance tests conducted by the Air Movement and Control Association. Certification for meeting the AMCA test standards shall be carried on catalog pages containing product data tables and curves. Units must be tested in accordance with UL Standard 507 and labeled by ETL or other recognized listing agency. B. Cabinets shall be constructed of hot dip galvanized steel. Entire cabinet shall be coated inside and out with epoxy powder base paint baked on at 375 degrees. Water reservoir shall be of 16 -gauge steel with welded seams. Removable cabinet panels shall have handles to facilitate removal. MCA ( 4/10/91 HEATING /VENTILATII.AIR CONDITIONING C. The air handling unit shall have a six - bladed steel fan rigidly and statically balanced. The shaft will be seated to the fan pulley by means of a key -seat and key -way. The fan shall have two bearings with eccentric locking collar and relubrication port. The motor mount shall be adjustable and mounted on a rigid base. The blower pulley shall be connected to the motor sheave by means of a V -belt. (At light cloud a blower is utilized). D. The evaporative media shall carry a Class 2 rating (with an additional filter layer of spun fiberglass). The media shall be treated to increase water absorption and to protect the pad. Media shall be mounted securely in a metal frame and held rigid by a retainer grid. The pad frame shall be coated with an epoxy powder base paint baked on a 375 degrees. E. Water shall be distributed to pads via large diameter polyvinylchioride plastic conduit with two tiers of water troughs - one at the top of the cabinet and the other one half way down the cabinet. Pumps shall be high flow (5 amp current draw) submersible recirculating type with balancing valve and centrifugal impeller. Make -up water shall be provided through a metering float valve. The discharge of the float valve shall terminate a minimum of 2" above the top of the evaporative cooler water basin. F. Provide UL /ETL listed CP -113 wiring package. G. Provide aluminum backdraft damper with blade seals and adjustable linkage (similar to gravity relief, but for opposite air flow). H. Mount Owner's Manuals to casing with packing tape prior to shipment. 2.08 GAS -FIRED UNIT HEATERS A. Provide gas -fired unit heaters as manufactured by Sterling, or equal by Reznor. The units shall be the QV2 series, gravity - vented units, arranged for ceiling suspension with threaded hanger connections with hanger kits. They shall be provided with propeller fan, open drip -proof motor with internal overloads, and a safety fan guard. An adjustable 60- to 90- degree downturn nozzle will be provided for directing air throw. B. Each QV2 series unit shall be equipped for use with natural gas and 120 -volt power supply. The heat exchanger and burner shall be aluminized steel. C. The unit must include a 24 -volt control transformer, a single -stage gas control with a regulated combination redundant gas valve pressure regulator and spark ignition. The unit is to include all required limit and safety controls. D. These units must be design- certificate by the American Gas Association and bear the AGA label. The manufacturer of this equipment must have a minimum of four years' field operating experience. r 'f� MCA (7 15600 -13 4/10/91 HEATING /VENTI (i;ING /AIR CONDITIONING 2.09 RADIANT TUBE HEATER A. Heaters shall be Design Certified by the American Gas Association (A.G.A.) and comply with current Occupational Safety and Health Act (OSHA) requirements. The supplier shall bear the A.G.A. Seal of Certification. The supplier shall provide a manufacturer's published warranty covering the heater's radiant tube element assembly for a period of three (3) years, and all components utilized in the heater's control assembly for a period of one (1) year. No condensation shall form from the products of combustion in the combustion chamber or heat exchanger while at operating temperature. The installation Operation and Maintenance Manual shall be provided with each unit. B. Heater shall be equipped with a direct silicon carbide glo -bar ignition control system. Power supplied to each heater shall be 120 VAC, 60HZ, 1PH. The heater's control system shall be designed to shut off the gas flow to the main burner in the event either a main gas supply line or power supply line interruption or failure occurs. Control assembly shall be Certified by A.G.A., shall provide main burner regulation, and