I told him that Public Woks does not have any rule that requires this document to be filed prior to construction, but it was in the developer's best interest to have the elevations on the plan tied to the correct datum and reference benchmark prior to beginning construction so that erroneous elevations do not occur as references through the construction phase. All underground shall be complete and approved by the City, including water, sewer, fire main and hydrants, storm sewers. 2. All dike improvements shall be complete and approved, except the fire lane in the Phase II area may be maintained with minimum 6" rock bed or approved driving surface until that construction is complete. 3. All street improvements and curb cuts shall be complete and approved. 4. All public sidewalks shall be installed and approved, except a 150% ' cash bond or letter of credit may be provided for a portion along Strander Blvd. Phase I 1. Phase I shall be complete per plans. Bonding of part of the landscaping would be subject to the approval of the City at that time. 2. A "thruway" for Fire and Emergency vehicle access shall be provided on the dike and through the parking lot area in Phase II, and be main- tained in a form and condition acceptable to the Fire Marshall. I have enclosed a site plan illustrating the project in two phases for your review and comments. In addition, I have outlined below the proposed methods for accomplishing the phasing. GENERAL 1. The Contractor shall install all underground utilities including all fire hydrants as located on the drawings. PHASE I 1. The Contractor shall complete Phase I of the project per the approved construction plans and specifications including installation of all landscaping and striping of all parking stalls. However, due to seasonal requirements for installation of some planting material and the problems associated with phasing the construction, the owner would like the option of providing a bond and/or an agreement with the City for landscaping not installed during Phase I of the project. 2. The Contractor shall provide an approved "thruway" for Fire Department access across Phase II. This thruway shall consist of a 6" rock base at both the fire lane loop road adjacent to the top of the dike and the parking lot of Phase II. 3. The Contractor shall provide construction (security) fencing around the entire site. An additional fence with gate and lock box will be installed between the two phases at such time as Phase I is ready for occupancy. The fencing around Phase I will then be removed. During Phase I construction two gates and lock boxes will be constructed for access to the site. Nonabsorbent wall finish should be provided and extended 70" above the drain inlet at the dwelling unit showers. Section 510(b) vd. 13. Three story R-1 occupancy requires a' fire alarm system. Section 1202(b) 14. The use of Boardroom 207 should be clarified. If it is to be used for meetings, the occupant load will be based on 7 sf per occupant (occupant load = 504/7 = 72) and will result in an A-3 occupancy on the second floor which requires an 1 hour fire resistive construction throughout the building. Table 5-D. The building however, was reviewed based on 15 sf per occupant for Boardroom 207. 15. A declaration in writing of the amounts and type of hazardous materials in the storage rooms should be submitted to you and your Fire Department for Room 114 in the Gatehouse and Rooms 104 and 105 in the cabana structure. See Sheet A-13 and A-24. 16. Fire dampers should be required for duct penetrations of fire rated roof/ ceiling assemblies in the 8-plex and penetration of the ducts into the 1 hour fire resistive corridor in the Gatehouse. See F -1/M-2 and Sheets M-4 and M-5. Section 4306(j) 17. Insulation materials including facings such as vapor barriers or breather papers should have a flame spread rating not to exceed 25 and a smoke density not to exceed 450. Section 1713(b). Specifications should be provided. 18. If a commercial range is to be installed in the Gatehouse kitchen, a type I hood should be provided in accordance with Section 2003 of the UMC. The fire protection of the hood exhaust enclosure should be detailed in accordance with Section 2002(d) UMC. 19. The combustion air supply for the gas fired water heater should be provided The combustion air duct indicated on Sheet M-5 appears to serve the telephone/ electrical room; not the janitor/mechanical room. Please clarify. 