SUBJECT: Solid Waste and Recvclina Rates
ISSUE
Solid waste and recycling fees for commercial, multi family and residential subscribers will increase
effective April 1, 2011.
BACKGROUND
The City currently has an Agreement with Allied Waste of Kent/Republic Services, Inc. to provide solid
waste collection, disposal, and recycling services to commercial, multi family and residential
customers. The Agreement will expire on April 30, 2012.
DISCUSSION
Under the terms of the Agreement, Allied Waste is authorized to adjust the rates on an annual basis
by an amount equal to 80% change in the Consumer Price Index (CPI). Specifically, the Bureau of
Labor Statistics Index for Urban Wage Earners and Clerical Workers is used to adjust the rates. The
adjustment is authorized only on the service portion of rates (transfer station /landfill disposal fees are
excluded). For 2011, the service portion of rates will increase by 1.17
Allied waste will inform residential, multi family and commercial customers of the upcoming rate
increase. The following examples depict the impact of the 2011 rate increase:
