BACKGROUND This issue was brought to the Utilities Committee and Council in 2007. In summary, the City completed the AllentownIFoster Point water and sewer infrastructure improvements two years ago. This included the purchase of Water District 125 system assets in these areas with the eventual transfer of about 94 customers. In 2007, the City and District signed an interlocal agreement (AG07-045) for the transfer, pending appropriate approvals from the Cascade Water Alliance and Seattle. Cascade Water Alliance approved the transfer but Seattle did not take formal action given the consumptive volume did not affect supply amount in the wholesale block contract. Alternatively, the manager of Cascade Water Alliance will seek to include this transfer in a Seattle management agreement with other supply issues. It is now timely to complete this transfer and for the City and District to coordinate turning valves once the fmal meter read is accomplished in March. The notices regarding the transfer are anticipated to be sent in conjunction with the next billing cycle. RECOMMENDATION Information only - an update prior to sending notice to the customers. Connection to the Tukwila water system will provide consistent service, improved fire flow, and the continued quality of safe drinking water to your home. Your water service account will be transferred from Water District 125 to the City of Tukwila on March 20, 2008. Shortly thereafter, a final meter reading and ending bill will be mailed to you from Water District 125. Tukwila's first water bill will be mailed on April 30, 2008. Water District 125 and the City of Tukwila have very comparable water rates. The City of Tukwila mails monthly water bills whereas Water District 125 bills bimonthly. The City ofTukwila also bills in 100 cubic foot increments or 1 ccf (1,000 cubic feet equals 10 ccf, which is the average residential monthly bill). The City of Tukwila's 2008 winter water rate (October - May) is $2.43, for a monthly water consumption charge of $24.30 plus a minimum of $6.00 for a total of $30.30. The City of Tukwila's summer water rate (June - Sept) is $3.38 per ccf and for 10 ccf, the monthly bill would be $39.80. The City of Tukwila's water and sewer rates are attached. Water customers in the upper Foster neighborhood (near 1-5) will now get a monthly water and sewer bill from the City of Tukwila. Customers in the Foster Point neighborhood will receive just a water only bill until they hook up to the new sewer system. Upon connection to the new sewer system, a combined water and sewer bill will then be mailed.