20. The ICBO Evaluation Report number of the metal fireplaces and chimneys should be specified. The units should be installed in accordance with its listing. Air handling units exceeding 2000 cfm should be equipped with an automatic shutoff actuated by a smoke detector. .Section 1009(a,b) UMC EXITS 1. The 8-plex is a 3 story building and should have access to not less than P 2 separate exits that are maintained until egress is provided from the struc- ture. Section 3303(a) 2. Openings in exterior walls below and within 10' measured horizontally of n exterior exit stairway serving a building over 2 stories in height should / be protected.by a self-closing fire assembly having 3/4 hour fire protection rating. This applies to both stairways in the 8-plex. Section 3306(1) 3. Panic hardware should be provided for the exit doors that serve the hearth room. Section 3318(a). See Sheet A-13 and A-15. 4. The corridors 210 and 120 serve more than 30 occupants and should be 1 hour fire resistive construction. All door openings should be protected by tight fitting smoke and draft control assemblies having a fire protection rating of not less than 20 minutes. Doors should be maintained self-closing and be provided with a gasket so installed as to provide a seal when the door meets the stop on both sides and across the top. The opening from the upper corridor into the hearth room should be protected. Also, Corrior 120 should be separated from the hearth room by 1 hour fire resistive corridor walls. If the reception area is made part of the corridor, the walls around the reception area should be made to comply. Also, closet door 9 at the upper corridor should be 20 minute fire protection assembly. See Sheet A-13 and A-14. Section 3305(g,h) 5. The clear width of the stairway for the Gatehouse should be specified. (Minimum 44" is required.) See Sheet A-14. Section 3306(b) 6. If Boardroom 206 is used as a meeting room, Exit Door 10 should not dis- charge into a closet and Door 8 should swing in the direction of egress. See Sheet A-14. Section 3303(e) and 3304(b) 7. All exit doors for the Gatehouse should be openable from the inside without the use of key, special knowledge, or effort: Section 3304(c) 8. Stair handrails should be continuous the full length of the stairway and should extend not less than 22" beyond the bottom riser. See A-14. Section 3306(j) per amended Washington State UBC 9. A landing should be provided at each side of the doorway and should be not more than 1/2" lower than the threshold. Section 3/A21 shows a ramp that extends to the door sill without any landing. The one and two bedroom unit should be proportionately divided. -c 2. The site grade details should be provided to show compliance to Section 7502 on curb cuts, walks, and ramps to all the accessible dwelling units, accessible parking, Gatehouse, Cabana, and the swimming pool. 3. A sign should be posted centered from 4 to 5' above grade at the head of . every required parking space. Section 7503(e) 4. At the accessible dwelling units and all other accessible site facilities, locksets and latchsets should have -a lever or other device which will permit operation by wrist or arm pressure. The height of spindle or actuating device should be 36" to 42" above the finished floor. Section 5501.3 5. The wall mounted drinking fountain should have the basin rim no higher than 34" from the finished floor. See 13/A16. Section 511(c)3 6. The accessible kitchen should be provided with an unobstructed space of 5' and a counter should be provided at a maximum height of 302". The kitchen sink and cooking appliance facilities should have clear working space of not less than 60" in front. Section 1213 7. The accessible bath in the accessible unit should comply: a. Two grab bars are required on the side opposite the unobstructed space. One rail 9" above the rim is required in addition to the rails at 332" to 36" above the floor. See 18/A-5. Section 511(f) b. The water closet encroaches into the required unobstructed space in front of the tub. Section 511(f)1 & 2. See Sheet A-4. c. The shower water controls should be lever operated.and mounted 40" above the finished floor of the shower. A recessed soap tray should be placed at a height of 40" above the finish floor. See 19/,A-5. Section 511(e) d. An unobstructed floor space within the toilet room of sufficient size to inscribe a circle with a diameter of not less than 60" should be provided. An unobstructed floor space 18" beyond the strike jamb should be provided at the women's toilet (Room 115) entry to the water closet compartment in the Gatehouse as shown on Sheet A-13 and to the women's water closet compartment (Room 102) in the Cabana shown on Sheet A-24. 11. The outdoor shower should be accessible. The threshold should be flush or beveled with a maximum edge height of 1/2". The water control should be mounted 40" above the finished floor. See 5/A-24. Section 511(e) 12. The restroom adjacent to the employee's lounge should be made to comply as an accessible toilet. See Sheet A-14. Section 511(a) ENERGY COMMENTS 1. The air leakage should be controlled in accordance with the provisions of Section 601(e), The building envelope should be sealed, caulked, gasketed and weather-stripped to limit air leakage. 