The conditions which may justify such an agreement are as follows: 1. The plans specifications for the street which would provide the pavement cross - section, elevation, drainage, lighting, sidewalks, and other miscellaneous improvements have not been adopted. 2. The plans and specifications for the underground utilities, i.e. telephone, cable, electric power, gas, sewer and water have not been adopted. 3. Right -of -way is not sufficient to accommodate the sidewalks. With respect to your permit application, these conditions do not exist. Sidewalks have been constructed on the south side of Baker Blvd. east of Andover Park East. Sidewalks will be continued on the south side of Baker Blvd. from Andover Park East to Andover Park West. The 1/8" thick strap tie connection should be justified. The analysis should include the adequacy in bending of the washer plate as well as include the prying action of the plate on the bolt to secure an allowable value. The bent 1/8" thick strap appears overstressed in bending at the bolt head unless a washer thick enough is used to sustain the bending due to the eccentricity. The expansion bolt or the "raul" drive sustains a tensile load as well as a prying action. All aspects of the load transfer path should be justified. Note that the Raul anchor is not among the anchors presently listed under an Evaluation Report. A 30" high parapet should be provided along the south and west walls. Section 1709 (a,b) 2. The automatic sprinkler system should be installed throughout the building including the existing portion. The sprinkler plans should be reviewed and approved by a rating bureau and your Fire Department. If high piled combus- tible storage is contemplated, fire protection should be in accordance with the fire code. Section 506(c) and 3802(d), second paragraph 3. A written declaration of the kind and amount of hazardous materials that may be stored in the warehouse should be submitted to you and your Fire Department." If detention of water is contemplated, the roof structural system should be designed to accommodate the maximum load on the roof. This should include the affected parts of the existing roof system. Section 3207(a) 5. The specifications of the insulation should be provided. The foam plastic insulation should have a flame spread rating of not more than 75 and should have a smoke develop rating of not less than 450. All packages and containers of foam plastic and foam plastic ingredients should bear the label of an approved agency. The interior of the building should be separated from the foam plastic by an approved thermal barrier (1/2 gypsum wallboard). Section 1712(a). Details of the installation should be provided. Other insulating materials including facings such as vapor barriers or reather papers installed in roof ceiling assemblies should have a flame spread rating not to exceed 25 and a smoke density not to exceed 450. Exits should be illuminated at any time the building is occupied with light having an intensity of not less than 1 foot candle at the floor level. This should be clarified on the plans. Section 3313(a) 4. The door threshold details should be provided. The floor or landing should be not more than 1/2" lower than the threshold of the doorway. Section 3304(c) ENERGY COMMENTS 1. The plans indicate that a cold warehouse will be maintained in which case the energy requirements would not apply. (See definition of "heated space ", Section 208) See Sheet M -E. However, if insulation is provided in the event a heated warehouse is contemplated in the future, envelope calculations should be submitted for the addition. Section 404(a). The installation details of the insulation should be provided. The building envelope should be sealed, caulked, gasketed and weatherstripped to limit air leakage. Section 405. A vapor barrier should be installed in accordance with sound building practice. Section 402(d) 2. The lighting budget for this building addition is as follows: Interior = 5,754 watts; exterior = 2,223 watts. HANDICAP REQUIREMENTS ' 1. The Handicap access to the warehouse is not required by Table 33 -A. STRUCTURAL COMMENTS 1. Special inspection should be provided for the concrete construction and structural field welding. Sections 306(a). We suggest you require WABO certified welders. 2. Prefabricated roof trusses, glu -lam beams, and shop welded steel components should be constructed by a fabricator approved and registered by you. Sprinkler plan layout should be provided so that this may be included in the dead load at the proper locations. 4. Any structural compacted fill should be placed in accordance with accepted engineering practice. A report of satisfactory placement of fill acceptable to you should be submitted. 