HomeMy WebLinkAboutCivilService 2014-03-03 Minutes�NM City of Tukwila 6200 Southcenter Boulevard • Tukwila, Washington 98188 March 3, 2014 Jim Haggerton, Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Dennis Sivak, Ron Johnston, and Stephen Wheeler. Others in attendance were Police Assistant Chief Bruce Linton, Interim Fire Chief Chris Flores, Dawn Judkins, President of IAFF Local #2088, and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:05 p.m. APPROVAL OF MINUTES GENERAL BUSINESS: Welcome New Commissioner FIRE DEPARTMENT BUSINESS Staffing Update Chair Dennis Sivak called the meeting to order. The Chair asked if there were any corrections needed for the February 3, 2014 Commission Meeting minutes. Vice - Chair Johnston requested that the minutes be clarified to specifically mention "with respect to appointments made in Washington State as applies to temporary and provisional appointments" regarding the discussion on Length of Appointments under General Business. Stephen Wheeler was appointed to the Civil Service Commission on February 19, 2014. This was his first meeting. Commissioners welcomed him and thanked him for volunteering.. Interim Chief Flores noted that there are 2 members absent on long -term disability, and 1 vacancy in the Department. The Chief was pleased to report that Entry -Level Firefighter oral boards have been scheduled to occur March 11`h and 13th, with a list to be certified by March 14`h. It is City of Tukwila 6200 Southcenter Boulevard • Tukwila, Washington 98188 Fire Battalion Chief Pipeline Positions 1 Year Certification to the Eligibility List for Entry -Level Jim Haggerton, Mayor the City's intent to have a new hire start the Fire Academy on April 9`h He withdrew the Fire Battalion Chief position description from the agenda, and stated that it would be added to a future agenda once it could be reviewed in greater detail by the Department. Interim Chief Flores reported that the Council's Finance and Safety Committee unanimously approved the recommendation to add 3 pipeline positions to the Department. These pipeline positions would be used to hire entry -level Firefighters when impending retirements or resignations were anticipated. The Civil Service Examiner explained that the City had formed eligibility lists in the past based on 2 different expiration dates. Entry -level police officer and firefighter candidates were expired from the list based on the earlier of either 1 year from certification, or 15 months from the original test date with Public Safety Testing. The Examiner was not certain why the two different expiration dates were used, but suspected that it may have been due to the length of time that passed from the date of the Physical Agility Test to the date of hire. This is no longer a concern since both entry -level firefighters and police officers retake the PAT prior to attending the Academy. Commissioners agreed that going forward, for ease of administration, names on entry -level eligibility lists for police officer and firefighter will expire 1 year from the date of certification. POLICE DEPARTMENT BUSINESS Staffing Update Assistant Chief Bruce Linton reported that the Department has 1 member out on military leave and 1 on administrative leave. He noted that there are currently 2 entry -level police and 5 laterals, and 1 Records Specialist candidate in the background process. He noted that the City is continuing to focus on lateral hiring to fill existing vacancies, but due to the number of entry -level hirings at other agencies, Academy classes are fully booked till this summer. As a 2 City of Tukwila 6200 Southcenter Boulevard • Tukwila, Washington 98188 Lateral Police Officer Position Description Police Sergeant Eligibility List Extension OTHER BUSINESS April Meeting Jim Haggerton, Mayor result, those entry -level candidates in the background process, if hired, would not start the Police Academy until June or July. Assistant Chief Linton stated that the Police Department revised the position description for Lateral - Entry Police Officer to include a preferred qualification section. The Department would like to have candidates that have already completed National Incident Management Systems (NIMS) training by having completed Incident Command Systems (ICS 100/200) and NIMS (700/800) course prior to hire. Assistant Chief Linton provided a brief summary of the NIMS system and the importance of the training to City emergency preparedness efforts. The preferred qualification was added to the existing position description and submitted to the Commission for approval. After a brief discussion, the revision description was approved by Chair Sivak. Assistant Chief Linton conveyed that Chief Villa requested a 1 year extension to the Police Sergeant eligibility list. He explained that in the last year there were no vacancies for Sergeants, but that they would like to use the existing list to fill future vacancies if approved. MOVED BY JOHNSTON, SECONDED BY SIVAK THAT THE POLICE SERGEANT ELIGIBILITY LIST BE EXTENDED 1 YEAR. THE LIST WILL THEREFORE EXPIRE ON APRIL 21, 2015. MOTION CARRIED. Chair Sivak noted that he would not be able to attend the April meeting. It was agreed that Ron Johnston will chair the meeting.