2. Heating and cooling loads should be calculated in accordance with accepted engineering practice using the design parameters in Chapter #3. For the resi- dential buildings, the HVAC equipment should be sized no greater than 125% of the design load. Section 602(a)4 3. Ducts in or on the building should be thermally insulated to meet the requirements of Section 416. Section 602(c)4 4. Electric water heaters should have R-16 insulation. Section 603(f) • 5. Showers should be equipped with flow control devices to limit flow to a maximum of 3 gpm per shower head. Section 603(e) 6. Lavatories in the rest room of the Gatehouse and the Cabana should be equipped with outlet devices which limit the flow of hot water to a maximum of .5 gpm. Section 423(b) 7. Vapor barriers should be installed on the warm side of insulation at enclosed rafter spaces where ceilings are applied directly to the underside of the,roof rafters and at the exterior walls. Section 601(f) 9. The lighting budget for the Gatehouse is: Interior = 10,680 watts; exterior = 2,058 watts. For the cabana: Interior = 1,633 watts; exterior = 1,358 watts. STRUCTURAL COMMENTS 1. Special inspection should be required for: a. The concrete construction of the concrete column in the Gatehouse and the retaining wall. b. The structural fill placement. Section 306(a) 2. A report of satisfactory placement of the fill should be submitted to you. Section 2903 3. Grading details of the placement of the structural fill should be shown. Note that the compact fill should extend 4' below the footings and the footings should be a minimum 24" wide and 18" below adjacent finished grade. The foot- ing section on Sheet A-11, A-22, and A-25 should be revised to fit the above recommendation. See page 5 of the soil report. 4. The possible differential settlement of the footings should be investigated. The report indicates settlement in the order of 1". Page 5 of the report. 5. The prefabricated roof trusses and the glu-lam beams should be constucted by fabricators approved and registered by you. Section 306(f) 6. The structural design and details by a Washington State registered engineer should be provided for the prefabricated roof trusses. Section 302(b). 7. The structural design of the concrete retaining wall should be provided. Section 302(b) 8. The structural design and details of the swimming pool should be sumbitted. Section 302(b) 9. The lateral load analysis of the cabana building including the trellis should be provided. Section 302(b). See Sheet A-25. 10. The wind velocity of 70 mph was used in the design. In the Tukwila area 80 mph should be used in accordance with the revised wind map. See Enclosure #1. Plan Check 1555 Lorraine Cronk October 12, 1984 Page Eight 11: The allowable compression perpendicular to grain for the 8-plex should not exceed 300 psi for Hem -Fir and 460 psi for Douglas Fir Larch because of the 1 hour fire resistive construction necessary for the 3 story building. See Calculation Sheet G-5. See Table 25-A-1 revised. (Enclosure #2) 12. The horizontal beam shear is excessive in the 4 x 10 Hem -Fir #2 header at the closet in studio unit B. See Sheet A-2 13. The four 2 x 8 Douglas Fir #2 is overstressed in bending. (1411 psi is greater than 1250 psi). Note that repetitive stresses should not be used when the elements are used as a single beam. Section 2504(a) 14. A post should be provided'under the combined beam reactions of the 51/8" x 101/2" glu-lam roof beam and the 4 x 10 floor beam that support the second floor and loft above and the four 2 x 8 floor beam that support the second floor. See Sheet A-2. 15. Complete anchorage details of the Monier roof tile should be detailed on the plan. Eighty mph wind should be used. 16. The engineer is correct for all loads within a distance equal to the depth of the beam may be neglected for horizontal shear in the beam. However, it may be prudent to increase the size of the beam to reduce the horizontal shear when the bending stress is near the limit. See Calculation Sheet G-13 and Detail 16/A23. Section 2506(c), last paragraph 17. The live load for the Gatehouse equal to 40 psf is insufficient. (100 psf for boardroom, lounge room and the corridor; 50 psf plus 20 psf partition load for the office should be used). See calculation Sheet G-1, Table 23-A 18. The 2 x 10 at 16" o.c. floor joist spanning 142' is overstressed with a floor load of 100 psf live load in the Gatehouse. See Sheet A-18. 