shall be of the redundant dual solenoid type. Heater controls shall include two (2) differential pressure switches, one to monitor exhaust back pressure and one to monitor air intake flow so as to provide complete unit shut -off in the event of insufficient combustion air or flue blockage. C. The material used in the heater's combustion chamber shall be 16- gauge titanium alloy aluminized steel, 4" O.D., and /or 16 -gauge aluminized steel for 4" O.D. for models below 100,000 BTUH, coated with Pyromark series 1200 high temperature corrosion resistant black paint with an emissivity rating of .95. The radiant tube emitter shall be 16 -gauge aluminized steel, 4" O.D., coated with Pyromark series 1200 high temperature corrosion resistant black paint with an emissivity rating of .95. Heater shall be equipped with a sight glass for visual inspection of silicon carbide ignitor operation and burner flame. The reflectors shall be .025 bright aluminum designed to provide uniform irradiance levels and be adjustable. The fan blower motor shall be protected by a thermal overload switch. 2.12 GRAVITY RELIEFS 3.01 DUCT INSTALLATION 15600 -14 4/1 0/91 HEATING /VENTILATIN, CONDITIONING 2.10 GAS -FIRED RADIANT HEATERS A. The contractor shall furnish and install gas- fired, infra -red space heater as shown and as scheduled on the drawings. B. Detroit Radiant Heater shall be equipped with a 120 -VAC, 60 -Hz, spark pilot ignition. Heater shall be design- certified by AGA, comply with current OSHA requirements, accepted by FIA /FM, and be listed by UL. C. The heater's combustion surface shall be made of perforated ceramic refractory, shall be capable of operating continuously at 1810 degrees F, and shall withstand thermal shock when water - quenched. D. The manufacturer shall warrant the heater's infra -red element assembly for a period of ten years. The secondary radiating surface (rods or screens) shall be warranted for ten years against deterioration and failure, and the manufacturer shall warrant its original position from the ceramic by providing a ten -year warranty on the rod retaining device. E. Heater shall operate on natural gas. 2.11 ROOF- MOUNTED EXHAUST FANS A. Belt /Direct - driven, curb - mounted, centrifugal exhaust fan. Fans shall include vibration eliminators. Weatherproofing housing shall be heavy gauge aluminum louvered design. All fans shall be complete with 1/4 -inch mesh birdscreen by fan manufacturer. 1. Provide with each exhaust fan, a factory pre- fabricated factory back -draft damper. 2. Fans shall be as manufactured by Cook ACE, or equal by Exitaire or Greenheck. Gravity Reliefs shall be of all aluminum welded /riveted construction. Metal shall be coated with an anti - condensate coating. Units shall have a birdscreen and adjustable tension backdraft damper. Damper shall be constructed with 19 gauge steel frame and 26 gauge aluminum blades with felt pads and brass hinge bushings. Blades shall be interlocked with a blade linkage. Blade linkage shall have a spring tension adjustment. A spring shall interlock the blade linkage with the frame to provide a relief air pressure adjustment. Units shall be of size as scheduled on plans. PART 3 - EXECUTION A. Manual Balancing Dampers: Install in all air conditioning supply ducts where shown on drawings, and at the branch takeoff connection of all return and exhaust branch ducts, even though such balancing dampers may not be shown on the drawings. Provide locking, indicating quadrant operators. E. Contractor shall verify duct sizes and clearances on job prior to fabricating ductwork. Provide transitions and offsets as required to install the work and allow clearance for other trades. F. Casings and Joints: Airtight for the purpose intended. Sealed with seal and transverse duct joints, ends of standing seams, etc., and all around united duct sealer or approved equal. G. Supports: Ducts shall be secured against displacement and vibration as detailed in the "Guidelines for Seismic Restraints of Mechanical Systems and Plumbing Piping Systems," published by The Sheet Metal Industry Fund of Los Angeles, California (SMACNA) and The Plumbing and Piping Industry Council Inc., Los Angeles, California (PPIC) and as approved by the Office of the State Architect Structural Safety Section on October 13, 1982. 3.02 RADIANT TUBE HEATERS AND RADIANT HEATERS Install with seismic sway braces as per manufacturer's recommendations. 3.03 TESTS A.
