SUBJECT: Solid Waste. Recvclina and Yard Waste Collection Contract Extension
ISSUE
Approve a 6 -month extension to the Comprehensive Solid Waste, Recyclables, and Yard Waste
Collection Contract.
BACKGROUND
The current Comprehensive Solid Waste, Recyclables, and Yard Waste Collection Contract expires on
April 30, 2012. The Contract has a provision that provides for up to one extension which shall not exceed
one year. Staff and Allied Waste have tentatively agreed in principle to a 6 -month Contract extension
subject to Council approval. Upon Council approval, the new contract expiration date will be October 30,
2012.
DISCUSSION
Staff started the procurement process for a new solid waste, recyclables, and yard waste collection
services contract last month. During a recent meeting with the City's consultant (Dr. Jeff Brown
Epicenter Inc.), Mr. Brown reviewed the procurement task schedule and advised that more time should be
allotted for prospective bidders /proposers to review and respond to the request for bid (RFB) or request
for proposal (RFP). He also advised that a November 2011 Contract Award /Notice to Proceed date may
not allow the successful bidder /proposer sufficient time to purchase trucks and new containers. Mr.
Brown indicated that approximately six months is the standard planning guide for procurement of new
garbage /recycling trucks and containers.
Based on the additional information provided by Mr. Brown, staff met with Allied Waste last week and
negotiated a 6 -month Contract extension with no change to the terms and conditions. The additional time
would provide more flexibility to deal with unexpected delays and enhance competition by allowing
potential solid waste and recycling provider's sufficient time to prepare and submit a competitive package
and plan for the procurement of required trucks and equipment.
RECOMMENDATION
The Council is being asked to approve a 6 -month extension to the Comprehensive Solid Waste,
Recyclables, and Yard Collection Contract and consider this item at the April 25, 2011 Committee of the
Whole and the subsequent May 2, 2011 Regular Meeting.