19. The concrete column is a lateral load resisting concrete frame and should be detailed in accordance with the provisions of Section 2625. Section 2312(j) 1 C. The anchorage should be adequate to sustain a horizontalload of 20 lbs. per lineal foot of rail at the top for the dwelling units. ASTM methods for deriving design stresses for lumber in compression perpendicular to grain have been revised (ASTM D 2555 and D 245). These methods use deformation rather than nominal proportional limit as the criterion for establishing appropriate design values. As wood cells are compressed across the grain, the wood becomes increasingly densified and able to resist higher Toads. Because there is no maximum strength of wood loaded in compression perpendicular to grain, use of allowable unit stresses based on a deformation limit is considered to provide a more meaningful and consistent design approach. Common areas are those area or portions of areas which are not individually owned, including but not limited to; meeting rooms, laundry rooms, electrical rooms, interior hallways, recreational areas, of- fices, etc. • d. Central: Station - An approved location to which remote alarm and supervisory si.gnalind devices are connected, and where personnel are in attendance at all times to supervise the circuits and investigate signals. Control Panel//Unit - comprises the controls, relaw�r switchesv and associated circuits necessary to furnish power to'a fire alarm system, receive signals from alarm devices and transmit them to indicating devices and accessory emuipment^ M. Digital Alarm Communicator - 1. Digital Alarm Communicator Receiver (DACR) - An approved system component locoted at the central station to receive signals from the Protected premises via r^ublic telephone lines. 2. Digital Alarm Communicator System (DACS) - An approved system that connects a DACT to a DACR (Central station to protected premises) via Public'telephone lines. 3, Digital Alarm Communicator Transmitter (DACT) - An approved component at the protected premises that transmits signals via public telephone lines to the central station (DACR) - seizes the telephone line - dials a Preselected number and transmits signals indicating a status change of initiating devices. N. Electrical Code - current edition of the National Electrical Code as adopted by the State and Department of Labor and Industries, and/or local jurisdiction. 0. One set of approved plans shall be retained by the authority having jurisdiction. 5. GENERAL REQUIREMENTS A. All companies installing fire alarm systems shall have a State Electrical Contractor's License, and City or County Business License where applicable. B. All persons installing fire alarm systems shall hold a State Low Voltage installer's Certificate or Journeyman Electrician Certificate, per RCW 19.28, Section 510, except R3 'occupancy (homeowner installed). C. An apprentice certificate is acceptable for installers of fire alarm systems when supervised by a certified JourneYman. Per RCW 19^28, Sections 500 through 620. D. A state or city electrical permit (or copy) shall be posted at all fire alarm installations, Per RCW 19.28 or individual city remuirement~ E. All emuipmentv . devicesr and wiring shall be listed by Underwriters Laboratories, Factory Mutual, or other Nationally Recognized testing agency and shall be approved for the purpose for which they are intended. Normally open fire separation doors shall have magnetic doorholders and automatic closure and shall be reouired to automatically close when an alarm and/or smoke is detected. Smoke detectors shall be located per NFPH 72E or according to authority having Jurisdiction. I. Remote audible trouble indication is remuired if the control panel is not located near the main entrance, J. Remote alarm annunciation indication is reouired if the control panel is not visible from the mein entrance. 6 K. When the control panel is located inside a roomv the outside of the door shall have a sign with, one -inch letters which reads "Fire Alarm" or "Fire Alarm Control", L. Key box - When access to or within a structure or an area unduly difficult because • of secured openings or where immediate access is necessary for life-saving or fire -fighting pur,"oeesr the chief may reeuire a key box to be installed in an accessible location. The hey box shall be a type approved by the chief and shall contain keys to gain necessary access as reeuired by the chief~ M. Automatic or manual alarm initiating devices shall be compatible with the fire control panel? UL and/or FM listed and shall be approved for fire alarm use. N. The system shall comply with all national, stater and local codes. The system shall be approved by the authority having Jurisdiction prior to installation. P. There' shall be enough battery or fuel car~acity to run the alarm system in standby for twenty-four (24) hours anrjv after that 'tim/r sound all alerting devices for at least five minutes^ 0^ Wiring and