CALL TO ORDER ROLL CALL OF COUNCIL MEMBERS BID OPENING Traffic signals at "S" Line Bridge and Southcenter Pkway., and at Tukwila Pkwy. and the "S" Line Bridge, and at Strander Blvd. and Andover Park West Comments added by City Clerk Presentation by Rainier Bank representative re: fiscal agents (City Treasurer) Acquisition of chain saw for Park Dept. /3/ Tukwila City Hall Council Chambers COMMITTEE OF THE WHOT,F MEETING MINUTES The meeting was called to order by Council President Traynor. GARDNER, STERLING, TRAYNOR, JOHANSON. Council President Traynor opened the bids that had been received for traffic signals: Electric Controls, Inc., Kent, Washington Certification of Equal Employment Opportunity Provision and Surety Bond accompanied the bid. West 40,444 $115,700 TOTAL $113,665 Engineer's Estimate TOTAL $154,165 MOVED BY TRAYNOR, SECONDED BY STERLING, THAT THE BIDS BE REFERRED TO STAFF FOR RECOMMENDATION OF THE AWARD OF BID. CARRIED. The bids received on the above -noted project, per the City Attorney, should be rejected due to an error in the publication of the Call for Bid Notice. His recommendation shall be furni- shed in writing for consideration at the next regular meeting of the City Council. City Treasurer Mae Harris introduced Jack P. VanLeuven, repre- senting Rainier Bank, who is acting as Fiscal Agent for the State of Washington. Mr. Van Leuven explained the duties of his bank as Fiscal Agent. He stated the bank would act as the City's representative in the payment of interest and principal due on outstanding bond obligations; they would be responsible to the City for a complete and accurate accounting of funds received and disbursed. Bonds and coupons can be returned to the Treasurer each month, along with a detailed statement of each bond issue. Mr. VanLeuven stated that the advantages of using the bank as a Fiscal Agent would save time and money. Payments for bond issues are at central locations in Seattle and New York, making your bond issues more appealing to inves- tors because of the convenience of presentment and reduction of mailing costs. He added that many general clerical duties in the Treasurer's office will be decreased or eliminated. City Treasurer Mae Harris stated that the State Auditor had recommended the use of the Fiscal Agency as a means of simplify- ing the work in her office. Council President Traynor asked if there would be any cost to the City and Mr. VanLeuven stated there would not be any charge for this service. Council Presi- dent Traynor instructed City Treasurer Mae Harris to draw up a resolution authorizing the City to use a Fiscal Agent for presentation at the City Council Meeting on September 2, 1975. Council President Traynor stated that the chainsaw is needed for the Park Department as the old one has worn out. Council- man Johanson stated it was his understanding that the money was available in the budget for this purchase. Council President Traynor requested this item be on the agenda for the next City Council Meeting. TUKWILA CITY COUNCIL COMMITTEE OF THE WHOTR MEETING August 25, 1975 Page 2 Council Secretary time card City Council Seminar, San Francisco Meeting of Finance and Personnel Committee Meeting of Public Works Committee ADJOURNMENT 8:15 P.M. /7 Council President Traynor requested that Committee Chairpersons initial the time card of the Council Secretary when she attends a Committee meeting or performs secretarial work for City Council Members. Councilman Gardner stated that he had attended the City Council Seminar held in San Francisco August 21 through August 23, 1975 and he had obtained valuable information that he would have duplicated and distributed to other City Council members who had not been able to attend. He stated that Councilwomen Harris and Davis had attended the Seminar with him. He added that this Seminar was the sixth of a series of Seminars across the United States and it was very instructive. Chairman Johanson stated that he would like to have a meeting of the Finance and Personnel Committee on Thursday, September 4, 1975 at 5:30 P.M. in the City Treasurer's office. Chairman Gardner stated that he would like to have a meeting of the Public Works Committee on Thursday, August 28, 1975 at 5:00 P.M. at the City Hall Annex, 6230 Southcenter Blvd., Tukwila, Washington.
