The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Dennis Sivak and Ron Johnston. Others in attendance were Police Chief
Mike Villa,Interim Fire Chief Chris Flores,Dawn Judkins, President of IAFF Local #2088, and
Kim Gilman, Civil Service Examiner.
CALL TO ORDER
5:03 p.m.Chair Dennis Sivakcalled the meeting to order.
APPROVAL OF MINUTES
The Chairasked if there were any corrections needed for
the March 3, 2014Commission Meeting minutes. No
corrections were noted. Minutes were approved as written.
FIRE DEPARTMENT BUSINESS
Staffing Update
Interim Chief Flores noted that there was 1 employee out
on disability and that the Department recently filled 1
pipeline position with an entry-level Firefighter candidate.
That candidate is currently in the Fire Academy and
completing an ambitious timeline for training. Chief Flores
reported that there was a high level of firefighter
experience and qualifications in this round of entry-level
testing.
Assistant Fire Chief
The Civil Service Examiner presented the eligibility list for
the position of Assistant Fire Chief. There were 5
candidates on the list. The testing consisted of a written
exercise and a scored interview.

Fire Captain Testing
Interim Chief Flores requested that the Commission allow
16 candidates to proceed onto theFire CaptainAssessment
Center. He explained that the test was originally advertised
to candidates stating that only the top 15 passing test
scorers from the tactical exam would be scheduled for the
assessment center happening at the end of May. However,
16 candidates applied for the position and the City has
funding to test all 16 if they should pass the tactical.
Commissioners asked clarifying questions of the Chief.

THAT FIRE CAPTAIN TESTING PROCESS ALLOW
16 CANDIDATES TO PROCEED TO THE
ASSESSMENT CENTER IF ALL 16 CANDIDATES
PASS THE TACTICAL EXAM. MOTION CARRIED.
POLICE DEPARTMENTBUSINESS
Staffing Update
Chief Villareported that the Department has 1 member out
on military leave and 2 employees on light duty.He noted
that the employee out on military leave is expected back
soon. One entry level candidate recently started in the
Police Academy, after being waitlisted due full class sizes.
The Chief noted that the City has recently hired some
lateral candidates from Georgia and Florida. In addition to
recent hires, there remains 6 candidates that are currently in
the backgrounding process.
Police Records Specialist
The Civil Service Examiner presented the eligibility list for
the Commission to certify. The list contains 8 names and
will be effect for 1 year, or until depleted. The 1 vacancy
the currently exists will befilled from this list.

Lateral Entry Police
The Civil Service Examiner presented the eligibility list
for the Commission to certify. The list contains 2
names.
Patrol Administrative Assistant
Draft copies of the revised document were distributed to
Job Description Revision
Commissioners prior to the meeting. The Chief explained
that aminor revision was needed to cover the responsibility
to provide clerical assistance to Commanders regarding
Internal Investigations and other confidential matters. He
noted that Commanders have discretion on what clerical
tasks are assigned to the Assistantposition. Commissioner
Johnston inquired if it would be appropriate to add more
restrictive language to the job description generally so that
employees would know that if they did not meet certain
training or licensing requirements that they would be
terminated. The Chief noted thatthis job description
followed the standard format for job descriptions in the
Department and citywide and that thecurrent language has
suited the Department’s needs. The Chair authorized the
revised job description as presented.
