I don't see any basis for their arguments. The code wants no openings, protected or otherwise, in the roof surface. What they have proposed violates this and has no equivalency to the ultimate goal of stopping spread of fire from the lower to the higher building. What the designer may be misunderstanding Is the increased severity of a fire when it goes upwardly versus when it goes horizontally. Thank you for your interest in uniformity of code administration.
