EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitation. The Building Official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Mechanical Code (current edition). MEMO FOR RECORD: FROM: DUANE GRIFFIN DATE: 2/4/94 SUBJ: MECHANICAL PERMIT #M92 -0032 (FOLLOW -UP) I called and talked to Robert Greninger, 657 -5509, to check the status of this permit. I told him I was concerned that we had an open permit and we couldn't make a final inspection because he wouldn't allow entry to an inspector. He said it was correct that he wouldn't allow entry, and the reason is that he is going to sue Washington Natural Gas company and feels he will loose leverage if he allows us to come in to make a final inspection. I told him my concern was that there could be an unsafe condition since a final inspection had never been approved. He told me, rather emphatically, that he is an engineer and there is no danger with his unit as far as how it's hooked up or connected to the gas or electricity. He said he has all the necessary paperwork to start the lawsuit action and it has taken this long because he has had a hard time getting an address to send the paperwork to. I told him I had been in contact with both R -1 Enterprises and Washington Natural Gas and what Caroline Lane from WNB had told me (reference my memo for record dtd 12/27/93, same subject). He said he hadn't talked to her. I gave him her phone number and recommended he talk to her. He said he would, and I asked that he call me back after he talks to her. He said he would. 2/7/94: Had a message when I came to work that Mr Greninger called me last Friday at 4:58 PM. I called him and he said that Washington Natural Gas was going to be at his house to make the required repairs at 8 AM, 18 Feb 94. I told him I would try to . have an inspector there about 8 :30 AM. He asked that the same inspector be there. That's Gary's day off though, so I will brief Dave and have him talk to Gary before he goes out. MEMO FOR RECORD: FROM: DUANE GRIFFIN DATE: 12/27/93 SUBJ: MECHANICAL PERMIT #M92 -0032 I researched the status of this permit on this date and found the following: • The original gas permit application was applied for by Teresa Hendrickson of R -1 Enterprises, 12539 E. Marginal Way S., Tukwila, WA 98168, on 2/6/92. The application listed Forrest Morgan as the contact person for this permit. • Mechanical permit #M92 -0032 for the installation of a new gas furnace and hot water heater was issued 2/13/93. The permit was signed for by Barbara Bailey, of R -1 Plumbing & Heating. • On 3/18/92 Betty from R -1 Mechanical called for an inspection. Gary Schenk made the inspection on 3/19/93 and did not approve the installation and left a correction list. • On 6/12/93 Denise Millard, Permit Coordinator, sent final notice letter addressed to Morgan Forrest, 12539 E. Marginal Way S., stating that if the permit wasn't extended or a final inspection accomplished by 6/26/93 the permit would automatically expire on that date. The letter contained other information about calling for final inspection or with questions, etc. This letter was obviously meant to go to Forrest Morgan form R -1 Mechanical who was shown on the permit application as the contact person. (I think this was an old form letter that we used at the time that has since been changed, including the way the addressee's name is entered. This letter went out regular mail as far as I can see and there is no evidence in our file indicating if it was delivered or not. Maybe we should consider sending these type letters certified mail, return receipt required ?) • There's a phone message in the file dated 10/19/92 to Denise from Mrs Greninger, 242 -8941, that says the message is regarding the platform and "Will get platform installed & inspected." 4 • There's a follow -up inspection report in the file that Gary prepared on 12/14/92. He stated: "Still trying to get his problem solved with WNG and R -1. His vinyl floor had PVC glue dripped on it by R -1 which ruined it. Greninger is threatening to sue R -1 for $650 worth of new floor. Meanwhile he won't final until his floor is fixed, thinking that he'll lose leverage if he does. WNG will fix his sloped drainage for his T &P relief valve and also provide a stand for the W /H. He will send out a letter today informing R -1 of his intentions." • There's a phone memo in file to Denise from Robert Greninger, 657 -5509, date 10/20 (no year). It looks like Denise added the following message and forwarded it to Gary: "Please call after 7:30 AM on Wednesday so I can get this finaled M92 -0032. Lets work with him to get closure with WA Nat Gas and R -1 Enterprises." • Gary made the following notations on the back of the yellow file copy of Mech Permit #M92 -0032: 7/12/93 - Msg 9/2/93 - Still contemplating suing. Will call me by 9 -10 -93 with decision. I checked with Gary and he said both of these entries were the result of routine follow -up he was doing on the outstanding permit forms. • There is also a note written in red on the front of the yellow file copy with Denise's initials that says: "10/15 left message R -1 Enterprises Permit Expired needs insp." • On 12/27/93 I called R -1 Enterprises and talked to a Betty. I told her I was trying to get the background on this project and asked what she could tell me about it. She pulled her records and said the property owner wouldn't let them back on the property. She said they had been hired by Wash Nat Gas to do the job and when they were done had left some sort of mess on the floor. According to her Greninger wouldn't let them back in to try to clean it up or to make the corrections called for in inspector's report. She said Greninger cut up pieces of his floor and sent a piece to both R -1 and to WNG with a note that said it they could get the stuff off he would leave them alone. She said she scraped it off and sent the piece back. Betty also said that WNG no longer sells, installs, or contracts out to install gas appliances as of October 1993. She gave me the name of 2 I • Caroline Lane, 224 -2036, as the person at WNG who is presently in charge of taking care of any of the old WNG unfinished projects that they had previously contracted out. I called Caroline Lane, 224 -2036, WNG, on 12/27/93 and asked her if she had any status or helpful information related to the Greninger project. She pulled her file and said she had a lot of miscellaneous notes and information, including information from N. Pacific Ins Co., who is /was R -1 Enterprises insurance company. She said something about a note from the adjuster about this being the first time in 21 years of adjusting that he ever received the evidence through the mail. Caroline said she would attempt to contact Greninger and make some sort of arrangements to get this project completed and signed off as soon as possible. She said she would suggest to him that arrangements be made for WNG people to go in and make the code required installation changes and then contact us for a final inspection.
