HomeMy WebLinkAbout2014-06-19 - Request for Qualifications - Tukwila 205 Levee CertificationCITY OF TUKWILA REQUEST FOR QUALIFICATIONS (RFQ) CONSULTANT SERVICES Tukwila 205 Levee Certification, City of Tukwila, Washington Due June 19, 2014 by 5:00 p.m. Pacific Standard Time (PST) The City of Tukwila solicits interest from consulting firms with expertise in providing Levee Certification Services. Consultants will be considered for the following project. PROJECT SCOPE The City of Tukwila is seeking statements of qualifications from qualified engineering firms for professional engineering consulting services to evaluate and certify the Tukwila 205 Levee in accordance with FEMA requirements (44 CFR Section 65.10) and other applicable City, County, State, and Federal rules and regulations. This approximate 4.6 mile levee is located on the left bank of the Green River between S. 196th St. and 1 -405. The engineering services will generally consists of researching records, conducting inspections, performing structural, geotechnical, seismic, and hydraulic analyses, preparing detailed reports of the current levee system, providing an analysis and report of needed improvements, working with City to provide engineering plans and specifications and providing a cost estimate for the improvements. Work may include engineering services during construction for any required improvements possibly including construction inspection and change management support under the direction of the City's Project Manager. Once the levee is deemed certifiable, work will include providing the necessary reports and documentation certifying that the levee provides protection from the base (1% annual chance) flood in accordance with FEMA and other applicable guidelines. SUBMITTAL A statement of qualifications indicating the firm's qualifications, experience with similar, technical expertise, capability to perform the work, familiarity with the project area, resumes and reverences. Submittals should be limited to 10 pages, excluding resumes and any supporting information, and should include the following information: Firm name, address, phone and fax numbers; Name of Principal -In- Charge, Project Manager, and all proposed project staff. Submittals will be evaluated and ranked based on the following criteria listed in order of importance: 1) Relevant project experience of key personnel with levee certification projects. Please include references for up to three relevant projects; 2) Approach to project; 3) Ability to pro - actively keep projects on schedule and within budget; 4) Teams or firms construction engineering capability and experience; 5) Personnel availability including a manpower schedule for each key team member; 6) Firm's experience with levee and or certification projects. No submittals will be accepted after that date and time. The City will not be liable for delays in delivery of proposals due to handling by the US Postal Service or any other type of delivery service. Faxed or emailed submittals will not be accepted. Please reference the RFQ title on all communications and mailing labels. Consultant selection will be based on RFQ review and interviews on a date to be determined.