5. The details of the storage racks should be provided and should be justified for adequacy and stability. Table 23 -J. Item 4(b) page 148. See Sheet FP of plans. 6. The panel connections should be clarified: a. The bar size and connection to the 1/2" x 4" x 8" plate should be defined for the "existing floor connection" on Sheet S -3. b. The new panel to floor connection should be detailed and justified. The "typical wall connection" for vertical joints on Sheet S -3 would not appear to be applicable since the connection does not have any allowable resisting load perpendicular to the face of the panel. 7. The anchorage details of the top of the new walls to the roof diaphragm should be provided that complies with the present code and fits the new roof framing system. It is noted in the Planning Department's comments by this utility review that, the Planning Staff (Rick Beeler: 433 - 1847), is still reviewing the submittal for compliance with the zoning code. Twenty -four hours prior to your contractor beginning the work, he shall apply for and obtain the following permits as conditioned by this letter: 1. Storm Drainage Permit - (Permit Fee: $25.00). All new pipe shall be changed from 6" ADS pipe to 8" (min) diameter corrugated metal pipe. This pipe shall be provided in Class "B" bedding and at a minimum 0.5% grade and a minimum cover of 12" throughout. Fire Loop Permit - (Permit Fee: $25.00). The new fire loop indicated on the plans may require a sprinkler system vault to house the system of valves and component parts. If required by the Tukwila Fire Marshall (Doug Gibbs - 433 - 1859), this vault shall be placed in private property and outside of easements. The fire loop plan shall be submitted to the Washington Survey and Rating Bureau for approval. Then this plan shall be submitted to the Tukwila Fire Department for review /approval; and finally, to Public Works for review /approval. This Fire Loop Permit is for the fire loop, from the main to the sprinkler vault. The Tukwila Fire Department provides the inspections for the sprinkler vault and loop system beyond the vault to the building and building sprinkler system. The tap to City's main shall be a wet tap. The pavement patch shall be approved prior to beginning the work and carried out according to the City's Standard Pavement Patch Plan. All pipe shall be 52 D.I.P. and provided in Class "B" bedding. Prior to issuance of this permit you shall resubmit the fire loop plans per above reviewing sequence. Upon installation of the fire loop a standby charge will be billed to the ownership on a monthly basis. 3. Sidewalk /Curb- Cut /Access Permit - (Permit Fee: $25.00). Requested is a resubmittal of the access plan per the following requirements: Per attached Ordinance #1233 and per our discussion on 1/4/85, due to this redevelopment of the property being over 25% of the original deve- lopment (reference Ord. 1233), the addition of a sidewalk is recognized as required as part of this development. This sidewalk shall be placed in the public R/W and provided per the City's Standard Plans (including Curb /Gutter, Sidewalk, Handicapped Ramps and Curb Aprons Standard Plans) along the entire ownership frontage adjacent to Baker Blvd. The sidewalk development shall be reviewed with Rick Beeler (433 -1847) for Planning Department Requirements prior to submittal to Public Works. The present site is fully land- scaped in either lawn or beds. We have provide additional data for you. We had encountered the limitation of lot width in Nov 1984 when looking into the property development prior to purchase. In discussing the matter with planning at the counter at that time we pointed out possible solutions which could occur based on parking lot standards used by manor other local cities. On presenting thes solutions we informed that these being met we should have no problem in doing the project. The solutions included using reduced length as some cities allow for employee parking. Standard Stall 9.0 by 18.5 Employee Stall 8.5 by 18.0 Compact Stall 8.0 by 17.0 Or the solution where by additional width in stall up to 2 feet will allow a reduction of stall length by 2 feet or an even ratio there to. We choose the latter as a solution to the Pearl Bldg Project. A additional solution is also included for review. We Still favor the increased stall width and will make them even wider giving up one additional stall as the b best solution we feel. We feel that bringing this matter to our attention at this time after first agreeing that the above solution was acceptable as well as advising over the counter in the week of 14 Jan 1985 that there were no problems with the project design create somewhat of hardship on the new owner who purchased the property with an understanding that it could work.