wiring methodst (1) All wiring shall be done in compliance with the National Electrical Code, Article 760, pertaining to Fire Alarm Signaling Circuitsv and any other applicable articles and standards referred to in Article 760^ R. Control Panel Reouirements: • The on site fire alarm panel shall be enwiPped with the following features: (1) A light shall indiCate that the system ' is peceiving normal power. -A failure of normal power shall cause the light to No out and an audible trouble signal to sound. (2) All batteries (including batteries used for generator cranking) will have an automatic rate charger to maintain standby batteries in fully charged condition. . (3) A power transfer circuit that will switch to standby power automatically and instantaneously if normal power fails. (4) All wiring and components of Fire Alarm System shall have electrical supervision and audio and visual trouble alarm. (5) All alarm signals shall be automatically "locked in" at the control panel until the operated devices are returned to its normal conditionv and the control panel is manually reset. A bell test switch and a bell silence switch shall be part of^ the control Panel. ' Bells may be silenced by zone, so lons as this feature does not prevent any other zone from sounding an alarm~ Any silence condition shall report system trouble. (6) The operation of a manual or automatic initiating device sharII'cause: (A) All appropriate evacuation audible devices to .sound and visual indicator lamps to liNht continuously; (B) Indicate on the control panel that the zone is'in alarm. UNTIL • the operated device is returned to normal and the control panel is manually reset.except that the alarms may be silenced as described elsewhere in this code. (7) Anytime a waterflow detection device is used in Conjunction with a fire alarm panel, the following criteria shall be met: (unless otherwise approved by the Authority Having Jurisdiction). (A) The waterflow indication shall be isolated to the.last zone or zones of the fire alarm panel. (B) The installation shall be in conformance with Underwriter's Laboratories Standard #E964n which states that the silence switch in the alarm panel shall be bypassed on the zones that have a watei'f"Jow detector. Placement and type of detectors All detectors shall be installed according to the manufacturers instructions, NFPA 72E and the authority having Jurisdiction~ (1) Rate of rise heat detectors or smoke detector:s should be placed per authority having Jurisdiction in all roomsv halls/ storage areasv basements, atticsr' :Lofts, spaces above susPended ceilingsv storage lockersv closets, electrical rooms, machine mmuipment rooms and elevator eouiPment rooms. '(3) Fixed temperature heat detectors should be used in. places where there is moisture or excessive heatv such as laundry rooms, bathrooms, kitchens and boiler rooms. These detectors 'should have replaceable links for testing purposes, (3) Smoke detectors should not be used in kitchen areas, lunch rooms, waiting rooms, or in any area where there might be large groups of smokers, (4) Rate compensation heat detectors and line -type detectors should be considered for special hazard areas. (5) Monitoring fire alarm sustems: (A) Only approved local UL central stations shall be used for monitoring fire alarm systems or as remuired per authority haying jurisdiction. (B) When a transmitte/r is used in a fire alarm system for life safety, to monitor smoke detectors, pull stations, heat detectors and/or audio/visual signaling devices, a UL listed local control panel approved for this purpose shall be used in conjunction with the transmitter. 9 ^' _ ". 6, ACCEPTANCE TESTING A. Upon completion of'a system, a satisfactory test of the • entire installation shall be made by the contractor's representative in the presence of the Authority Haying Jurisdiction. The use of a decibel meter will be employed to determine minimum sound levels during acceptance testing. B. A condition for final acceptance of the fire alarm system shall be the receipt of a completed contractor's material and test certificate - Fire Alarm and Automatic Detection Systems. The completed installation certificate shall be returned to the'outhmrity having jurisdiction. C. Final approval of the fire alarm system is contingent upon a successful performance testy accomplished by the installer and witnessed by a member of the authority having jurisdiction. '7, MAINTENANCE A. A satisfactory contract covering the maintenance, or°era^- tion and efficiency of the system shall be provided by the Property owner. The contract shall provide for periodic insPection .and tests, for proper'maintenancer service and for service following operation of the system and shall be acceptable to the authority having jurisdiction.
